On October 7, 2026, the United States Attorney’s Office for the District of Massachusetts announced federal charges against three individuals for conspiracy to distribute controlled substances—specifically fentanyl and cocaine—in Worcester County. The prosecution stems from a joint operation involving federal, state, and local law enforcement under the umbrella of the Homeland Security Task Force (HSTF), an initiative established pursuant to Executive Order 14159 (“Protecting the American People Against Invasion”).
Key highlights of the enforcement action include:
- Defendants Charged: Zachary Riley (30, Leominster) -ordered detained after September court appearance, Danielly Mancilla (35, Leominster) – released on conditions, and Richard Molina-Ovalle (36, Worcester) – released on conditions.
- Controlled Substances Seized: Over 473 grams of fentanyl, approximately 60 grams of cocaine, and drug packaging materials across multiple searches.
- Potential Statutory Penalties: Up to 20 years in prison, at least three years of supervised release, and a fine of up to $250,000 for conspiracy to distribute controlled substances.
