As of September 10, 2026, Energy and Environmental Affairs (EEA) Secretary Rebecca Tepper has issued updated drought declarations for the Commonwealth of Massachusetts. While the Central and Western regions, along with Dukes County, have returned to or remain at normal conditions, other areas continue to face significant hydrological deficits. Cape Cod and Nantucket County are currently at Level 2 – Significant Drought, while the Connecticut River Valley, Northeast, and Southeast regions are at Level 1 – Mild Drought.

Despite a wet July, a drier-than-normal August—characterized by rainfall totals as low as 1.5 inches in some counties—has maintained pressure on state water resources. Long-term rainfall deficits persist in various regions, necessitating continued water conservation efforts by residents, businesses, and municipalities.

State agencies and the Drought Management Task Force (DMTF) continue to monitor conditions, with the next formal assessment scheduled for October 8, 2026.

The Big Gardner MA Yard Cleanup is going on now in the Chair City. Hundreds of residents are cleaning up their yards awaiting yard waste pickup during the week of September 1st through September 4th. Here’s the buffet part: There is NO LIMIT on the number of containers or bags of yard waste you can put out. And that means there’s no excuses for not doing the most thorough cleanup possible.

The City of Gardner posted: “September Yard Waste Pickup will be the week of September 1st through 4th for Gardner residents. Reminder: Grass clippings and leaves may be placed in paper yard waste bags or loose in open barrels with no lid. EL Harvey has asked that residents no longer use cardboard boxes. There is no limit to how many containers or bags of yard waste you can put out. Sticks less than 2 inches thick and up to 3 feet long may be place out in bundles. Yard waste may not include rocks, gravel, sod or dirt. All bundles and containers must weigh less than 50 pounds each. If your yard waste is not removed by the end of your scheduled day, please call EL Harvey Call Center within 48 hours to report at 1-800-321-3002.“

City of Gardner Working to Address Water – Sewer Billing Concerns

The City of Gardner MA released an update on August 11, 2026 regarding water and sewer utility bills:

“Water & Sewer Billing Update

The Water Department would like to address concerns that have recently been raised regarding water and sewer utility bills.

Over the past several weeks, our office has identified billing calculation errors affecting some customer accounts. We understand that receiving an unexpected or inaccurate bill can be frustrating, and we appreciate the patience and understanding of residents who have contacted us while we work to resolve these issues.

After reviewing our billing processes, it became clear that certain billing calculations and account adjustments were not consistently completed in accordance with City procedures. As a result, some accounts may have been billed incorrectly. We are addressing these issues as they are brought to our attention and are working to correct affected accounts and issue revised invoices when necessary.

Since these issues were identified, the City has taken immediate steps to strengthen the billing process. These measures include implementing additional review procedures, verifying account calculations before bills are issued, and conducting a thorough review of affected accounts to ensure billing accuracy moving forward.

There has also been a staffing change within the billing office. The City is working to strengthen oversight and accountability within the department. We have conducted interviews for a candidate to lead the billing department and anticipate filling the position within the next week.

If an error is identified on an account, we will work diligently with the customer to review the account, explain the billing, and make any necessary corrections. If our review determines that a customer has been overcharged, the appropriate credit or adjustment will be applied to the account. Likewise, if we identify a discrepancy that requires clarification, we will work directly with the affected customer to explain the account and answer any questions.

We take these concerns seriously and are committed to ensuring that residents receive accurate bills and responsive customer service. The City is committed to increasing accountability, strengthening internal review procedures, and providing accurate, transparent, and dependable service to our residents.

We appreciate the community’s patience and cooperation as we work to correct these issues and improve our billing processes”

With regard to the water bills: If you spot a $4 discrepancy or a rate that looks “off” on your statement, do not wait. Call the billing office immediately. While the City of Gardner expects it will take about three more billing cycles to fully audit the system, they are correcting individual errors and issuing credits – interest free – upon request.

Technology Transition: The city is also transitioning from manual water meter readings to “drive-by” technology which will get around the problem of scaling massive, frozen snowbanks and being chased by neighborhood dogs.

The Water Bills Problem Explained in Detail

DPW Director Dane Arnold reported significant delays and errors in the water billing office, which has fallen two to three billing cycles behind. Some of the issues reported: Software Glitches – a January upgrade to the “Munis” software system caused import errors for meter reads, leading to a backlog. Staffing Issues: DPW is currently managing significant turnover, including a vacancy for the leader biller position. Interviews are ongoing, but new hires will require extensive training. Billing Inaccuracies: Due to the system errors, some residents were billed at outdated rates or received “stimated” bills incorrectly marked as “actual” reads. Resolution Plan: The City estimates it will take approximately three months to identify and correct all individual billing errors. In the Meantime: Overcharged customers will receive credits, and no interest will be charged on accounts affected by these errors. Abatements on hold: Abatements for leaks or high usage are currently frozen (held without interest) until the billing office is restaffed and the system is stablized.

Other items taken up by the Gardner Public Service Committee included critical infrastructure projects and municipal service updates, primarily focusing on National Grid petitions for new utility poles on Park Street and Betty Spring Road. The Department of Public Works provided an update on a $1.6 million paving plan and the mandatory removal of underground storage tanks to comply with environmental regulations. Additionally, the committee reviewed a $1.3 million funding gap for wastewater plant upgrades as the estimated cost is now $5.9 million and grants will pay $4.6 million. The session also addressed concerns regarding the impact of the ongoing drought on local reservoirs with Crystal Lake at historically low levels and the Pearl and Cowee reservoirs also significantly depleted. The public is urged to limit outdoor water use. Discussions also touched on ADA compliance improvements for city parks and the resolution of recent water quality complaints linked to seasonal algae growth. Gardner’s vendor, Veolia confirmed in a Press Release, CLICK HERE, that “the water in the Gardner system has met and continues to meet all regulatory standards.”

Update 7-24-26 11:36am: The City of Gardner anticipates that the Snake Pond Facility will be online by Monday. As Dane Arnold informed us “We are hoping Snake Pond Well is on-line by Monday. It would be on now, but Comcast cannot get communications to work between the plant and Veolia operator..”

City of Gardner Addressing Water Taste and Odor Reports from Residents

As reports came in from Gardner residents over the past few days, the City of Gardner worked immediately to ensure that the water was safe and to address water taste and odor issues.

Gardner Magazine reached out to the City of Gardner and received this response from DPW Director Dane Arnold on July 24, 2026:

“Good morning

The Water Department and Veolia are aware of reports of discoloration, taste, and odor issues affecting portions of the City’s water system.

The City’s drinking water is treated through our ultra-filtration facility and continues to meet or exceed all state and federal regulatory requirements for safe drinking water.

We believe the issue is related to seasonal changes in one of our water sources, an open reservoir. Recent high temperatures, low precipitation, and ongoing drought conditions have likely contributed to these changes, making the taste and odor more noticeable throughout the system.

To help address the issue, additives will be applied to the raw water as part of the treatment process, and the City will bring our secondary water source, the Snake Pond Well, online to supplement the system with approximately 1 million gallons of water per day.

We are hopeful these measures will improve the taste and odor of the water in the coming days. We appreciate your patience and understanding as we work to resolve the issue.

Asbestos at Waterford (7/23/2026)

Asbestos Issues at Waterford – The Analysis and the Solution

The Gardner Finance Committee Packet for the the meeting of July 24, 2026 contains a DEP Inspection Report, CLICK HERE. The report details where asbestos was found at the Waterford Community Center. Gardner Mayor Nicholson is asking for the City Council to utilize some of the $8 million bond proceeds to fund necessary asbestos abatement and other repairs. View complete packet, CLICK HERE.

The DEP Inspection Report (Link to PDF is above), details the results of asbestos testing conducted at 70 Waterford Street in Gardner. Various building components are examined including floor tiles, mastic, and ceiling tiles to identify the presence of hazardous materials. The graphics presented in this article provide detail on what was found including items testing positive for Chrysotile and Anthophyllite. Asbestos was detected in nine of 20 samples analyzed via Polarized Light Microscopy. Notable findings include White Cementitious Ceiling Tile containing 10% Chrysotile and various Black Mastic and Floor Tile samples containing between 2% and 7% asbestos (Chrysotile and Anthophyllite).

Once properly abated which the Mayor’s request outlines, there would be no danger to persons utilizing the building.

