Finance Committee has Honor of Hearing from Assistant Director Evan Cudmore
All were impressed as Assistant Director of Community Development and Planning Evan Cudmore updated the Gardner MA Finance Committee on various projects and grants. Mayor Nicholson also added some information, but Cudmore was thorough. Cudmore has been with the City about 8 months, but this is his first meeting appearance. The Gardner Tax Rate has been certified at $14.36. Auditor John Richard spoke and praised the Assessor. Gardner was the 39th community in the entire State of MA to set its tax rate. Mayor Nicholson spoke about how this will help in planning.
The Finance Committee is sending some FREE CASH recommendations to the entire City Council include monies to the Stabilization Fund, 10% to roads, 100k towards a 3rd party grant writer, and 95k for IT software and cloud backup. Nicholson said he would wait until about April to utilize additional FREE CASH to be cautious. This is a strategy the City of Gardner usually uses because until Winter is over, for example, the total cost of snow removal is unknown.
Updates Provided to the Finance Committee by Evan Cudmore on 11-14-24 Rear Main Street Phase 2 North: The $3.64 million project is under construction right now
Rear Main Street Phase 2 South: The $3.5 million housing works grant was recently awarded to the City.
Bike trail, nature trail construction is continuing. The layout of the trail and the sub-base material is complete. The crossings are installed, and the contractor is working on finalizing the agreements with New England Power. The pathway should be complete this year, and landscaping is to be complete in the spring.
Maki Park ADA Compliance Solutions: The Building Commissioner is reviewing 2 options for ADA compliance submitted by the City’s engineering firm. One option is $30,000, the other is $50,000. Funding may come from some CDBG projects which came in under budget.
Potential New Industrial Park: City’s Engineering firm of Hudson O’Neill is currently developing concept plans for a potential build-out of proposed site based on wetlands and topographic data. Once complete, market analysis will be developed, and the location of land is south of Route 140 from Route 101 to Mathew Street. City would have to purchase the land. Currently Gardner has the Gardner Industrial Park, the North Gardner Industrial Park, and the Suffolk Industrial Park. This would be adding a 4th one.
16 Lot Subdivision being considered by Planning Board. See separate article. Public hearing is continued to the next meeting on December 10th.
Greenwood Indoor Pool Building Demolition: Contractor has completed the site survey. The lake delineation testing and the hazardous materials testing is complete. Contractor is working on finishing the sketches for the plan and hopes to have that done by the end of the year. And then given the swim season in mind, demolition will be done probably late winter, early spring at most.
205-213 Main Street (Old Rome Building) Demolition across from Police Station: Bids were opened on November 13th. Awaiting Awarding of bid. Target time for demolition is mid to late December. Later, grant funding would be sought to improve the intersection itself.

Gardner Planning Board Reviews Proposed new Compass Lane subdivision on Templeton Line
The Board Viewed plans and heard a presentation from Mr. Fletcher from PrivateOversight, LLC. 16 Duplexes are now proposed for a total of 32 units on a 900 foot cul-de-sac roadway and a new traffic plan was presented to correspond with the number of units. 6.6 acres would be developed and 10.1 acres being left undeveloped.
Phase 1 consists of temporary sediment basins. Then roadway construction can begin. Permanent basins can then be constructed. And Phase 3 will consist of constructing the various units, 1 at a time. However, following the presentation, a public hearing was held. There were some questions and concerns from the public in attendance. An interesting fact was brought out by one of the Templeton residents who asked questions and the PrivateOversight, LLC representative also confirmed that Templeton had not yet been approached even though the entrance to the project would be through Templeton. Mr. Fletcher advised that the plan was to contact Templeton once the Gardner side of the project was further along. View the complete agenda, CLICK HERE.

Based on concerns, the Gardner Planning Board ordered a 3rd party site plan review of items such as traffic and storm water. The public hearing was continued to the next meeting.

The Classy Look of the “M” Building in Downtown Gardner.
The building is home to Empire Management, Gardner Coins and Cards, and Garden Pizza. The outside look of the building was enhanced earlier this year, and now the front facing and additional side facing signs complete the look. Empire Management also purchased the Bank of America Building. New tenants including a potential new restaurant are expected there in the coming months.

