- CDBG Funding Pivot for Asbestos Abatement: Following 2020 Census data that raised Gardner’s median household income above the Area Median Income (AMI), the city lost citywide Low-to-Moderate Income (LMI) status under federal HUD rules. Consequently, CDBG funds previously allocated for building-wide electrical/fire upgrades at the Waterford Community Center were ruled ineligible. The city successfully realigned these funds strictly to the Senior Center wing for asbestos abatement, as senior citizens maintain protected LMI status.
- National Grid Delays Impact Infrastructure Projects: Utility progress across multiple city projects remains hindered by National Grid backlogs and procedural requirements. On the Rear Main Street Northside project, work was delayed from September 9 to September 28, forcing a compressed coordination schedule between National Grid and city contractors to complete asphalt binder and underground utility cutovers before asphalt plants close in late November.
- RAISE Grant Scope Reduced Amid Federal Bureaucracy: The city’s $1.2 million federal RAISE sub-grant (administered via MassDOT) suffered significant scope reductions imposed by federal authorities, removing all sustainability-focused green infrastructure components. Despite administrative delays and forced public re-bidding, the city is moving forward with downtown mobility, parking, and West Street garage design plans through 2029.
- Waterford Community Center Expansion: The facility is seeing major tenant shifts, including Growing Places relocating its headquarters from Leominster into two classrooms, Gardner Educational Television (GEV) completing a transition to a studio three times larger than its former space, and the Community Action Committee (CAC) constructing a commercial kitchen in the former principal’s office.
- Departmental Staffing Deficits: The departure of the newly hired Conservation Agent (who accepted a role in Marblehead) leaves the Community Development and Planning Department without a dedicated agent. The Department Director is personally fulfilling all statutory Conservation Commission oversight, site visits, and legal filings alongside primary director responsibilities.