The Gardner Zoning Board of Appeals convened with four of its five members present, necessitating unanimous votes for all decisions. The session focused on two primary applications by Fred Mahood (representing SBA) regarding a proposed cell tower at 677 Timpany Boulevard

The Board successfully granted both a Special Permit and a Fall Zone Variance for the facility. The Special Permit was approved contingent upon several financial and legal protections for the city, including a $50,000 removal bond and a $5 million liability policy. The Variance was granted based on documented hardships related to site topography (wetlands) and the scarcity of willing landowners, balanced against the engineered safety of the tower, which is designed to collapse upon itself in the event of failure.
Haz-Mat – Winchendon (7/22/2026)

Homeowner Discovery Leads to Haz-Mat Investigation in Winchendon MA

Winchendon Fire Department – Haz-Mat Investigation – Press Release 7-22-26

WINCHENDON, MA — At approximately 9:00 a.m. on July 21, the Winchendon Fire Department responded to 25 Northern Heights Drive at the request of the homeowner to investigate a propane cylinder that had been discovered while cleaning the property. The homeowners advised firefighters they had recently purchased the residence and located the cylinder on the property. During the initial assessment, firefighters observed damage to the valve area of the cylinder and consulted with Eastern Propane regarding its safe disposal. Eastern Propane accepted custody of the cylinder for safe evaluation and disposal at the request of the Winchendon Fire Department.

At approximately 10:51 a.m., the Winchendon Fire Department was contacted by Eastern Propane after technicians discovered the cylinder did not contain propane. Captain Marty Scott responded to Eastern Propane to speak with their technician. Upon hearing their concerns, Captain Marty Scott immediately requested the Massachusetts Department of Fire Services Hazardous Materials Team to activate a Tier 1 response to investigate the unknown contents. Initial field testing by the Hazmat Team indicated the possible presence of a hazardous substance, prompting the incident to be escalated to a Tier 2 response bringing additional specialized resources to the scene at 600 School Street.

As the investigation progressed, information obtained during the response led investigators to respond back to 25 Northern Heights to inspect other items discovered during the property’s cleanup. The coordinated response ultimately involved the Massachusetts Department of Fire Services Hazardous Materials Team, Winchendon Police Department, Massachusetts State Police, the Federal Bureau of Investigation (FBI), Homeland Security and the National Guard CST Team.

Following extensive laboratory analysis and investigation, officials determined the contents of the cylinder were not sulfur mustard gas or any other chemical warfare agent. All locations were determined to be safe, and the incident concluded without injuries to residents or emergency responders at 20:29.

“This incident demonstrates the importance of treating any unknown substance with extreme caution,” said Fire Chief Thomas Smith. “Our firefighters, together with our local, state, and federal partners, followed established hazardous materials protocols from the outset. While the investigation required significant resources, every action was taken to protect the public until the material could be positively identified.”

The Winchendon Fire Department reminds residents that if they discover unknown containers, chemicals, or suspicious materials on their property, they should not attempt to move or dispose of them. Instead, contact the fire department so trained personnel can safely evaluate the situation.

Air Quality in Greater Gardner MA Impacted by Northern Wildfires

Air quality in Greater Gardner MA today is being significantly impacted by thick smoke plumes originating from Canadian and northern Minnesota wildfires. This wildfire smoke has lofted into the jet stream and mixed down to the surface, causing a milky, hazy sky and elevating fine particulate matter.

The Massachusetts Department of Environmental Protection issued an air quality alert for the state due to these conditions. Our graphic shows that air quality in Massachusetts is “Moderate” while other areas of the Northeast USA are being more severely impacted. The Massachusetts Air Quality Alert is expected to continue to at least midnight tonight. Air quality at this time is expected to clear up significantly by Friday morning.

The current air quality index of “Moderate” makes the air unhealthy for sensitive groups with the primary pollutant consisting of tiny airborne particles that can easily get deep into the lungs, irritating the respiratory system.

From the Press Release: “While much of the state received much-needed rainfall this week resulting in temporary increases in streamflow, Massachusetts continues to experience the effects of two years of below-average precipitation. During June, the state received between 1.5 and 4.5 inches of rainfall. Precipitation deficits continue to persist in all Regions greatest deficits on the Islands and the eastern and far southwest parts of the state. Nantucket continues to experience severe dry conditions. Precipitation is at record low coupled with extremely high evapotranspiration, and groundwater levels have seen significant declines. The rains this week have provided some respite.

Looking back over the past 3 months (May 7–July 6), most of the state has received between 50 and 100 percent of normal precipitation. The greatest deficits were observed in the eastern and far southwest part of the Commonwealth, but especially for the Islands, who have seen between 32 to 50% of normal rainfall since May 7th.

Over the past 6 months (January 7–July 6), longer-term precipitation deficits continued across the Commonwealth, running about 60 to 90 percent of normal. The largest deficits continued to be confined to areas in western, eastern and northeast Massachusetts and the Islands, where precipitation ranged between 50 to 75 percent of normal. City of Gardner to hold 2 Hazardous Waste Days in 2026

On both Saturday June 13, 2026 and Saturday November 7, 2026, the City of Gardner MA will hold Household Hazardous Waste Collection Days at the Gardner Landfill. These events allow for the safe disposal of toxic items such as automotive fluids, pesticides, and various batteries, though participants must present identification to prove residency. While registration is not necessary, visitors must follow specific safety protocols, such as keeping materials in original containers and adhering to a fifty-gallon maximum limit per vehicle. Certain items like explosives, medical waste, and latex products are strictly prohibited from the site. Additionally, the November session will uniquely offer shredding services alongside the standard waste drop-off. Publisher’s Lazy Lawn Experiment Concluded – The Inside Scoop

I wrote an article last month about the very real concerns regarding the Bee population and that of all “pollinators” in the State of Massachusetts. Environmentalists made a suggestion that perhaps some people could have a “lazy lawn”, in other words, don’t mow it, let the dandelions and other vegetation grow, including the grass. It gives the bees more to pollinate they said. So, I tried it. And today, June 4, 2026, my lawn was mowed for the first time this year. For the original “To Bee or Not to Bee” article, CLICK HERE.

The benefits: I saw many bees during the past couple months. Interestingly, I told each one of them who came close to me that I loved them and please don’t bite me. This happened not only when I was walking around, but also on my front porch. Surprisingly, I didn’t get one bee sting, but had the pleasure of seeing more bees than I’ve seen in years. Somehow, it seems, Nature knew what I was doing and the bees appeared to be curious approaching me, “who is this complete nut?” they appeared to say. Another side benefit: when you let a lawn grown long, it actually gets to the point where it seeds itself and you actually get a much richer lawn in the bargain. Oh well, more to mow.

The pitfalls: The looks from neighbors stung and the feeling of being embarassed wasn’t fun. After all, my yard looked like I had just let it go. However, I did have a secret plan which some couldn’t see given the tall grass hiding my adventures. I put in a new redneck driveway including genuine ¾ granite stone, enhanced my solar lighting and otherwise cleaned up the place. The local birds observed the stone granite driveway and came to observe, often resting on my fence. I heard them chirping among themselves, but I couldn’t understand “bird” so I had no idea what they were saying. I’m pretty sure they weren’t talking politics.

Would I do it again? Well, probably not. I’ve lined up a lawn mowing guy who did a great job with my forest of grass at a reasonable price.(and he only knew about my experiment after the lawn had been mowed) The before pictures show tall grass. The after pictures are a welcome sight. Thanks to Grady Tobin of Tobin Landscaping who serves the North Central MA area. If you need a great landscaper, call Grady at (978) 730-2039. He’ll be coming by regularly to mow a normal lawn from now on.

Be kind to the bees. We need them. They provide a needed service to our environment and will ultimately save our planet if we let them BEE.

Black bear populations are steadily growing across New England, resulting in a surge of residential sightings. Driven by suburban development and warmer spring weather, bears—especially young ones seeking independence—are regularly wandering into backyards and urban centers, such as recent high-profile sightings in the Greater Gardner MA area and even the City of Worcester.

The jarring reality for New Englanders is that the “wilderness” is no longer a destination we visit in the Berkshires or the North Woods; the wilderness has moved in next door. As bear populations surge and human developments sprawl, we are witnessing a profound biological boundary dissolution. These ancient neighbors are reclaiming the landscape, and they are doing so with a surprising comfort in our suburban environments.

Why Bears Are in Neighborhoods

Bears are highly adaptable and opportunistic feeders. They are drawn to residential areas because they provide easy access to high-calorie food sources. Common attractants include:
- Bird feeders: These are the leading cause of human-bear conflicts.
- Unsecured garbage: Open cans and dumpsters are quick meals.
- Unprotected livestock/pets: Backyard chickens, pet food left outdoors, and bee hives are major attractants.
- Compost piles: Improperly managed compost draws bears with sweet or food-scrap smells.
Black bear populations are expanding eastward pinto more densely populated suburbs. If a bear visits your property, the best course of action is to give it space and let it move on.
The “Do Not Run” Protocol: Survival Essentials

If you find yourself face-to-face with a bear, your response must be dictated by science, not fear.
- Do Not Run or Climb: This is the most critical rule.
- Make Yourself Large: Stand tall, raise your arms, and use a loud, commanding voice.
- Use Loud Noises: Air horns, whistles, or banging pots are effective deterrents.
- Give Mothers Space: Never approach a sow with cubs; their protective instinct is absolute.
- Keep Dogs Leashed: Loose dogs are the primary trigger for bear attacks.
Scientific Insight: Why shouldn’t you run? Because running triggers the predatory chase instinct. This is an ancient, hard-wired evolutionary reflex. Even if a bear has no intention of eating you, the sight of a fleeing animal flips a switch in its brain that says “prey,” causing it to pursue you at speeds up to 35 mph.