Formal Phase 3 Announcement for Rear Main Street Project
Representative Jonathan Zlotnik announced the $3.5 million State Grant last week in a Press Release. On October 28th it was a big event with local leaders, officials, and business leaders all praising Zlotnik’s extraordinary effort in collaboration with others in the City. According to a separate statement by Director of Development and Planning Trevor Beauregard, “These funds will allow the City to complete the public sector infrastructure improvements to support the private sector housing project along Derby Drive, which is the last phase of a $20 plus million public / private partnership in the Rear Main Corridor” A formal announcement and comments on the project was held on Monday October 28, 2024. Mayor Nicholson stated, “Good afternoon, everyone, and thank you for joining us on this virtual grant announcement. Very exciting for us here in Gardner. If you’ve been watching the mayor’s updates or seeing the videos and the news that we’ve been putting out here in Gardner lately, you saw that last week we broke ground on phase two of Gardner’s Rear Main Street revitalization project. That included a 100-plus spot parking lot, event plaza, food truck court, water feature, and a lot more over on Rear Main Street and Derby Drive, just behind places that are familiar to us here in Gardner, like John’s Sports Shop, the Velvet Goose, Priscilla Candy, right by Levi Heywood Memorial Library. We’re here today to announce that we’re continuing that progress here in Gardner and announcing that Gardner has recently been awarded $3.5 million from the Commonwealth Housing Works grant program for us to continue that process so that we can go from that smokestack on Rear Main Street all the way to behind the Gardner Police Department, Cumberland Farms, Diamond Heart Art Studios, and finish that out there, too. We know it’ll be some type of residential structure with some more parking, some green spaces, and really take this spot that’s been vacant and run down in the city for almost two decades now and bring new life back to an area here in Gardner. So you’re going to hear from several people today who are going to be related to that project, have some type of involvement in that project, or will benefit directly from that. So I’d like to hand it off right now to our State Representative, Jonathan Zlotnick.”“It’s great to be back on this site twice in two weeks to announce the next phase of this. Jonathan Zlotnik stated, “Thank you, Mr. Mayor. It’s great to be back on this site twice in two weeks to announce the next phase of this. And like the Mayor said, this is something that we’ve been at for many years, but this is an important piece towards the revitalization and redevelopment of downtown Gardner. I don’t think I’m going on much of a limb to say that when this is done, with the units of housing that this is going to add, the event space, the parking, that this is really going to be transformative for the city of Gardner in better utilizing this space in what we call Rear Main Street along Derby Drive, which was put in by another state grant that we announced on this spot many years ago. So I’m very happy to have been a partner in this project for many years, through several rounds of grants. And that’s the important part. Everyone you’re going to hear speak from today, and some people who couldn’t join us today, a project as big as this over as many years as this has taken doesn’t get done and isn’t a success unless every single person along the way, when it comes their turn, does their job and does so successfully, whether that’s myself, the Mayor, the City Council, the City Council President, the GRA, and the private sector, as well as the City’s Economic Development Department. Everybody has to do their job to make something like this happen. Elizabeth Kazinskas stated, “Good afternoon, everyone, it is wonderful to be here today. Again, I echo a lot of what the Rep had said about being here, back in rear Main Street, second time in just a couple of weeks, to make another exciting announcement. The City Council’s piece of all of these types of grants, typically to do a matching piece of it, it’s been several years where rear Main Street continues to be developed, and this is pretty monumental, as it’s phase three of this three-phase project, that now, since we have the funding, we can move forward and complete it. What we do at the City Council level is we review funding that we need to match these kinds of grants, and it’s significantly less than usually what the overall state contribution is, but it’s a huge part when it comes to what we have in the city to give and to distribute. And so when we put our piece into it, and the city side, and then we get rewarded on the state side or federal side, at times, for these kinds of grants to continue this type of development, it just, again, shows that you have to go hand-in-hand, you have to do your part, and it becomes more desirable to award us this money because we do our part on the city side, and we work to do the things we need to do to develop it, but we would not be able to do this by any means in the amount of time that we have and the scope that we have if we didn’t have our state partners, and I want to thank Rep Zlotnik for his huge role in this, as well as everyone who’s put a piece of it together, and also here joining me today, my fellow city councilors, Brad Heglin, Alek Dernalowicz, and Paul Tassone, and on behalf of the City Council, I just want to say how excited we are to be here today to celebrate this and to see what’s moving forward at the next groundbreaking and the ribbon cuttings and all the celebration down the road, but as many years as this takes to develop, there’s even more years ahead of us, so the city’s going to be able to enjoy it, and it’s going to be something really special for Gardner. I was here when we first broke ground for the Gateway to downtown Gardner, the city. $3.5 million, and from a GRA perspective, we worked behind the scenes acquiring and working with the city to ensure that we could make this project viable, so on behalf of the Gardner Redevelopment Authority, I’d like to thank Rep Zlotnick and Mayor Nicholson for their due diligence to help us get this award for $3.5 million, so thank you very much, and now I will introduce Patti Bergstrom.”“How exciting is this?“
“Thank you Jon, and to all of the good people that help and work together to make this city as fabulous as it is, I’m really excited about this.”
Patti Bergstrom stated, “What a fabulous day in the city that we love. It is so exciting for me, who has been downtown for 37 years, to watch this project happening, because when I joined in 1987, the Rear Main Street was a project that was just talked about. We have all the elements that we need to make our downtown and our city even more successful and more fabulous. Housing is important down here, parking is very important, new businesses like Diamond Heart Studio, old businesses like the Paramount, John’s Sports Shop, Priscilla’s Candy, they’ve been here nine decades, six decades, eight decades, and I’ve been here almost four decades, and to have a fabulous mayor, a supportive city councilor, a state rep who makes our dreams come true, thank you Jon, and to all of the good people that help and work together to make this city as fabulous as it is, I’m really excited about this. Now, on a personal note, could I say that, I did announce my retirement last week, but I want you to know that even though I may be retiring, I am the self-appointed CFO of Gardner now, Chief Fun Officer, and I plan to use this event space and all that’s going on in our city to make it even more fabulous, so thank you. Oh, was I supposed to introduce? Sorry. The next speaker are Sean and Nancy Bray, who are also the newest downtown business, and we’re so excited to have them, and talk about fun. These people wrote the book on fun and are teaching us all.”
Sean and Nancy Bray stated, “ Hi. So we’re Sean and Nancy Bray. We own Diamond Hearts Art Studio, which is… Right there. The back of the studio will be to the back of this completed project. We are super excited to have so many more residents in Gardner, and so much more opportunity to have fun and new friends. When the mayor was asking us about, did we want to open our business in downtown Gardner, one of the things that sold us was he was talking about this exact project and how much vitality it was going to bring to the Main Street area, the behind Main Street area, and it sold us. We just got very excited. We can’t wait to meet all of our new neighbors. If Gardner is as welcoming to them as it has been to us, they’re going to love living in Gardner. Thank you. Mr. Mayor.”“The housing crisis that’s facing Massachusetts is no stranger to us here in Gardner, so being able to work towards finding some type of a solution for that by the apartment building that’s going to be here and adding new residential space to Gardner. This, with phase two, almost doubling the amount of parking that we have in the downtown.”
Mayor Nicholson closed with these remarks, “ I think you’ve seen the excitement that’s here around this project, and it’s true that this has been happening for quite some time. Patty mentioned that in the 1980s this was an idea, but this used to be an old factory site. In 2006, this started to enter into our urban renewal plans. In 2015, we had the new road funding approved by MassWorks to purchase the property that was there. The road was built in 2018, and we had the ribbon-cutting for that ceremony actually in this park. I remember that because I was just hired in the mayor’s office in a staff position at the time, and that was one of the first things that I got assigned was making this a ribbon-cutting spot for the brand new road that was there. That, hopefully, later on the road, something happened, literally down the road. Here we are about to launch into the final phase of this project and getting this going. The housing crisis that’s facing Massachusetts is no stranger to us here in Gardner, so being able to work towards finding some type of a solution for that by the apartment building that’s going to be here and adding new residential space to Gardner. This, with phase two, almost doubling the amount of parking that we have in the downtown to face the concerns that several businesses who are looking out to the area who want to know, am I going to be able to survive here? Where are my customers going to park? Now we’ve got an answer to that question. While it may not be the final answer, we’re getting there because we continue to invest in our community, and we continue to move Gardner forward. I want to thank the people on my team, our community development director, Trevor Beauregard and his staff in our community development project, who unfortunately weren’t able to be here today due to other scheduling conflicts, the members of the Gardner Redevelopment Authority, Paul Tassone and Magnus Carlberg, who are here with us today, the City Council, State Representative Jonathan Zlotnick, who’s been an integral part in this project alone, let alone all the other projects happening around Gardner, and making sure that we continue to work as a team to really make us stronger for a better future for us here in Gardner. And that’s exactly what this project’s doing, and I look forward to seeing the benefits that this brings, and we’ll see you at the groundbreaking for this part of the project in the very near future. The Adventures of an Abandoned Factory – What the Future Holds
73 Stuart Street: It was abandoned for decades and was an eyesore. Then along came Mayor Michael Nicholson and his Gardner Team who have made an effort to get properties like this back on the tax rolls. The initial Request for Bids went out with a minimum of just $1 and was quickly corrected to reflect the City Council’s approval for a minimum bid of $17,000 to cover back taxes owned by the previous owner.
One bidder made the minimum bid, but due to a number of factors, the bid went no further and the City retained the property.
A storm caused part of the building to collapse on a neighboring lot prompting the City of Gardner to proceed with demolition which had to take in to account asbestos on the site. When completely cleaned up, the property will be sold as a vacant lot. Minimum bid would be approved by the Gardner City Council. Mayor Nicholson has stated he would request a figure corresponding to the value of the land. (currently assessed at 73,800 according to Gardner property records.)

