CDBG Steering Committee evaluated current project timelines, reviewed closeouts, and addressed proposed funding amendments across multiple Community Development Block Grant (CDBG) fiscal year programs.
The primary action item discussed was a proposed amendment to the FY2025 CDBG program involving the reallocation of approximately $122,000 from electrical and fire system upgrades to asbestos abatement at the Waterford Street Community Center Senior Center. While formal approval from the Executive Office of Housing and Liveable Communities (HLC) is pending, the committee initiated the public hearing process to allow community feedback and align preliminary project specs.
Additionally, the committee received status updates on historical and ongoing infrastructure work: The Greenwood Pool demolition project is officially closed out in the grant portal. The demolition of 205–213 Main Street is completed from a CDBG perspective, with focus shifting to marketing the property to buyers. The Greenwood Pavilion has received building approval, with full buildout and concrete pouring targeted for Spring due to seasonal weather limits. Downtown Phase 5 (sidewalks and curbing) is near substantial completion (targeted for October 31, 2026), while Downtown Phase 6 (transit node design near City Hall) received HLC approval to move forward based on elevated MART ridership data. FY2026 & FY2027: Full approval for the FY2026 application was confirmed, and a draft schedule for the FY2027 application cycle was presented, establishing a December 4, 2026 target for the Request for Proposals (RFP) posting.