Gardner MA Dry But Not Expected to Develop Drought Now Through August

Gardner May be Dry, but drought will not be a problem at least through August, 2026 according to Drought.Gov. The Map shows drought persisting in Western MA and in Eastern MA including Boston. Right now, only 7% of people in Worcester County are affected by drought. However, it was the 16^th driest April on record over the past 132 years and the 9^th driest year to date over the past 132 years with just over 4 inches less than the usual precipitation. Currently, the City of Gardner has a non-essential water ban in place from 9am to 5pm daily.

Background on the Drought Monitor: The U.S. Drought Monitor (2000–present) depicts the location and intensity of drought across the country. Every Thursday, authors from NOAA, USDA, and the National Drought Mitigation Center produce a new map based on their assessments of the best available data and input from local observers. These animals, including managed honey bees and thousands of native species, contribute billions of dollars to the economy by supporting the production of fruits, nuts, and vegetables. Researchers have identified several primary stressors responsible for these losses, such as habitat destruction, pesticide exposure, climate change, and the spread of pathogens. In response, federal agencies and academic institutions are developing conservation strategies, including clean stock certification programs and habitat restoration initiatives. These efforts are essential to protecting food security and maintaining the health of diverse natural ecosystems. Ultimately, the texts emphasize that community involvement and scientific research are vital to ensuring these indispensable species thrive in the future.

Key Actions Taken in Massachusetts

Pesticide Restrictions (2021): The Massachusetts Department of Agricultural Resources restricted the consumer sale and use of certain neonicotinoids on lawns, gardens, and ornamental plants, becoming one of the first states to take this action.

Encouraging Native Plantings: State programs emphasize planting native flowers, trees, and shrubs that provide nectar and pollen throughout the entire growing season to support at-risk species.

Municipal Action Plans: Nearly half of Massachusetts’ municipalities are implementing pollinator-friendly policies, such as changing lawn management to “lazy mowing” (allowing clover/dandelions to grow) and creating designated pollinator spaces.

Update 5-15-26 11:30am: What’s Being Done Locally

Gardner Director of Public Health Lauren Saunders has informed Gardner Magazine that she is on the board of Keep MA Beautiful. Saunders stated: “We actually have an initiative around this exact issue. We award grant money to chapters and organizations that apply. The money awarded supports the planting of pollinator-friendly plants and tress in public spaces. Locally, Keep Gardner Beautiful has been a recipient of this grant, I believe in 2024 we were awarded and we built the pollinator garden May 2025, right at the Woodland and Green St. intersection. Dianne LeBlanc from KGB also has a plan to do little mini pollinator Garden kits to hand out this spring.”

Saunders also gave us some information regarding mowing: “As far as mowing, many municipalities throughout MA (Gardner included) prohibit grass, weeds or other vegetation from growing taller than 12 inches in residential areas, as exceeding this height can be considered a nuisance. My recommendation is to create a bee-friendly space without letting your yard turn into something the neighbors complain about. Design a controlled intentional pollinator zone that looks tidy, while still giving the bees a place to gather nectar, pollen and water as needed. A win for yourself, your neighbors, and the bees!“

Two Meetings: Conservation Commission Gardner MA

May 11th:

The Gardner Conservation Commission meeting on May 11th revolved around ongoing environmental and land-use projects within the city. Key discussions involved remediation efforts at 36 Nicole Terrace, where members debated the slow pace of manual log removal from a sensitive wetland area. The commission also reviewed a revised duplex construction plan on Conan Street, focusing on protecting the 60-foot no-build zone through improved staking and erosion controls. Additionally, representatives for a Green Street property presented plans for a new public water supply well, seeking a procedural amendment to their existing permits.
Water Ban 2026 (5/11/2026)

Gardner MA Nonessential Outdoor Water Use is Banned Again

The City of Gardner has announced that a nonessential outdoor water use ban is in effect from 9am to 5pm daily. That means that you can still operate a lawn sprinkler, wash your car, or even wash your building or parking lot, but you must do it before 9am or after 5pm.

The water ban is based on streamflow readings. If you’d like to check on streamflow measurements for anywhere in the lower 48 United States, here is the link for the USGS National Water Dashboard, CLICK HERE. The National map shows a huge variance in status. Red or yellow dots would trigger a water ban in the affected areas.

Thank you, Mr. President. I’m just thinking that there’s a lot going on in the world today. We’ve got wars in Iran, Gaza, Ukraine, dysfunctional Congress, gas prices, sports. We can talk about the Bruins, the Celtics, and the Red Sox. Personally, the construction on Elm Street that seems to be all happening at the end of my driveway. And all these thoughts were going through my head a week ago, Saturday, while picking up beer cans and bottles, Dunkin’ Coffee cups and nips on about 100 yards on West Street next to the transfer station. I kept thinking, why do people from Templeton have to throw their trash out their car windows? As a kid, I remembered the public service campaign against litter. Litter bug, litter bug, shame on you. My crabby old man syndrome was kicking in.

So as I drove away from the cleanup day at the transfer station, I began to think about why I was there. Not the why answer of my picking up litter, but the why answer of someone in this community who thought the litter should be picked up and so organized the event. They did it to make this community better. A couple of days later, I saw a story in the Gardner News about the efforts to bring back the baseball diamond at Stone Field for Babe Ruth play. I remember the years of care that Steve Zoldack gave to that field, and I started to feel good about my community. Tonight we shared, in the kickoff for the Relay for Life, another locally organized event that is successful because of the hard work of the organizers and the participants. Here in this room are people spearheading things like the downtown flower pot program, assisting with overdose awareness in August, and helping youth sports programs in the city. The more I thought about all this volunteer work, all the people who stepped forward to fill a need, the more my crabby old man syndrome melted away.

In many communities, members are only too willing to step back, take it easy, and to complain. We here in Gardner are all extremely fortunate to live in a community like this one, where members are willing to step forward, to do some work, and to give back. That spirit of giving back, of looking out for each other, is what makes this community so special. Thank you to everyone who has taken the time to do just that. Hubbardston Sofa Caper (4/27/2026)

Hubbardston Sofa Caper Solved – Suspects Summoned to Court

On April 8th, Hubbardston Police reported that the furniture shown in the graphic was illegally dumped in the area of Old Princeton Road and Worcester road that afternoon. The photo of the vehicle allegedly involved in the incident was posted by the Hubbardston PD the following day.

Two weeks later, Hubbardston Police has stated that “after a thorough investigation, Sergeant Donald Blood was able to identify the two individuals responsible for dumping the sectional sofa just off Worcester Rd. in Hubbardston.” A 25 year old man and a 26 year old man, both from Lawrence, MA have been summoned to Gardner District Court for the alleged illegal dumping. According to the Hubbardston PD, the men were identified by the owner of the company they were working for.

Good news: Another company has stepped up and donated its time and resources to clean up and properly dispose of the sectional at no cost to the town of Hubbardston. “The Hubbardston Police Department would like to sincerely thank R.M.G. Services for cleaning up and properly disposing of the debris from the illegal dumping on 4/08/2026 on their own time and at their expense.”

Mount Wachusett is Launching “The Mount Seed Library” on Earth Day

Mount Wachusett Community College will officially launch the Mount Seed Library on Tuesday, April 22nd in honor of Earth Day.

In a Press Release, MWCC noted: Co-sponsored by the MWCC LaChance Library and the Environmental Conservation and Regenerative Agriculture Program, The Mount Seed Library will be a resource for the community to “check out” seeds (saving and returning seeds is optional), encouraging biodiversity and promoting sustainability and community engagement through seed sharing, seed saving, and education.”

The Mount Seed Library founding will be celebrated with a launch and a seed swap event from 12:30 p.m. to 2:00 p.m. at the LaChance Library. The event is open to students, faculty, staff, and the broader community. Attendees are invited to bring seeds to swap, enjoy refreshments, and explore the new library.

In addition to the seed library launch, MWCC will celebrate Earth Day with a Farmer’s Market from 10:00 am to 2:00 pm in the Commons, and a workshop on seed starting with recycled materials from 4:30 to 5:30 pm in the LaChance Library.

The Mount Seed Library is the result of a collaborative, campus-wide effort involving MWCC staff and students, CAPS Collaborative students, and faculty in the environmental programs. The initiative also benefits from the guidance of librarians at the Mass Aggie Seed Library at UMass Amherst.

The library’s initial collection includes hundreds of seeds generously donated by The Good Earth Farm and Garden Center in Gardner, as well as seeds grown and harvested at the MWCC Greenhouse. Aubuchon Hardware in Gardner has also pledged future seed donations.

“The Mount Seed Library reflects our commitment to sustainability, education, and community connection,” said MWCC President James Vander Hooven. “It’s a resource that empowers individuals to grow their own food while learning about environmental stewardship.”