Temporary construction fencing has enclosed the site. A couple pieces of construction equipment can be seen operating. The Rear Main Street Project Construction has begun. - One Stop 2024 (10/24/2024)
Representative Jonathan Zlotnik announced state funded grants for the greater Gardner area. The grants were awarded as part of the Executive Office of Economic Development’s Community One Stop for Growth program, which streamlines the application process for communities and other eligible entities seeking to access various economic development grant programs. In the FY25 round of Community One Stop for Growth awards, three recipients in the 2nd Worcester District are receiving important grant funding.Gardner, Winchendon and Templeton “One Stop for Growth” Awards Announced by Jonathan Zlotnik
These state funded grants were announced on October 24, 2024. Gardner is benefitting from the new Housing Works Grant Program rolled out for Fiscal Year 2025 in the amount of $3,500,000, the Gardner Montachusett Veterans Outreach Center’s Winchendon project will receive $876,717 under the Underutilized Properties Program and Templeton gets $290,000 under the Rural Development Fund.
Details of Each of the Grants
The City of Gardner received $3,500,000
under the Housing Works Grant Program. The funding will be used to continue the North project, which will transform a vacant area into a vibrant public space by making public improvements to the water/sewer and drainage infrastructure along with associated parking to support a private development 45-unit multi-family market rate residential project.The Montachusett Veterans Outreach Center (MVOC) received $876,717 under the Underutilized Properties Program. The funding will be used to support the redevelopment of the Streeter and Poland Schools in the Town of Winchendon into housing for veterans by supporting construction, demolition, elevator and steel work at the site.
The Town of Templeton received $290,000 under the Rural Development Fund. The funding will be used to fund all engineering costs related to the rehabilitation of Templeton’s Barre Road. The project consists of the design and permitting phase of the rehabilitation of nearly 4 miles of public roadway in poor and failure condition and also aims to support Barre Road’s residents, adjacent conservation lands, and farms and small businesses by maintaining public infrastructure and continuing the goals of RPAC in the process.

Jonathan Zlotnik speaks in great detail about his efforts to directly help the non-profits in his district including a description of his extensive efforts on behalf of Heywood Hospital. Gardner MA City Council Takes up Various Matters on Monday October 9, 2024
The City Council will review recommendations of the Finance Committee which met on October 2nd regarding various communications from the Mayor including property valuation changes, City Health Insurance costs, and a measure authorizing the Mayor to enter into a grant agreement with the Gardner CAC for use of a portion of the space at Waterford Community Center. Matters were discussed extensively. The Committee heard from the Mayor, Julie Meehan of the Gardner CAC, and Assessor Christine Kumar. Other Items Before the Council
Other items include the sale of 94 Pleasant Street, authorization for a 5 year contract for grant writing services, the November 5th election, various proposals for ordinance amendments to clean up the City Code, and a matter carried over since March regarding parking on certain streets – Edgell Street from Elm Street to Lawrence Street.
Transformer Easement
Also: The City Council will vote on whether to grant National Grid an Easement to install a transformer at 95 Pleasant Street. A shortage of transformers has held up construction work throughout the United States. The shortage is holding up further work at the Garbose Building as a transformer with a greater power rating is required due to increased electrical demands.

Money spent on the Waterford Community Center so far exceeds $1.3 million. A bill signed by the Governor this summer means long-term lease agreements can now be signed with prospective tenants. If interested, check with the City of Gardner as to the process.
Bringing a Dream to Reality – the Promise of Waterford Community Center in Gardner
From the announcement in summer 2022 to getting to the current official name “Waterford Community Center”, Gardner Mayor Nicholson has stuck with the project through its ups and downs, challenges, and legal hurdles. Now with an investment so far in State, Federal, and City funds of over $1.3 million as shown on the spreadsheet in this article, the City of Gardner has been formally authorized by Governor Healey’s signature to move forward on tenant leases. Not shown on the spreadsheet is the future expenditure to be made by a solar company who will be taking on the estimated $450,000 cost of a new roof. Other continued work is expected. The Gardner CAC is expected to move in sometime in the coming months. Growing Places has been operating at the site with a license agreement and is expected to be a long-term tenant. The Gardner Senior Center also plans a move to the building. GAAMHA was among those initially interested.
550k loan approved by City Council has been spent as indicated on left for a total of $539, 221.22 (included in larger spreadsheet above)
Projected lease agreements of about $500,000 per year are expected to more than cover the costs associated with the continued operation of the building. Mayor Nicholson anticipates the principal of the $550k loan to be paid off within 5 years. An official long-term name still has to be chosen. It may be “Gardner Community Center” or it may be another name. And now, rather than another abandoned building, Gardner City officials came through for the taxpayers and with funding from various sources to have a building worth more than 20-30 times the investment. The History of Changing Waterford to General Municipal Use
The City of Gardner was formally authorized in July 2024 to move forward with its Waterford Community Center plans when the Governor signed a bill submitted in April by State Representative Jonathan Zlotnik. See printable copy, CLICK HERE. Very specifically, the land was authorized to be used for general municipal purposes instead of use as a public school. The bill was referred to the committee on Municipalities and Regional Government in April, got reported favorably by that committee and referred to the committee on House Steering, Policy, and Scheduling in May, enacted by the House on July 17th, by the Senate on July 18th, and signed by Governor Healey on July 25th. A lengthy and completely transparent process handled in a completely lawful manner. The formal authorization allows the City of Gardner to move forward on leases with tenants.
There have been some posts on a rogue Gardner Facebook group by a former Gardner City Councilor which are completely inaccurate and factually wrong as is proven by our article which reports the facts.

ADA Modifications Underway at Maki Park – on way to Full Compliance.

The Mayor stated, “Once those concerns were raised to us, we got the team together….We have met with Tighe and Bond, our design engineers on the project, who have come up with a ramp solution….There are some smaller fixes that have already been made” Photo shows the small asphalt bump added to make the third level fully ADA compliant. “By next spring for sure, we should be done.”

