The Gardner Conservation Commission convened on September 28, 2026, addressing critical environmental enforcement actions, public infrastructure concerns, property development filings, and departmental administrative challenges. Here’s what was discussed: There Was Public Alarm over Sludge Landfill Maintenance: Abutters voiced severe concerns regarding unmaintained sedimentation barriers, lack of DPW reporting, and stormwater breach risks at the 211 Betty Spring Road landfill site, where dumping is expected to continue until 2029. Hiring Freeze Prevents Hiring Conservation Agent: Gardner implemented a hiring freeze that halted the offer process for a qualified full-time Conservation Agent. The freeze has been extended to November 1, 2026, placing operational strain on the interim department head (Jason) and commission members.
Infrastructure & Environmental Approvals: The Commission granted an Emergency Certification for beaver/muskrat management on Green Street to prevent severe washout risks near the Pearly Brook Culvert. It also approved a Request for Determination of Applicability (RDA) for DCR trail improvements at Don Pond State Park and an Order of Conditions amendment for a project on Common Street. Widespread Continuances: Due to pending surveyor reports, arborist certifications, and missing DPW inspection logs, nearly all active enforcement hearings and project reviews were continued to the October 26, 2026 meeting.