The Conservation Commission also reviewed unauthorized clearing and grading at 86 Linwood Street where they directed the property owner to develop a formal restoration and planting plan. Similarly, a representative from Burger King appeared to discuss the illegal removal of trees along a local brook, leading the board to request the involvement of a wetland specialist. The request for a carport on Travers Street was approved under specific conditions to ensure minimal impact on the nearby riverfront area.

Gardner Going Nuclear (4/6/2026)

Gardner Magazine has prepared a series of reports on this topic including explanations on strategic deployment, how it is possible to bring to Gardner, the strategic framework, implementation strategy, a technological primer, and the concept of passive safety allaying those “meltdown” concerns. The City of Gardner might fit the concept of a microreactor with the reactor literally fitting on a truck. Gardner Magazine is advocating for the City to seek out a grant and get the “nuclear” ball rolling. We’ll keep you in the loop if we get any comments from officials.

How would Gardner pay for it? – The Department of Energy is currently giving out grants which would require a substantial matching contribution by Gardner. Gardner would become its own municipal electric service and charge residents between 10 to 15 cents per kilowatt hour in order to cover a municipal bond.

Could the City of Gardner go Nuclear? – A possible energy future for the “Model City for America”

The City of Gardner is impressing the nation with its success in so many different areas and has been named the “Model City for America” by this publication and the moniker appears to be sticking. Gardner Magazine has looked into whether Gardner could go nuclear, actually bringing a small modular nuclear reactor online to serve the City’s power needs. Planning Board: Industrial Land Use, Residential Development, and Commercial & Technical Upgrades

The Gardner Planning Board met on March 24, 2026. The meeting covered several local land use and development projects. The board addressed a special permit amendment for a marijuana facility on Lachance Street, approving the addition of delivery services after confirming compliance with state security and local traffic regulations.
Operations must adhere to all Cannabis Control Commission (CCC) regulations (935 CMR 500), including vehicle security, employee registration, and inventory tracking. Delivery vehicles must be dispatched from the facility only and are strictly prohibited from queuing or idling on Lachance Street or adjacent public ways.
Gardner Police Chief Eric McAvene provided written confirmation that the department has no concerns regarding the delivery procedures.

Members also reviewed a preliminary subdivision proposal for Pearl Street, where they expressed a preference for an open-space design to minimize environmental impact and tree clearing.

Additional updates were provided regarding a future Walmart fueling station on Timpany Boulevard and a requested extension for site plan modifications on Emerald Street. Throughout the session, the board balanced developer intentions with public concerns regarding wetland protection, neighborhood character, and infrastructure requirements.

The U.S. Drought Monitor depicts the location and intensity of drought across the country. The map uses 5 classifications: Abnormally Dry (D0), showing areas that may be going into or are coming out of drought, and four levels of drought (D1–D4). The map is jointly produced by the National Oceanic and Atmospheric Administration, U.S. Department of Agriculture, National Aeronautics and Space Administration, and National Drought Mitigation Center. Authors from these agencies rotate creating the map each week, using both physical indicators and input from local observers.

Gardner Mayor Michael Nicholson announced that he is discontinuing the expansion of the City’s Sludge Landfill, city environmental and fiscal concerns following state regulatory reviews.

Karen Butler was formally elected and sworn in as the new City Auditor. Various Mayoral appointments to local commissions were confirmed.

Significant debate occurred regarding financial oversight, specifically a retroactive approval of a DPW donation exceeding $10,000 to the Gardner CAC from scrap metal proceeds and discrepancies in the repayment of a stabilization fund loan used for the new salt shed.

Gardner Mayor Michael Nicholson Remarks on the Sludge Landfill Expansion made to Gardner City Council: February 17, 2026

When dealing with projects related to the environment, it’s important we follow the processes that are in place at the state and federal level. The Sludge Landfill has been a topic of discussion in Gardner pretty consistently over the last decade. From the moment I launched my first campaign until now, I have consistently said that we need to let the process play itself out before any preconceived notions are made. Any decisions made before any final review was completed by the various state and federal agencies reviewing the project and its alternatives would be ill advised, uninformed, and amateurish at best. The processes are in place for a reason. We need to make sure every i is dotted and t crossed when dealing with a project of this size, cost, and impact. And that’s exactly what I’ve done.

After reviewing the reports from the Massachusetts Environmental Protection Act Office and the Massachusetts Department of Environmental Protection, I have directed the City’s Department of Public Works and Engineering Department to discontinue pursuing any further expansion of the existing sludge landfill. It is my opinion that any further expansion is not in the best interest of the City or our rate payers, either fiscally, or environmentally. I am holding true to the same promise that was made before on this project- to make an informed decision once all the facts, figures, and reviews were received and completed so that the best outcome could be reached.

It would have been easier for me to torpedo this when I came into office. This was the plan and proposal started by my predecessor. But, making a snap decision, relying on biased, and conflicted opinions to make a decision is not what people in a leadership position should do. It makes for good Facebook politics, but not good public policy.

Until just recently, we didn’t have every fact, there were still variables. I have shared many of the concerns raised by the opponents of this project, but it would have been irresponsible for me, as an elected official, to campaign against this, put a sign on my lawn, before all the facts came in, before all the variables were known to us. We were elected to represent all of the City’s residents, not just a small group of them. Everyone deserves every bit of information before a decision can be made.

In making my decision not to proceed with this project, I do so with every bit of information there is to make this a complete and sound judgement. So that the ratepayers can be assured that the best decision has been made.

I know some of you have strong opinions about this. Some of you expressed to me that you weren’t in favor or would vote against it. I appreciated when those legitimate opinions didn’t turn into political games and theatrics.

Now that I have made this decision, we will only review those alternative options outlined in the reports received from the review of the project. I want to be clear, there is no easy solution to this. Just as we are cautious about expanding our landfill, so are other communities who may be destinations. The concerns raised about what is in the sludge have only become more pronounced over time. So to anyone celebrating this decision, we’re nowhere close to being out of the woods on this issue.

I will update the Council as my administration continues to work towards a solution.

Public Service Committee Handles Abatement Requests and Hears Updates

The Committee heard from a homeowner and a non-profit requesting abatements, deciding to forgive 30 percent of the bill for each based on what the committee had done in the past. Each was also granted a 12 month interest-free payment plan.

DPW Update: Snow and ice already $270,000 over budget due to a heavy winter. Gardner’s salt supply was in “pretty good shape.” Director Dane Arnold went over the problems with a fleet of aging trucks from the 1900’s and early 2000’s that are expensive to maintain and the challenge of purchasing replacement vehicles when a new dump truck costs $250,000 and a 10-wheeler costs $350,000.

Sludge Landfill Issue: DPW Director Arnold detailed a looming statewide crisis. With other states refusing to accept Massachusetts’ wastewater sludge due to PFAS contamination, disposal options are becoming scarce and expensive. The city’s plan to expand its own landfill faces a major hurdle: the state is mandating a “phased” approach. This creates immense financial risk, as the city could spend millions on the first phase only to have the state deny the permit for the next, making a fiscally irresponsible outcome possible.

DEEP DIVE – 1-15-26

On January 12th, Massachusetts Energy and Environmental Affairs (EEA) Secretary Rebecca Tepper declared that the Central and Northeast Regions have worsened to a Level 2–Significant Drought. Conditions also declined in nearly all other regions, moving the Southeast Region to a Level–1 Mild Drought and the Millers River Basin to a Level 3-Critical Drought. In the Islands Region, Dukes County has returned to Normal Conditions and Nantucket County has moved to a Level 3–Critical Drought. Conditions remain unchanged in the Western, Connecticut River Valley, and Cape Cod Regions.

During December, Massachusetts received rainfall ranging from 3 to 4 inches, but the month ended with totals at 1-2 inches below normal. When looking back over the past 3 to 6 months, precipitation deficits still persist. The forecasted rainfall is anticipated to bring near normal precipitation through the end of the month.

The current drought, which began in 2024, has continued to have significant impacts on the natural environment, including the drying of streams in nearly all regions, lower water levels in lakes and ponds, and impeding fish passage out to the ocean.

As outlined in the Massachusetts Drought Management Plan, continued detailed monitoring of drought conditions must continue. The drought levels also require ongoing coordination among state and federal agencies to implement drought response actions. Additionally, engagement with municipalities, including local Boards of Health (BOH), is essential. This includes providing technical outreach and assistance to water suppliers and affected municipalities. Residents are asked to report to their local BOH in case of wells drying up; BOHs are asked to report here on the condition of local private wells.