Gardner Farmers Market to hold Harvest Market
On Saturday, September 21, 2024 from 9:30am to 1pm, the Gardner Farmers Market will feature more than 20 vendors at its 62 Waterford Street location. Other activities planned include live music by the group Obscure Notation, touch a tractor, a fall-themed photo booth, story time and crafts with folks from the Levi Heywood Memorial Library, and more. Of course, the best activity is finding those fresh foods including local produce and local products including handmade goods which have attracted almost 1000 people to past week’s markets.
While this is the final market of the year at Waterford, a Thanksgiving Market is planned at City Hall just before Thanksgiving. This week before the market Erica Bosse was busy juggling her duties on her local farm, her COO consulting firm responsibilities, and was getting stuff ready for the market on Saturday. However, she stated the success of the market was due to a “dedicated group effort.”

Gardner City Council may decide on Route 140 Custodianship
The Gardner City Council will discuss the request of Mayor Michael Nicholson to turn over custodianship of Route 140 from Green Street to the Winchendon line. This action would have the State of Massachusetts do what it has done over much of the 108 miles of Route 140 – take over responsibility for the road. Complete agenda and packet, CLICK HERE.
In other matters, the City Council will vote on requests to allow 5 year contracts to save on copier and printer services, and for fire alarm and sprinkler testing services. It will review an update on the Waterford Community Center.
The City Council is also expected to delay action on the Elm Street to Lawrence Street parking matter as the Public Safety Committee voted to send it to the Traffic Commission for further study after several residents raised objections at a recent meeting. At last year’s event, Maki Park was an open field of grass, but cornhole was still played. This year, Maki Park has been constructed as a 3-tier park with a dedicated cornhole area.

Nature Takes Over When Humans Aren’t Looking
Throughout the City of Gardner, the weather has allowed for accelerated foliage growth in some areas. For example, the barricade at South Main Street almost looks like a hedge. A retaining wall at Timpany Plaza is showing signs of structural infiltration by Mother Nature. The Mill Street Corridor sign is somewhat obscured by foliage as is the sign directing people to Superior Kitchen Design. While the humans have been busy, Mother Nature is taking over.
At Gardner Elementary School, the $90million building, parts of walkways, and some curbing has been infiltrated by un-mowed foliage.

Lafayette Square Looks Great After Help from Gardner Business and Staff
Gardner’s Boucher Funeral Home offered to clean up Lafayette Square and the City gladly accepted. Photos show the before and after.
Boucher Funeral Home posted, “It takes a village! After seeing the flower bed in Lafayette Square/ Franco-American Veteran Square, home to Gardner’s Spanish-American War Monument, being neglected, our staff contacted city hall and asked if we could clean it up. They happily accepted the help! Our team members at the funeral home spent part of our day landscaping the front of the square to help beautify the area once again! Thank you to JDH Landscape for helping by providing the mulch!”

ADA Compliance Solutions in the Works for Maki Park
Gardner Magazine spoke with Gardner Mayor Nicholson on August 30, 2024. The Mayor followed up with us regarding the ADA compliance issues at Maki Park. Mayor Nicholson stated that the fault lies with the design engineers as the construction people just built it as designed. The City met with the design engineers this week and they are reviewing everything with the Building Department. They are working on coming up with a solution and how to fix everything. ADA compliant Issues include lack of appropriate ramps and the stone dust used. Stone dust will need to be replaced by concrete.

MART Expands Services in Gardner and Extends FREE Ride Period
FREE RIDES: The first 6 months of 2024 were free. Then an extension to the end of August. And now, MART is offering FREE Rides through the end of June 2025. MART explained, “This is part of our effort to build the new MART of the future by making our bus and ADA service experience better for our riders. We are also adding more bus shelters, created a new website, working on a MART App, and making our services easier to understand and use. Since the start of MART’s Fare Free period in the beginning of 2024, our bus ridership is up over 24%. We are looking forward to helping more people with the human right of transportation to get where they need to go to lead their lives.”

Maki Park Opens with Questions About Accessibility
Maki Park is a beautiful, 3 tiered park now open in Downtown Gardner. However, as we took photographs on August 23, 2024 it was immediately apparent that there are accessibility issues. Currently there are stairs, but the park is not ADA compliant as shown. While we were taking photos, there was a handicapped lady attempting to navigate with a motorized wheelchair and she was unable to do so.
As the original purpose of building the park included a desire to create an ADA compliant space due to the non-compliant 15 degree grade, we have reached out to the Mayor’s office to inquire. Mayor Nicholson immediately responded and is looking in to the matter with Planner Trevor Beauregard.
$180,000 of the $376,000 cost was paid via City of Gardner funds and the remainder was covered by American Rescue Plan Act monies. The park replaces the former Maki Building which was torn down years ago. SEE Photo, CLICK HERE.

Hubbardston MA Town Meeting Overwhelmingly Approves Phase 1 of Project
According to the Town of Hubbardston website, “The 48 Gardner Road Phase 1 Proposal has officially passed, with strong support from the community—339 votes in favor to 33 against. This approval marks a critical milestone as we begin the much-needed renovations and upgrades to our public safety facilities, ensuring that Hubbardston remains a safe and thriving place for all residents.” Note that this vote was 91% YES and only 9% NO. Many supporters credited Hubbardston Town Administrator Nathan Boudreau for being completely transparent and detailed in presenting the idea which will have two more phases pending Town Meeting approval at future dates.
The project will bring Police, Fire, Emergency Services, and Town Offices to one facility over time and allow for modernization to current standards. The YES vote allows Hubbardston to proceed with the purchase of the 48 Gardner Road property. It will immediately start saving money as Hubbardston is currently a tenant on the property. Lease payments from other tenants are expected to more than cover any monthly costs.

Progress Discussed at Gardner Redevelopment Authority Meeting
The Gardner Redevelopment Authority met on August 21, 2024 regarding Urban Renewal Plan including Downtown Gardner and the Mill Street Corridor. Listen on any device. CLICK PLAY
Rear Main Street Project: The bid will be opened towards the end of August regarding the multi-million dollar Rear Main Street Project. Construction will be starting this Fall to include a large oval-shaped parking lot with about 100 public parking spaces and a large oval park in between. There will be a patio area with a water feature. The electrical infrastructure will be underground.
Mill Street Corridor: The cap on the former Garbose Metal site was recently checked. A new real estate broker was recently hired and the intent is to market the properly heavily. Trevor Beauregard told us that the property is currently zoned for industrial use. An opportunity awaits some business owner.

