Town of Templeton Advisory Committee evaluated eleven warrant articles scheduled for the Fall Special Town Meeting on October 21, 2026.
The committee, operating with four of its five members present, issued affirmative recommendations for seven articles, opposed one major fiscal article, and issued no recommendation on three citizen petitions due to the absence of sponsors at the review meeting.
The most critical item from the evaluation is the Advisory Committee’s unanimous opposition to Article 2 (Fiscal Year 2027 Operating Budget). The proposal seeks to draw $1.2 million from the General Stabilization Fund while free cash remains uncertified. The committee warned that reducing the fund balance to approximately $300,000 drops the reserve well below the recommended threshold of 5% to 10% of the annual operating budget, directly endangering the town’s bond rating, causing lost interest income, violating municipal policy, and forcing higher interest rates on future borrowing.
Other significant recommendations include: Favorable Action (Recommends Approval): Settlement of prior-year bills (Article 1); extension of the data center moratorium to 480 days (Article 3); rescission of over $4.2 million in unused, outdated municipal debt authorizations (Articles 4 and 5); appropriation of $150,190 for ambulance operations (Article 6); expansion of the Cemetery Revolving Fund parameters (Article 7); and an increase in the Tax Title Revolving Fund spending limit (Article 8). No Recommendation: Three citizen petitions covering prohibitions on nondisclosure agreements (Article 9), rescheduling Town Meetings to Saturdays (Article 10), and randomizing warrant article ordering (Article 11).