State agencies will continue to closely monitor and assess conditions across the state, coordinate any needed dissemination of information to the public, and help federal, state, and local agencies prepare additional responses that may be needed in the future. Don’t Eat the Fish – Gardner Health Department Health Advisory

The Gardner Health Department has advised that there is a Public Health Advisory related to Kendall Pond and fish contaminated with mercury. In part, the letter states that elevated levels of mercury were measured in fish most recently sampled by the Massachusetts Department of Environmental Protection. The recommendation is that sensitive populations should not eat largemouth bass and all other people should limit consumption of largemouth bass to 2 meals per month. DEEP DIVE – Guide to Safe Fish Consumption

The State guide explains that while fish is generally healthy, industrial pollution introduces harmful chemicals like mercury and PCBs, which accumulate in fish. The DPH issues fish consumption advisories (FCAs), differentiating recommendations for the general population and*sensitive people (such as children and pregnant individuals), who are more vulnerable to chemical exposure. The guidance advises eating less predatory fish and suggests reducing exposure by avoiding fat and fatty tissues when preparing meals. Additionally, the text provides specific freshwater and marine FCAs, noting that stocked trout have less chemical exposure and encouraging people to check the status of local waterbodies.

We covered a myriad of topics. Here are some highlights of what the Mayor said.

Roads and Paving: ” I think there’s going to be a lot of the continuation of the work that we’ve done to keep up with our infrastructure. You know, we’re already starting to think about what the paving list is for next year. We recently just appropriated just over $210,000 to add supplemental funding so that when we go into paving season next year, we’ve already got some seed funding in. So by the time we get our Chapter 90 funds, we’ve already got some money in there. And working through the priority list of the roads that we have, and again, we rank our streets on a list of how many houses are on that road, how many cars normally drive on that road, if there’s any businesses on that road. And all of those things come into mind. So those are the conversations we’re having now so that when the spring comes around, we can start to really execute that”

The Mayor explained that there’s never enough funds to do all the roads he’d like to pave. “To get to everything that we prioritize or what we call it a Category 1, and those are the ones that really need to be repaved, that haven’t been repaved in a while, that are just in the state of disrepair, it would probably take us around $6 million to do so. So where, you know, last year we got $1 million from the state, which was helpful, and we always put aside 10% of our certified free cash, which is our unappropriated reserves that we have from the previous fiscal year. So, you know, that’s a lot less than $6 million, but we do what we can.”

Nicholson explained that he’s really excited about the South Gardner project which is finally becoming a reality. ” We received a million and a half from the Mass Works grant to move all of the overhead utility wires in the South Gardner Village Center. So from the area around the standard chair factory down to the Gardner Martial Arts Academy, take all those overhead telephone poles, put underground conduit in, run the wires under the sidewalks, install the new sidewalks, pave the road over the trenching that’s done there too, and really improve the visual area, visual view of that area. We’ve done a lot of work in our main downtown in recent years, so it’s time to continue that progress going into South Gardner’s downtown over there….When you drive through, one of the things I’ve often said is when you drive in an area of the city, sometimes things become so familiar that you kind of put them out of sight, out of mind. You don’t notice how many wires are there overhead until you notice how many wires are there overhead. And when you do, you realize just how many they are, just how much they block from the view in the area. So I’m hoping this helps make the area more, one, visually appealing, but also more attractive to the businesses in the area and make it morefeel that it is a downtown commercial center just like our main downtown is.”

Solar panels and the return to the City: ” Two years ago we talked with the city council and they voted to approve a project to put solar panels on all of our city-owned buildings. Because of supply demand, the time it took us to get the panels actually ordered, we should be able to start to see some of that work done in the upcoming year. But again, you’re dealing with national grid connections and availability of the stock of the solar panels. But we have started to pre-purchase some of those with our contractor who’s helping us out with that. So that is moving forward. We’re hoping that that helps reduce some of the electrical bills that we’re seeing here in City Hall and at our other city-owned buildings so that we can reallocate those resources in other places financially.”

On Education: “One of the things I’m looking forward to in the next year is expanding our MVP Academy, our Montachusett Vocational Partnership Academy is what it stands for, with plumbing. And really what that means right now is for the past couple of years we’ve had students in electrical and carpentry be able to take shop classes at Monty Tech. And we’re growing that this time of year by adding plumbing as an option for our students to be able to take part in that too.” The Mayor also detailed the work being done at the various school buildings in the coming year. We also spoke about the constant review of policies including discipline. Here’s what the Mayor stated about enrollment numbers. “Our projections say that we’re going to see more increases in the elementary school that will eventually, within the next five to ten years, move off to the high school.”

On Housing: “Gardner is around 700 to 750 housing units short of the demand that we currently have. And that’s not projecting out to what would the demand be in 10 years from now. So, we are working right now on a new housing ordinance to try to cut back a lot of that red tape in the permitting process for new housing development. A lot of that red tape in renovating existing housing units that we currently have and making it easier for housing to actually develop and grow here in Gardner across all sectors. Senior housing, multi-family housing, veterans’ housing. I know working with a couple of the councilors, some of the comments we received back was needing to take a step on student housing. And making it so that the students at in Mount Wachusett Community College have a place that if they want to stay in Gardner...” We spoke about the impending sales of the Helen Mae Sauter and School Street Schools which may add additional housing units if developed and the impending work Tony Molina will be doing at the former Prospect Street School as that becomes new housing. As far as other CIty properties, there is a purchase and sale agreement being reviewed for the Garbose property and we’ll be sure to let you know when we have news as to what type of development that will be.

Master Plan and Hazard Mitigation Plan: “This being the city’s first full master plan, it’s going to be a process. There’s going to be some time in between, but I really can’t thank the committee enough who’s been working on that. We’ll hopefully be able to have a draft of it soon.” As far as the hazard mitigation plan, it is designed to identify vulnerabilities in the City and enumerate in advance what steps are to be taken should a problem event occur.

Cutting Back Red Tape: “…What are we doing right now to make it so that if we say we’re open for business, are we actually open for business? Are there any setbacks? Are there any not needed things that are there in terms of sign ordinances for new businesses that are looking at opening up? Are our regulations too strict? What other different impediments are there opening up a business or a large business park or anything like that? So, that’s going to be something that we’re looking at within the course of the next two, maybe two to three years.“

We also spoke about the Sludge Landfill, public transportation, parking, future grants, city projects including upcoming improvements to the Ovila Case playground and the upcoming Greenwood Pavilion, wayfaring (signage) in the City, and even repairs to City Hall itself. Conservation Commission Reviews Wetlands Protection Act Compliance for Various Local Projects

The Commission held several public hearings and administrative updates. The primary focus of the meeting is the review of Wetlands Protection Act compliance for various local projects, including a request to build a carport at 31 Travers Street that faces significant opposition due to its proximity to a brook and within a no-build zone. Two other notices of intent are discussed: one for drainage improvements at Dunn State Park and another for a building addition and parking lot at Mount Wachusett Community College, both of which receive favorable reviews for improving environmental conditions. The commission also addresses a proposal for a multi-purpose barn at 827 Green Street for a treatment facility, which is continued pending a state file number, and concludes with updates on a culvert replacement and meeting scheduling.

The Science of Asphalt and its Greater Gardner Impact – a Gardner Magazine Report

Road paving in Greater Gardner is often a source of considerable discussion because the citizenry would like roads paved in a more timely manner. However, at $1 million per mile, road paving is expensive. In the City of Gardner, paving all 100+ miles of roads in one year would in total be more than the total Municipal, School, and Enterprise fund budgets for the entire year. Our question: Is there science which documents that a different paving mix would yield a longer lasting road and could the City of Gardner ask for a different mix? We have a Deep Dive with the Chair Man and the Chair Lady discussing Plastic in Asphalt which might solve 2 problems: find a home for plastic waste and create longer-lasting pavement. So what if the City of Gardner said to a contractor, I would like a different mix? Well, we actually asked DPW Director Dane Arnold who explained that “ I would hate to change from MDOT to our own mix recipe and then have it fail and waste taxpayers’ money. I’d weigh on the safe side until there was a proven better mix type for the Northeast.” And to understand why Arnold made that statement, we take you to the process undertaken by the State of Massachusetts which is rigid: Paving companies have to get approval from the State for the particular mix they will be using. The Rigid Asphalt Mix Approval Process in Massachusetts

The State maintains a webpage with a list of approved asphalt mix companies. There are about 2 dozen in Massachusetts. To be an approved asphalt plant the facility must: Submit a quality systems manual, be audited by the research and materials sections, use a NETTCP qualified laboratory which can perform specific tests required by the State of MA, and possess MassDot approved Superpave mix designs. In addition, the MassDOT RMS will issue a mix design approval letter for each year. Therefore, when the City of Gardner goes out to bid for a particular project, it specifies that a mix approved for the particular use be used. Second-guessing the already existing system might sound exciting, but as Arnold points out, it might “waste taxpayers’ money.” Here’s the current list of asphalt production facilities in the State, CLICK HERE. The City of Gardner is updating its Hazard Mitigation Plan, a key document that helps the City prepare for and reduce the impacts of natural disasters like flooding, severe storms, and winter weather. The 248 page document was last updated in 2015. View on pdf, CLICK HERE.

Your input needed: The City of Gardner held a public meeting in September to get public feedback and it was not well attended. The City still wants residents to share experiences of flooding, storms, extreme temperatures, and other hazards. Your input will help guide strategies to make Gardner safer and more resilient for years to come.