Hotline featured Gardner Mayor Michael Nicholson who reminded residents about the weed removal taking place in the Downtown area and upcoming street sweeping. The Mayor spoke about the progress of the monthly Farmers Market which had 850 attend last month and took place again on August 17th. Nicholson spoke of various events and openings. The Mayor was on live with remarks about services for the Reverend David Cote who served the City for decades.
Steve Wendell Commented Regarding Hotline and Today’s Show, thanking guests and listeners.
Hotline featured progress on the educational front with a segment outlining the agreement between Mount Wachusett Community College and Worcester Polytechnic Institute. Mount students can transfer to WPI. Hotline featured various individuals including administrators, educators, and students.
Hotline featured progress in the Chair City during a discussion with City Council President Elizabeth Kazinskas. Kazinskas reminded all that this is the first year that ARPA funding is gone but also stated, “We’ve done really well financially in the City, and we’re very lucky….People are looking at Gardner and say, well, they’ve managed their money well, so let’s give them a grant….in Gardner, we do a lot of grant work, we get a lot of grant money. It’s because we apply for it, we seek it out, and when we find something that’s a good fit, we pursue it responsibly…”
Hotline featured progress in the town of Hubbardston with a discussion concerning the proposal for purchasing 48 Gardner Road for eventual use as town offices, police, and fire. Gardner Has Rooming House for Sale – for $1 – So What’s the Catch?
The former rooming house is located at 94 Pleasant Street in Gardner, next to the Fidelity Bank parking lot and across the street from Gardner City Hall. An appraiser gave it an appraised value of $0 for two reasons: (1) Repairs needed on the property exceed its value (2) Cost to demolish the building exceeds the value of the lot.
If you’re very handy, perhaps you can make it work. You would submit the Request for Proposal. All of the RFP’s on this property will be reviewed. While the minimum bid is $1 due to the appraised value, approval would hinge on what you would do with the property. Gardner will approve whatever is deemed in the best interests of the City. So do you want your $1 Rooming House?

EPA Removal Action to Take Care of Dangerous PCBs at Temple Stuart
The factory has been inactive for years, but the chemicals known as PCBs at the site remained. The site located at 24 Holman Street in Baldwinville was targeted in the Spring of 2023 for cleanup and the short-term cleanup began in July 2024 under the supervision of the Massachusetts Department of Environment Protection. Goal of EPA is to help communities safely and sustainably redevelop once used commercial property.
About PCBs from the EPA: “PCBs belong to a broad family of man-made organic chemicals known as chlorinated hydrocarbons. PCBs were domestically manufactured from 1929 until manufacturing was banned in 1979. …Exposure to high levels of PCBs or exposure for long amounts of time may cause health effects. Health effects that hav been associated with exposure to PCBs includew acne-like skin conditions in adults and neurobehavioral and immunological changes in children. PCBs are known to cause cancer in animals.”

“This new policy replaces a patchwork of zoning regulations across the state with a uniform law that allows homeowners on single-family lots to add these small units without needing a special permit or variance unless they want to add more than one. Construction of ADUs is still subject to local building codes. The Healey-Driscoll Administration estimates that between 8,000 and 10,000 ADUs will be built across the state over the next five years due to passage of the law.”
Accessory Dwelling Units Allowed by Right Under New Law
The Affordable Homes Act has been signed by Governor Maura Healey. Intention is to build or save 65,000 homes through $5.1 billion in authorizations and 49 policy initiatives. More information, right here.
Part of the bill allows Accessory Dwelling Units under 900 square feet by right on single-family lots. According to the Press Release, “Often referred to as in-law apartments, accessory dwelling units can be attached or detached from a single-family home and often take shape as a basement or attic conversion, a cottage in a backyard or a bump-out addition to a home.“We spoke with State Representative Jonathan Zlotnik about the signing of the housing bill, ADU’s and the possibility of Tiny Housing Villages for the homeless. Some Highlights:
We spoke to Mayor Nicholson about the $925,000 in CDBG Grants which will fund the demolition of the School Street School and allow for expanded parking and recreation space. Balance will fund other programs. SEE SEPARATE ARTICLE.
Waterford Street School is now officially a building which can be used for any municipal use after signature from the Governor on a bill in the past week. Once City Council formally votes the building to be surplus, leases can be undertaken with tenants and the Community Center can really move forward. Roof to be replaced soon at no cost to the City as part of an agreement to put solar panels on the roof.
Ovila Case: Insurance adjusters came out July 21st and approved claim for playground equipment which was damaged by a storm. All equipment will be replaced by approximately October this year. City is also awaiting news on a grant to double the size.
Park Street Park getting positive feedback, is used for Yoga and also now the weekly Farmers Market
Maki Park is moving forward. Stairs have been installed first. Ramps will also be installed for ADA accessibility.
Baily Brook Park Disc Golf Course is underway. The Mayor stated, “We’re getting tons of great feedback on people saying that this is probably going to be one of the better disc golf courses that we have in North Central Massachusetts, if not in all of Worcester County.”
Capital Improvement Committee meeting again on July 31st because Gardner Elementary School is $8 million under budget. Suggestion is funds could be used for other school projects. This will allow Gardner to catch up on items which are needed but the budget has not allowed. Details to be announced.
Gardner has spent $50,000 on third party grants with a return of $25,000,000. SEE SEPARATE ARTICLE.

More on Waterford from Mayor Nicholson: “If you remember a couple months ago, in the February time frame, the city council voted to request that the state, through the state legislature, vote to authorize a change of use in the land, because the land that Waterford Street School was originally built on was originally purchased for the purpose of building a playground. And then shortly after that, in the 1950s, the legislature voted to allow the city to build a school on that land, but because the legislature voted at that time to allow that a building be built on that site for school purposes, we had to change that, because there’s no longer going to be a school at that point, as is evident, because we have the new Garden Elementary School. So now the law just says it can be used for general municipal purposes, so any way the city seems fit to be in the best interest of the city. That was signed into law by Governor Healey last week, and the city council, at their August 5th meeting, will be taking up a measure to formally declare the building surplus so that we can finally get the space leased out and our new community center launched off the ground.”

Larger market the third Saturday of the month at Waterford Community Center. —-Gas Line work taking place in the area near CVS. The Mayor stated, “Unitil is installing a new gas line in that area, so the road has been blocked for a couple days this week and may be impacted sometimes in the future, so we want to make sure that you are aware of that as traffic may be impeded from that for the next two or three weeks.”
Road Work: “Century Way will have their sidewalks completed on July 26th. Washington Street and Logan Street will be milled, which means the pavement will be ground down, on July 31st and August 1st, with the structures adjusted on August 5th through 7th, with the paving date of July 31st and August 1st. Additionally, work is going to be done over on Suffolk Lane in the Suffolk Industrial Park, beginning on Thursday, July 25th, going all the way through August 8th is when we think the last coat of pavement will be put on over at Suffolk Lane in the Industrial Park.”