The scope of Gardner’s Hazard Mitigation Plan includes, but is not limited to: a list of critical facilities, maps including flood zones, an outline of existing protections and mitigation strategies, objectives relating to flood, dam failure, and severe weather. Members discuss various municipal and development issues, including ongoing enforcement orders related to the Gardner Sludge Landfill and properties at Nicole Terrace and Brookside Drive, with updates on monitoring and vegetation reestablishment. A significant portion of the meeting is dedicated to a Request for Determination of Applicability for a new sewer line installation at a bus facility, necessitated by the existing flat sewer line frequently backing up, where the commission ultimately grants approval contingent on erosion control measures. Additionally, the commission addresses a Notice of Intent for drainage improvements and repaving at Dunn State Park, focusing on the need for an updated Operation and Maintenance (O&M) plan before granting approval, and also discusses a property status update where excavation work deviated from the original engineered plans due to hitting ledge.

Time to Submit a Claim as Coils Class Action Settlement is Approved in Heating Coils Case

If you are a resident of Gardner, Massachusetts who was supplied water by the City and who had copper heating coils in a tankless hot water heating system fail and have to be replaced, you may be eligible to receive a cash payment.

A $325,000 Settlement has been reached in a certified class action lawsuit regarding the defendant City of Gardner (the “City”) and third party defendant SUEZ Water Environmental Services, Inc. (“SUEZ”), the City’s private water system operator. The class action concerns the City and SUEZ’s supply of water to Gardner residents, property owners and businesses, which water plaintiff Janice Magliacane alleges caused copper heating coils in tankless hot water heating systems in Gardner to fail.

Affected Gardner residents, property owners and businesses may be eligible to receive a cash payment upon the submission of a valid claim form by May 11, 2026. Here is the official court website with all the details, CLICK HERE.

How Much will each resident get? Answer is. It depends. About 1/3, or $108,000 will go to the lawyers for the Plaintiffs. Another $15,000 will go to the named plaintiff Janice Magliacane. Additional monies will go to approved expenses. The balance of just under $200,000 will be divided among those who file claims. There is a limit to 3 coil claims per claimant.

FEMA has an interactive Flood Map website. As of the date of this article, the online maps still show a date of July 2, 1981, but there are some notations of modifications since then. Gardner Flood Maps Change In July – Complete Information

The City of Gardner is informing residents that FEMA has published updated Flood Insurance Rate Maps that will become effective July 8, 2025. According to the City, these maps are based on updated flood studies and are easier to read and interpret than the previous maps. Two things can happen if there’s a change in the status of your property when maps change. 1. For some homeowners, a flood insurance policy may no longer be required. However, it may be prudent to continue a policy as FEMA notes that up to 40% of flood damage occurs outside of the mandatory flood insurance zone. 2. Some homeowners may now be required to obtain flood insurance. However, Gardner residents facing a flood insurance payment increase may be eligible for a discount the first year and any premium increases may be capped at 18% annually.

Normal Conditions in Greater Gardner MA – NO DROUGHT.

According to a statement from MEMA on May 20, 2025: “Today, Energy and Environmental Affairs (EEA) Secretary Rebecca Tepper declared the Connecticut River Valley, Western and Northeast Regions have been downgraded to Level 0-Normal Conditions, joining the Central Region. The Islands and Southeast Regions remain at Level 1 – Mild Drought, while the Cape Cod Region continues at Level 2 – Significant Drought.”

“Recent rain has improved streamflow and reduced fire risk across the state. However, drought conditions continue to affect groundwater levels, which typically take longer to recover. Most regions received about 4-6 inches of rain so far this month, while the Cape and Islands saw substantially less at 1.5-3 inches. Although some regions have recovered at the regional scale, there may be localized deficits in a few areas that will take more time for full recovery.”

Facts About Potholes in Gardner

Gardner Magazine reached out to DPW Director Dane Arnold to get the “facts” about potholes in Gardner because “facts matter.” It turns out the City of Gardner has a daily pothole plan which apparently has been well conceived and professionally implemented. DPW Director Dane Arnold explained the City of Gardner Pothole Plan.

“Pothole repair requests can be submitted through the “Report a Pothole” feature on the City website, by phone or email from residents, or through City Councilor requests. These reports are received by our Administrative Assistant and myself, printed, and delivered daily to the Highway Foreman.

The Foreman compiles a work list each day, picks up hot mix from the asphalt plant, and dispatches the crew to make repairs throughout the City. During the spring, when freeze-thaw cycles have significantly damaged the roads, this process is often carried out daily—weather permitting.

To ensure better quality repairs, we utilize two Hot Boxes that keep the asphalt mix at the proper temperature. In the summer months, reports are collected and scheduled in batches to make each trip to the asphalt plant, using a city-owned dump truck and operator, cost- and time-effective.

Rome 4-29-25 (4/29/2025)

No Loud Explosions as “quiet demo” takes place at Willow and Main

The old Rome Building at Willow and Main is on its way down. Much to the chagrin of thrill seekers, there were no loud explosions as the building was carefully demolished. Some traffic is being rerouted for safety reasons. Flags waving nearby were unaffected.

Because of the previous proactive steps in remediating asbestos and any other potentially hazardous materials, no extra special efforts have to be taken with regard to the ongoing demolition.
Garbose Site (4/28/2025)

After almost 3 Decades, Former Garbose Site to be Sold

The Garbose Metal Company operated a metal salvage yard at 155 Mill Street in Gardner for about 40 years from 1958 to 1998. Contamination was found on much of the property to include PCBs, heavy metals, and petroleum compounds. After the City of Gardner cleaned up the property with the help of state and federal grants, it put the property on the market for sale to a commercial developer. (Total cleanup costs exceeded $2 million and occurred about a decade ago) The parcel is about 10.7 acres of land.

The Gardner Redevelopment Authority reviewed a number of offers for 155 Mill Street, the former Garbose property at a meeting on Friday, April 25^th. The result is as follows: A bid was accepted and the documents finalizing the sale are in the works. Gardner Magazine will advise you when we are able to release more details as to who, the amount, and plans for the property etc.

On the agenda: enforcement orders for the sludge landfill, 36 Nicole Terrace, and 282 Brookside Drive. Hearings scheduled are for proposed tree removal at 125 Snake Pond Road which is set to occur within the buffer zone of a bordering vegetated wetland – single family home and driveway on Betty Spring Road – the New England Power a1/b2 transmission line, a proposed gravel pit stabilization project at the Ebenezer Keyes Conservation Area – and, Old Duck Pond Dam project on the site of Mount Wachusett Community College – it’s a proposed ecological restoration limited project. Other business includes utility maintenance notifications from Massachusetts Electric and New England Power, and the yearly operations plan and vegetation maintenance notification from Berkshire and Eastern Railroad. The Commission will also discuss the recent fire at 549 West Broadway and subsequent runoff towards areas of jurisdiction.
Drought Info (3/29/2025)

The MEMA map is dated 2-1-25. Press Releases re Drought date back to 2023, 2 years ago. Gardner Magazine has concerns as to data accuracy especially since our other sources reflect a different outlook.

Update 3-29-25 10:50pm – Further investigation confirms that the MEMA map appears to be the only source we can find with the contrary conclusion. We have included the Cornell University Drought Dashboard and the Noaa.gov National Map and original links so you can research yourself. All of our sources are contrary to the old MEMA map.

Gardner Magazine has reached out to Gardner officials and we will report back as to their findings. Why is this such a big deal? If the MEMA info is inaccurate as our sources appear to document, the wrong information is being utilized statewide by City leaders and Fire officials who should always have accurate information. We have provided links to all of our sources in this article.

Conflicting Information Being Published Regarding Drought in Massachusetts

Gardner Magazine generally uses data from Drought.gov which is updated regularly and which we consider to be accurate. That source forecasts improvement regarding the drought. However, the Massachusetts Emergency Management Agency is still today publishing a map showing data from February (see our graphic) which appears considerably outdated compared to our other sources. Even Gardner Mayor Nicholson used the old MEMA data to report the area is in a “critical drought” However, we don’t believe that designation is current despite the disclaimer on the map which states “effective until updated”. Conservation Commission Speaks About the Sludge

Discussion at the Conservation Commission meeting of March 24, 2025 revolved around the problems at the Gardner Sludge Landfill. Chairman Greg Dumas asked questions of DPW Director Dane Arnold and City Engineer Rob Oliva regarding options at the site. Dumas stated that he would like to see Viola (the vendor) at a meeting. Some Sludge Facts for Greater Gardner MA

It just so happens that the Environmental Protection Agency (EPA) has produced some very interesting Fact Sheets on the basics of sewage sludge and biosolids. 3 options are covered (1) Land application in which the stuff is used on parks, golf courses, home lawns, and gardens. For that use, there are contaminant limitations which are detailed in this Fact Report on land application, CLICK HERE. —– (2) Landfilling such as disposal in a Sewage Sludge landfill. For that use, there are known advantages and disadvantages. One of the disadvantages noted is a possible danger to groundwater. Read the details in the Fact Report on Sludge Landfills, CLICK HERE. —– (3) Incineration. Essentially the sludge is burned at high temperatures in an enclosed device. The main disadvantage is the high cost. Read the details in the Fact Report on Incineration, CLICK HERE. There may be other alternatives not listed here.