Gardner MA City Council Meets for More than 5 Hours
The Gardner City Council heard a presentation from John Stefanini of BayState Racing LLC on July 23, 2024 regarding a proposed Horse Racetrack at 827 Green Street in Gardner. Following the presentation, the City Council took a non-binding straw vote which was a resounding 10 NOs to the project. A Public Hearing followed during which less than a handful of speakers expressed support while all the rest were opposed. Listen to the entire evening on any device, CLICK PLAY.
The Gardner City Council will meet again on August 5, 2024 at which time it could take a vote on the proposal or it could opt to take more time. In any case, with an overwhelming majority of the public opposed to the proposed Racetrack and virtually no City Council support, it appears the item could easily be headed for defeat.

The Gardner City Council holds an information session with a presentation by BayState Racing LLC at 6pm followed by a public hearing at 7:30pm. Signups to speak at the public hearing begin at 5:30pm. Speakers will be called in order of signup. If the public hearing goes past midnight, it will be adjourned to another date and time. Both sessions concern the proposed Horse Racing Track at 827 Green Street in Gardner.

Gardner Farmers Market draws almost 1000 people with 20 vendors
Erica Bosse advised us that the total count of attendees on Saturday, July 20, 2024 was 845. Total number of vendors was 20. Last market in June drew well over 750. According to Bosse, “Multiple vendors sold out or were nearly sold out both June market and today even with bringing more products.”
Erica Bosse released the following statement, “Neighbors who stopped by thanked us for having the event and we’re very happy with no complaints on traffic or parking or noise. A few vendors mentioned they have had record sales. Today we had many bring the senior coupons that were handed out at the SR center last week, as an approved market vendors who go through the training were eligible to accept and we had 3 vendors today who accepted.”
“We also have one HIP approved vendor and 3 SNAP vendors. Total revenue across the market is well over the $10k (rounding up) of the Grant we received from MDAR. We are doing great at keeping locally grown and raised food and craft right here in our community. The 3 picnic tables that MAKIs donated have been highly used throughout thr events while people rest or hang out and listen to music.”
“The farmers are showing up and the community for each other and it’s so great to see people getting out and seeing their neighbors and friends. One person who came up to me mentioned this was their first time exploring Gardner and they were incredibly impressed. The committee is putting a ton of volunteer time in and it’s showing. Next market is on Aug 17, followed by Sep 21. 9:30-1pm, 62 Waterford Street.”

Council President Elizabeth Kazinskas spoke about the upcoming public hearing on July 23, 2024 regarding the Racetrack issue. Everyone who shows up will be allowed to speak. People can sign up beginning at 5:30pm. Public Hearing begins at 7:30pm. At 6pm, the City Council in an informal meeting will get a presentation from BayState Racing LLC on the particulars of the proposal. A straw vote may be taken that night to get a sense of the Council, but no official vote will be taken and no decision will be made. First opportunity to vote on the matter will be at the regular meeting on Monday August 5th.

The Gardner Airport Commission had a lengthy meeting on July 17, 2024. Discussions revolved around a Runway Update, Master Plan Update, and Ramp Repaving. The Airport Manager presented information on Guard System Counts, gave a facility update, went over the budget, and reviewed certain policies and procedures. Listen to the meeting on any device. Currently there are 4 chapters of the Master Plan available for the public to view. There may be as many as approximately 3 more chapters when the plan is complete. Unclear when more material will be available online for the public to see.

Mayor Nicholson stated, “Senator Markey came to tour the downtown, visited with the owners of Bria Coffee and toured their future site over at 25 Main Street. Construction is starting to move along there, too. They’ll be getting their demolition of the interior soon and start their build out of the inside. The Senator then joined us through a walk of the downtown to talk about some of the different projects that are planned through the downtown area that we’ve received Federal funding for….”
The Mayor spoke of the vinyl wraps going around the trash cans in the Downtown. Some of the vinyl is backordered so the rest will be covered by the end of the summer when received. — The front nine of the new Disc Golf Course at Bailey Brook Park has been completed. —

The Montachusett Regional Transit Authority, MART, is proposing to amend Gardner’s bus routes to shorten the full loop time from about 1 hour 10 minutes to approximately 35 to 40 minutes.

These updates are sure to make things easier for our residents and will cut down commute times in half. Come provide your input on the changes, MART’s services, and learn about ways to get around Gardner though our public bus system.”
How Would This Be Accomplished?
Current Routes 1 and 2 would be split in half and a NEW north loop and NEW south loop would be created.
Public Input Needed First
In order for such change to occur, a public meeting must first be held to obtain public input. That public meeting regarding proposed service changes will be held July 10, 2024 from 6pm to 7pm at the Gardner City Hall Council Chamber, 95 Pleasant Street, Gardner.

Some details about the $3.5 billion Economic Development Bill
$500 million for the Massachusetts Life Sciences Center to provide grants and loans in order to grow the life sciences industry in Massachusetts —- $400 million for MassWorks public infrastructure grants to cities and towns —- $250 million for the Mass Impact grant program to support large transformational projects that drive economic growth —– $200 million for the Clean Energy Center to support the research and commercialization of climate technology across the state —-$200 million for the Massachusetts clean energy technology center to invest in research, and in the implementation of offshore wind infrastructure —- $150 million for grants for cities and towns for approved library projects —- $100 million for Municipal Financial Assistance Grants to municipal entities to assist them with workforce development —- $100 million for Applied AI Hub Capital grant program to support the adoption and application of AI technology in the state’s tech sectors —- $100 million for the Rural Development Program to provide financial assistance to exclusively rural areas with the goal of economic development —- $100 million for the Seaport Economic Council Grant program for municipalities for the construction or repair of coastal assets that have the potential to stimulate economic growth —-Includes new policy regarding the Economic Development Incentive Program (EDIP) and Tax Credit. The bill requires the director of the Massachusetts Office of Business Development (MOBD) to administer the EDIP in consultation with the Secretary of the Executive Office of Economic Development (EOED) and the Economic Assistance Coordinating Council (EACC)
Some details about the act relative to tax lien procedures and protections for property owners
The bill secures the rights of property owners to reclaim any excess equity to which they are entitled after all taxes are repaid to the municipalities following a tax foreclosure. It additionally substantially increases required notifications and other protections for property owners throughout the foreclosure —- Requires that a detailed accounting be taken following a foreclosure in a tax taking of the excess equity that is available —- Any excess equity taken must be returned to the former owner within 60 days —- Allows for retroactive claims for excess equity from May 25, 2023 until date of passage —- Updates notice requirements where the subject property is residential —- Allows former owners to have the opportunity to file a claim in Superior Court if there is a dispute on the amount of excess equity owed —- Increases the maximum length for repayment agreements for owed taxes from five, to 10 years—- Decreases the amount for a down payment for the repayment agreements from 25% to 10%
Some Details About the Montachusett Veterans Outreach Center Winchendon Housing Project
The Montachusett Veterans Outreach Center (MVOC) acquired the vacant Streeter and Poland School buildings in Winchendon to repurpose into low-income apartments for veterans. The project will ultimately repurpose the school buildings into 44 single resident apartments dedicated to veterans housing. The 44 one-bedroom units will provide much needed housing for low-income veterans in the area who find themselves at risk of homelessness. These units also will offer a stable place to live for veterans to receive assistance for substance use disorder, job searches, or other issues they may be facing. MVOC will also provide residents with case management, assistance with finding employment, assistance with benefits, and other assistance programs. In addition to veterans housing, there are plans for including activity areas that are furnished with equipment and for resident use. Additionally, there will be a brand new courtyard, as well as several recreation areas, a grill area, and raised beds for gardening on the site. Representative Zlotnik helped secure roughly $25 million in funding from the State to cover almost all of the costs for this development. The Maki Park on Parker Street has continued construction. Seen now are stairways which will lead visitors to various tiers of this so called pocket park. When complete, the location will allow for seating, cornhole game play, and a bandstand.