Bottom Line: What has people so concerned in Gardner and the abutting town of Templeton is the possible contamination of groundwater and/or wells. This is a risk noted in the EPA’s report which we have made available to you. Experts would have to tell you whether Gardner is utilizing all of the options to minimize risk which are detailed in the Fact Report on Sludge Landfills, CLICK HERE.

Gardner’s plan is to expand the existing Sludge Landfill. There has been significant public opposition. Alternatives such as trucking it elsewhere or building an incineration plant are expensive. Soon, there will be a public comment period. Gardner Magazine will publish information as it is known to us.

Conservation Commission Discusses Problems with Sludge Landfill

Residents Alan Rousseau and Paul DeMeo spoke about alleged ongoing issues at the Gardner Sludge Landfill. Members discussed the possibility of modifying its enforcement order and a letter will be drafted requesting presence of appropriate City officials at the next meeting. It voted to modify the enforcement order to ask for more information, attendance at DEP meetings, various inspection reports and test results, and timeline for repairs. Conservation Commission Meets Regarding Various Properties and Various Concerns

The Sludge Landfill issue was discussed very briefly with Chair Greg Dumas allowing only “new” material from the public. Considerable time was spent on 36 Nicole Terrace. The Homeowner allegedly cut down trees on an adjacent property which he did not own. A representative from the North County Land Trust appeared and stated they were the owners of the land on which the homeowner cut down trees without their permission. However, due to wetlands concerns, the trees should not have been cut down anyway. The commission continued the matter to March in an effort to educate the homeowner and determine next steps needed to replace trees to protect the environment. Listen to the meeting on any device. The hearing was adjourned. However, the meeting itself wasn’t adjourned and the AUDIO at the end is of a room of many people talking all at once and then the video itself is cut.

Horse Racing Proposal Back – This Time in Leominster

Baystate Racing LLC is proposing a Horse Racing Track at the former landfill on Mechanic Street in Leominster. According to Leominster Mayor Dean Mazzarella, entry to the facility would be made via the interstate highway and not via Mechanic Street. A public hearing will be held on Tuesday, February 18, 2025 at 6pm at Frances Drake Elementary School, 95 Viscoloid Avenue “to discuss a proposed project at the former landfill on Mechanic Street. The developer will present their project and provide an opportunity for questions and solicit feedback from the public. Please attend to have your voice heard.” According to Mazzarella, representatives of BayState Racing LLC have spoken to him and separately with at least some members of the Leominster City Council.

Information on the landfill from the City of Leominster

The City of Leominster operated a Landfill at the end of Mechanic Street to the east of the Route 2 Connector until 1982. In 1985 the landfill was covered with impervious materials (capped) to prevent rain and surface water from passing through the buried waste and contaminating groundwater. In 2000 a landfill gas collection and disposal system was installed to prevent landfill gases from migrating through the soil to abutting properties. The gas collection system provides a vacuum to remove gases through wells that are connected to a manifold. The manifold passes beneath the Route 2 Connector and draws the gases to a gas burning flare system which is located to the north of the Leominster Sewage Treatment Plant. All of the wells in the landfill are periodically tested and adjusted to provide optimum performance of the flare. Environmental consultants provide quarterly testing of each well, surface air quality and groundwater sampling for the Massachusetts Department of Environmental Protection for their continual review. Copies of these reports are kept in the Health Department archives.

Upcoming Meeting to Give Citizens Input on the Proposed Sludge Landfill Expansion

On February 10, 2025, there will be a meeting at Gardner City Hall’s Perry Auditorium from 6 to 8pm. In the notice for the public meeting, the City of Gardner outlines its purpose to provide an overview of the City’s wastewater services and the current problem of sludge disposal, review the proposed Sludge Landfill Expansion Project and its alternatives with resident, provide MEPA info including where Gardner is in the environmental review process, present the Project’s Public Involvement Plan, and obtain public feedback.

Nicholson on Water (10/1/2024)

Gardner Mayor Michael Nicholson mentions in the short interview that $11 million was spent to upgrade the water treatment plant a few years back and a recent grant of $4 million was obtained by DPW Business Manager Chris Coughlin to do upgrades to the sewer treatment system. The City of Gardner also received $1 million in funding to replace its main water transmission line.

The City relies on outside vendors to help make sure the right amounts are used, right down to the fluoride incorporated to help prevent tooth decay.

Gardner Water Case

The Gardner Water Case will be coming up in October 2025. Gardner Magazine has discovered the following: (1) Gardner has 3^rd party tests proving the safety of its water going back over a decade right on the City website (2) Due to previous unexplained failures of about 200 copper water coils in Gardner, local heating companies utilize a product with a different alloy to avoid any potential problem. (3) Occasional issues are still reported but it is unclear from what cause. (4) Gardner is defending the lawsuit. (5) Research shows that even the legal amount of fluoride which is used in water systems can cause corrosion to copper coils (6) Evidence about various systems documented on the internet indicates causation of corrosion can be from the inside out or the outside in with what can only be described as complete disagreement as to causation. (7) Next year’s proceedings are likely to be completely confusing as even experts disagree.

GAAMHA Contractor Quits, Blames Social Media Harassment

According to GAAMHA President and CEO Shawn Hayden, a contractor working on septic system improvements at the 827 Green Street facility quit abruptly via email, sending a screenshot of a Social Media posting allegedly by Paul DeMeo and informing GAAMHA that they did not want to complete the job as a result.

According to Hayden, the contractor wrote, “Please see attached. We need to talk first thing early tomorrow morning. We will be on site just before 7am. I do not feel comfortable to move forward with this project. This is really too bad but I can not deal with this kind of situation.” Photos were allegedly taken by DeMeo of the contractor’s equipment and included in the Social Media post.

The Gardner Board of Health discussed the above GAAMHA issue as part of its September 23, 2024 meeting. Health Director Micah Blondeau stated, “The contractor has decided to quit the job based on harassment by the public and potential online defamation of himself and his business.” Blondeau emphasized that the plans for the septic system have been approved. About 18 minutes into the meeting, BOH member Attorney Geoffrey Tobia said, “Can we circle back quickly to 827 Green Street?…I’m not sure I fully understand. There was a contractor, he was hired, and now he’s not there anymore?” Chair Susan Avallone stated, “He left, he refused to do it because of harassment.” Attorney Tobia asked, “Why is the contractor being targeted?…” Michael Blondeau stated, “He’s had photographs being taken of him and his employees.” Chair Susan Avallone stated, “…which is also very disturbing.” Avallone said she called Shawn from GAMMHA to confirm that’s why happened, “and he did confirm that.” She stated, “It’s also very disturbing that pictures are taken from the outskirts of the property. It’s a private healthcare facility, and pictures are being taken and posted.”

In a twist of irony, at the very moment the Board of Health was discussing the subject of a contractor quitting the GAAMHA septic job due to Social Media and harassment, Paul DeMeo was in attendance at the meeting, sitting just several feet from the members.

The subject was also discussed at a meeting of the Conservation Commission on September 23, 2024. This time, Jeanne DeMeo, wife of Paul DeMeo spoke saying, “Just wondering if anything has come to the Board of Health regarding 827 Green?” Chair Greg Dumas turned around and ask Paul DeMeo if he was good and DeMeo stated, “I’m good, except minutes.” A visibly irritated Dumas explained they were looking for someone to take minutes. GAAMHA has been working with various City Departments including the Board of Health to appropriately address repairs and improvements needed to its Septic System. Interference with companies contracted to do the work delays the process.

Much of the grounds at Gardner Elementary School have been mowed. The top photo shows how the grounds looked in violation of City Ordinance and State Law which contemplates the potential risk to children and adults from insects, rodents, and trash. Bottom photo shows the clean look after the mowing. Apparently the architect’s plan to use a “Meadow Mix” to align with a “School in the Woods” theme did not take other factors into account. Nature Takes Over When Humans Aren’t Looking

Throughout the City of Gardner, the weather has allowed for accelerated foliage growth in some areas. For example, the barricade at South Main Street almost looks like a hedge. A retaining wall at Timpany Plaza is showing signs of structural infiltration by Mother Nature. The Mill Street Corridor sign is somewhat obscured by foliage as is the sign directing people to Superior Kitchen Design. While the humans have been busy, Mother Nature is taking over.

At Gardner Elementary School, the $90million building, parts of walkways, and some curbing has been infiltrated by un-mowed foliage.

Update September 3, 2024

Mayor Michael Nicholson explained: “MEPA stated they got enough complaints from individuals stating the 8 day notice was too short of a time, even though the minimum legal requirement is 7 days, so they have ordered the meeting be reposted with a 14 day notice.”