Gardner’s 239th Birthday was celebrated on June 29, 2024 with food, music, and vendors at both the PACC and the Lithuanian Club.
Fireworks lit up the evening sky just after 9pm and hundreds of people enjoyed the show.\
This was the second weekend in a row that Gardner celebrated its birthday. The weekend before was Small Business Saturday with a large event in Downtown Gardner.
Gardner was settled in 1764, became a town in 1785, and became a City in 1923. It now enters its 240th year as an incorporated entity.

Text of an Information Release by GAAMHA 6-17-24
GAAMHA is in the preliminary stages of a potential opportunity that would involve the sale of our property located at 827 Green St. Please understand that this is a complicated transaction with many contingencies and regulatory processes. In the interest of transparency with our stakeholders and keeping the community discussion based on factual information, we would like to share the following.
1. GAAMHA operates two programs at the 827 Green St location. The Carl E. Dahl House is a 16-bed Co-Occurring Enhanced Residential Recovery Home for adult men diagnosed with substance use and mental health disorders. ROOTS at Evergreen Grove is an outpatient program for young people ages 12-24 seeking support for challenges related to mental health and substance use. The success of these unique programs has created an overwhelming demand for expanded services.
2. GAAMHA is in the preliminary stages of a potential opportunity that would involve the sale of our current farm, but only if we are able to relocate to another nearby property and build larger facilities for both Dahl House and ROOTS allowing us to expand capacity.
3. GAAMHA exists to create a world where people can get help when they ask for it, no matter who they are. This mission is what drives our decision making and is our singular interest in this matter.
4. If for any reason this deal does not materialize, we will continue our work at the current location, and continue to redefine what community support should look like.
5. GAAMHA is a 501(c)3 non-profit organization and our sole purpose is the fulfillment of our mission. This real estate transaction is not an endorsement of any future use for the land. GAAMHA cares deeply about the trust placed in us by the communities we serve. We will continue to work with persistence to uphold the high standard of service and integrity that GAAMHA is known for.

Horse Racing Track a Possibility Again in Gardner MA
Bay State Racing LLC has entered into a contingent Purchase and Sale Agreement with GAAMHA, Inc. for 114.7 acres of land at 827 Green Street in Gardner. “Baystate wishes to locate and operate an Equine Center providing for the breeding, housing, riding, showing, studying, treatment, training, retirement, and racing of horses and other equestrian and agricultural related uses, which also includes wagering on live and simulcast horse racing as authorized by Massachusetts General Laws…” In other words, it would be a horse racing track. An extensive amount of information is provided in the packet and agenda for the Gardner City Council meeting on June 17, 2024. CLICK HERE for 472 page pdf..
The Purchase
GAAMHA would receive payment of $1,675,000 plus a multi-million dollar donation to their organization to facilitate the construction of a larger farm program. The agreement with Bay State Racing LLC would also lease back the current facilities to GAAMHA for free for an initial 12 month period. Transaction is subject to layout approvals from Conservation Commission and the Planning Board on the local level and the Massachusetts Gaming Commission with regard to the gaming license.
According to Mayor Nicholson, “Since the General Laws of the Commonwealth exempt this use from Zoning – negating any requirements for special permits, zoning relief, approval hearings before the Planning Board of Zoning Board of Appeals, etc. – the only real authority that the Executive Branch agencies, departments, or commissions can do is regulate the layout of the facility, but not its existence in the City.” The Mayor also stated, “while the General Laws prohibit the City from placing any conditions on the approval to race at the site, the Gaming Commission has full authority to issue any conditions, regulations, restrictions, etc. that they choose to, based on the input and evidence received at their public hearing.”
Projected Revenue
Bay State Park Projected revenue to the City would be about a half million dollars per year. According to Bay State, approximately 25 full-time jobs would be created. The City Council will initially take up the matter at its June 17, 2024 meeting and may choose to schedule a public hearing which possibly may be June 27, 2024.
Public Outcry Last Year – Will it Affect Decision of City Council?
Last year when a parcel of land was identified by Bay State Racing LLC as being of interest if it was suitable for a commercial purpose, there was substantial public outcry. It is possible that if the matter was put to a vote it would be defeated resoundingly, although such a vote is not contemplated. It is unclear if the Gardner City Council will summarily vote down the proposal based on the previous perception and/or knowledge of overwhelming public opposition, or if it will vote in favor placing heavy consideration on the large amount of revenue potential for the City and the current desire for new revenue sources to keep property taxes as low as possible. The City Council Packet contains an extensive marketing pitch by Bay State Racing LLC.
Opposition in 1950’s Overwhelming
In the 1950’s, the issue was opposed by 67% of voters who cast ballots in a November 1955 election, even though according to the law just like today, the will of the voters would not come in to play. The Gardner City Council and Mayor make the decision. More detail is below on what happened at the time.
This has Happened Before in 1950s
According to current City Solicitor John Flick, a racetrack was proposed on the identical site by Gardner Raceway Inc. in December 1954. The Mayor did not approve the City Council vote at the time. The City Solicitor at the time wrote an opinion to the City Council that only the City Council and Mayor could make the decision and could not pass it on to the voters. However, in spite of this opinion, The Gardner City Council at the time voted 8 to 2 to place the question on the ballot at the next regular City election. Of 10,082 registered voters, 2,185 voted in favor of the measure and 5,609 voted against. 587 people did not vote either way. A total of 8381 people appeared at the election to cast ballots. Opposition was 67%.
Specifics on Opposition at the Time – 70 years ago
At the time only 1 out of 18 members of the Board of Directors of the Chamber of Commerce were in favor of the track. 15 were opposed. 2 had no opinion. A survey was conducted by Forrest C. Knight of the Mercantile Division in the square, “and they certainly do not want a race track here.” Chris Watkins, the Chairman of Simplex Time Recorder at the time “pointed all fully to you all the sordid evils that will come with a race track in Gardner. Let us face our facts honestly, raise our money legitimately. Let us have a good clean community in Gardner now and in the future.” Richard N. Greenwood, President of the Heywood-Wakefield Company stated he was against it and that it was unfortunate form the view of the welfare of the City of Gardner to have a race track located in the City of Gardner. Howard Ferguson, Chairman of the Mayor’s Industrial Committee and President of the Gardner Trust Company stated he knew about horse racing and dog racing, it was a lot of grief and we want no part of it.
John Flick: The Past Has No Bearing on Current Options
City Solicitor Flick states that the vote of November 8, 1955 has no binding effect on the current Council and Mayor. He also indicated that it is within the jurisdiction of the City Council to vote on whether or not there would be a public hearing on the matter and whether 827 Green Street is an appropriate location for horse racing. PACC – City of Gardner – Fireworks on Kendall Pond
The 2nd weekend of celebration for Gardner’s 239th birthday will be Saturday June 29th (rain date Sunday, June 30th)
The Fireworks show begins just after dusk. Fireworks are lit over Kendall Pond. Last year parking was not allowed on Route 2A.
There’s a full day of fun activities with Food Trucks and a Vendor Fair at the PACC. The Cornhole Tournament starts at noon. Musical Entertainment is Point the Finger from 1 to 5pm and Maximum Recoil from 6-10pm.
Regarding the Cornhole Tournament – according to the PACC, “To get the day started we have a set teams tournament (social and competitive divisions), $50 per team, with 4 round robin games into a multiple tier double elimination tournament, and tiers to be determined by wins and points. The payout will be 80%, mini trophy boards to the top first place team and cash payout.”