Meeting Postponed until a date can be reposted with at least 14 days notice.

Gardner to Hold Public Information Meeting on Sludge Landfill

The City of Gardner will hold a public information meeting on September 5, 2024 from 6 to 8pm at Gardner City Hall’s Perry Auditorium on 95 Pleasant Street in Gardner. The City of Gardner has a plan to expand the landfill and has published a flyer on the issue, called “What the Sludge”, CLICK HERE

According to the City of Gardner,, “Leachate management is a critical environmental safeguard incorporated into the expansion of the West Street sludge landfill. The project design includes a double-composite groundwater protection system, consisting of five impermeable barrier layers, a primary leachate collection system, and a leak detection and secondary leachate collection system.” For more information here is the page on the City of Gardner website, CLICK HERE.

The City has included regular inspections and contracted environmental monitoring in the landfill’s long-term operation and maintenance plan. At the Information Session, citizens can ask questions and provide feedback.

Gardner Conservation Commission Introduces Agent Justin Enright

Justin Enright was introduced as Gardner’s Conservation Agent at the meeting of August 26, 2024. Wetlands issues at various properties were on the agenda. Some were postponed to September. Listen to the meeting on any device, CLICK PLAY.

Other discussions centered on questions brought up by citizens who attended the meeting. One issue is wetland replication at the bottom of the hill approaching the Gardner Elementary School. According to Conservation Commission Chair Greg Dumas the company used the wrong seed. It was supposed to be a wetlands mix but a different mix was used. Dumas asked Conservation Agent Justin Enright to hold on signing off until the commission could do a site visit.

Regarding Wetlands Replication at GES, Dumas stated, “Well, I don’t want to close out until they’re done. If they close out, then you lose all recourse. … Yeah. I’ve asked a hundred times what retainers are left on that job, and I get zero response. They think I’m an idiot. If they take all their retainers out, shame on the city. So I know the game. Yeah, they’ve got a lot of money left over because they didn’t spend it.”

Planning Board Approves Salt Shed – Not Affecting Wetlands

The 9100 square foot salt shed is identified by the rectangle on the property shown in our graphic. According to the site plan and the engineering report, the proposed project is not expected to have any impact on the environment. Engineering report stated that no work would be performed within jurisdictional areas of the Wetlands Protection Act. While a Gardner resident showed up at the last moments of the public hearing and voiced opposition, the Planning Board ignored his statements in favor of the objective data before it. The DPW Salt Shed Definitive Site Plan was approved unanimously. It is not known whether the Conservation Commission will even need to take up the matter.

Environmentally Safe Weed Removal in Gardner MA

Gardner City Hall has announced that the Department of Public Works “will be working to remove the weeds from the sidewalks in areas of the Downtown beginning this week. To be environmentally friendly and safe to our pets, the solution used is a mixture of water, dish soap, and vinegar. As a result, areas treated may smell like vinegar for a brief period while the solution settles. This should fade shortly after applied.” Weed removal is week of August 12, 2024.

Gardner’s Mayor, Michael Nicholson received an Environmental Endorsement in 2023. See previous article, CLICK HERE. At the time, the Mayor stated, “I’m proud of the work we’ve done in Gardner to reduce our carbon footprint, improve our energy efficiency, and be more green. I look forward to continuing that work in the future here in the Chair City.” In Gardner, the Conservation Commission and Planning Board take the lead on protecting the environment as projects come their way.

EPA Removal Action to Take Care of Dangerous PCBs at Temple Stuart

The factory has been inactive for years, but the chemicals known as PCBs at the site remained. The site located at 24 Holman Street in Baldwinville was targeted in the Spring of 2023 for cleanup and the short-term cleanup began in July 2024 under the supervision of the Massachusetts Department of Environment Protection. Goal of EPA is to help communities safely and sustainably redevelop once used commercial property.

About PCBs from the EPA: “PCBs belong to a broad family of man-made organic chemicals known as chlorinated hydrocarbons. PCBs were domestically manufactured from 1929 until manufacturing was banned in 1979. …Exposure to high levels of PCBs or exposure for long amounts of time may cause health effects. Health effects that hav been associated with exposure to PCBs includew acne-like skin conditions in adults and neurobehavioral and immunological changes in children. PCBs are known to cause cancer in animals.”

“We heard loud and clear specific concerns. We took Councilors’ and residents’ input and re-evaluated the Host Community Agreement to be better partners with the City of Gardner,” said John Stefanini, Chair of the Baystate Racing Oversight Committee.

A letter outlining the changes was sent to the City Council today along with an updated Host Community Agreement.

Paving Update Given During Public Service Committee Meeting

The first half of the meeting on July 29, 2024 concerned citizen appeals of water/sewer bills. The Public Service Committee adjudicates the appeals and decides on the amounts of credit awarded. Director Arnold spoke of paving near the industrial park off of Pearl Street which is expected next week. Also anticipated is Timpany Boulevard and a portion of Main Street from CVS down to the rotary. Currently Unitil is doing some work on gas lines ahead of the paving. Arnold stated, “Once they’re done, we’re going to come up in the island in front of Stasukelis that has two crosswalks, one on each side of the road. We’re going to extend the island up towards the police station slightly, maybe 10-15 feet.” Arnold explained the effort is so a pedestrian can be seen in the crosswalk. Arnold outlined other streets and also stated, “We have $30 million of road that we need to pave and we can only afford $1.5 million.”

In other matters, a $40,000 contract was finalized with an outside tree contractor to do tree trimming and removal in the City. Director Arnold anticipates hiring to be easier once the union contract is finalized. DPW is currently operating on 17 staff members with 8 vacancies. Design of the Route 140 Pedestrian Bridge is going to the next stage. Arnold also explained that “we have a draft storm water and erosion control regulation, which piggybacks on our storm water ordinance.” Arnold says there have been mixed reviews about the Uptown Rotary, explaining that once the top coat of paving is on, it will be easier to drive on the mountable burr if necessary.

CDBG Grants Announced in Front of School Street School

School Street School has been vacant for almost 40 years, has fallen in to disrepair, often has vandals and police calls. Gardner applied for a Community Development Block Grant to demolish the building and received it along with others to benefit the City. Conservation Commission Hears About Racetrack at Meeting of July 22, 2024

The public was reminded that the subject of the proposed Horse Racetrack at 827 Green Street in Gardner was not on the agenda of the July 22nd meeting, but nevertheless the public was able to voice various opinions towards the end of the meeting. Other discussions revolved around the public hearings held regarding potential wetlands issues with respect to other properties.

Gardner MA City Council Meets for More than 5 Hours

The Gardner City Council heard a presentation from John Stefanini of BayState Racing LLC on July 23, 2024 regarding a proposed Horse Racetrack at 827 Green Street in Gardner. Following the presentation, the City Council took a non-binding straw vote which was a resounding 10 NOs to the project. The Gardner City Council will meet again on August 5, 2024 at which time it could take a vote on the proposal or it could opt to take more time. In any case, with an overwhelming majority of the public opposed to the proposed Racetrack and virtually no City Council support, it appears the item could easily be headed for defeat.

Information Session Followed by Public Hearing Tuesday July 23, 2024

The Gardner City Council holds an information session with a presentation by BayState Racing LLC at 6pm followed by a public hearing at 7:30pm. Signups to speak at the public hearing begin at 5:30pm. Speakers will be called in order of signup. If the public hearing goes past midnight, it will be adjourned to another date and time. Both sessions concern the proposed Horse Racing Track at 827 Green Street in Gardner.

Mayor Michael Nicholson’s Weekly Update headlined the program. Hotline was in Downtown as U.S. Senator Ed Markey visited the Downtown. Hear various remarks from the Senator and Mayor Nicholson.

Candy Graves provided details and updates about the Gardner Wildcat 5K to be held on Sunday July 21, 2024.

Council President Elizabeth Kazinskas spoke about the upcoming public hearing on July 23, 2024 regarding the Racetrack issue. Everyone who shows up will be allowed to speak. People can sign up beginning at 5:30pm. Public Hearing begins at 7:30pm. At 6pm, the City Council in an informal meeting will get a presentation from BayState Racing LLC on the particulars of the proposal. A straw vote may be taken that night to get a sense of the Council, but no official vote will be taken and no decision will be made. First opportunity to vote on the matter will be at the regular meeting on Monday August 5^th.

Host Steve Wendell spoke about the many inaccuracies being spread on Facebook. Wendell stated he receives screenshots from 10 to 15 group members who are embedded and monitor the group.

More Updates on Airport Progress in this week’s Meeting

The Gardner Airport Commission had a lengthy meeting on July 17, 2024. Discussions revolved around a Runway Update, Master Plan Update, and Ramp Repaving. The Airport Manager presented information on Guard System Counts, gave a facility update, went over the budget, and reviewed certain policies and procedures. Listen to the meeting on any device. Currently there are 4 chapters of the Master Plan available for the public to view. There may be as many as approximately 3 more chapters when the plan is complete. Unclear when more material will be available online for the public to see.