Templeton MA Rotary Project Pulls Ahead of Gardner
Templeton MA has announced major progress in its rotary project on May 14, 2024 as shown in the visual from the Templeton PD which posted, “TRAFFIC PATTERN CHANGE 05/14/2024 After two days of paving, the East Templeton Rotary Project has started to take form and will begin to enter the next phase of the project. Please note the layout, and traffic directions moving forward. Gardner Road (Route 101) will remained closed. Thank you!“
Completion of the Rotary Project in Gardner is expected to be this Fall.
Meanwhile, in Gardner, the work continues. Shown at right is construction and the concept illustration of what the finished project will look like.

Two years from now, it is expected the replacement of these structures will be well underway. They will not be taken down until new structures are put up to avoid any disruption in electric service.
Gardner MA Transmission Lines Await Replacement – Electrical Grid to be Upgraded
It’s hard to tell from the photos, but these structures are more than a century old. In fact, the electric grid across the United States is badly in need of upgrades because of age and the need for increased capacity to meet this century’s needs.
As we wrote in August 2023, “In 1909, the 69 kilovolt transmission lines were constructed and materials were brought in at the time by horse and buggy. Today, modern equipment will be used to bring this part of the grid up to date before there are problems due to the aging system.” Previous article, CLICK HERE.
Public Comment hearings were held in April 2024: The Commonwealth of Massachusetts Energy Facilities Siting Board hosted three hybrid public comment hearings for the A1/B2 Asset Condition Refurbishment Project. The hearings were held on different dates at the Athol Public Library, Mount Wachusett Community College, and Fitchburg State University.
Project progress: The A1/B2 ACR project team is continuing the permitting process and preparation for forestry work was done over the winter. Tree work began in March 2024 on the New Hampshire portion with Vermont and Massachusetts tree work and access road work to be done later. Massachusetts construction is expected to begin next Fall pending permit approvals. Actual line work is expected to begin in 2026. Bottom Line: This will take some time to complete. This 61 mile project originates in Vernon, Vermont, travels through Hinsdale and Winchester, New Hampshire then continues through a number of towns within Northern Massachusetts including, Warwick, Royalston, Winchendon, Gardner, Westminster, Fitchburg, Leominster, and Sterling.
Coming off the mainline, this project also includes the Athol Tap and the Crystal Lake Tap. The Athol Tap runs from Royalston Substation to Chestnut Hill Ave Substation in Athol, Massachusetts. The Crystal Lake Tap runs from Gardner Switching Station to Crystal Lake Substation in Gardner, Massachusetts.

Beautification of Gardner is Underway – Difference is Easily Apparent
Top view is the fencing obscuring land which became the Park Street Park. Originally an electrical substation, the substation was abandoned in favor of another site, but the fence and barbed wire remained. Gardner Mayor Nicholson proposed the expenditure of $260k and got approval from the Gardner City Council to literally change the landscape.
Now, the beautiful view of Crystal Lake greets visitors and residents alike at Park Street Park. The beautification of Gardner is underway and the difference is easily apparent. Dozens of additional parking spaces are now available for events at Monument Park. And, Monument Park itself was upgraded with ADA compliant sidewalks and more.

Construction Fencing Goes Up Around what will be Maki Park
From a grassy field of green at the location of the torn-down Maki Building to the promise of a new Maki Park in the near future, the next step was taken this week as temporary construction fencing surrounds the rectangular area.
The Concept Drawing shows a three-tier terraced park with each section fulfilling different recreational needs including plans for a Bandstand and cornhole play. Because the land is at more than a 15 degree angle, it could not be left flat due to ADA requirements.
More than one year ago, the Gardner City Council allocated almost $200,000 for the project. Another part of the plan is to put in electricity which would allow for electric vehicle charging in the nearby parking lot.

Gardner Airport Commission Holds Wingy Meeting

Some of the matters which came up at the meeting included: MassDOT offered to do a reconstruction of the main apron…”there’s no local share, no cost to the airport, no cost to the city.” Underruns from the runway project will be used to fund the AT&T survey. Fence repairs will be done by Rainmaker.
Various other aspects of ongoing airport work were discussed including requirements of the FAA with respect to the Gardner Airport Master Plan.
Recommendation was to maintain the runway length of 3,000 feet. It was stated that 3,400 feet is approximate for small aircraft. However, it was stated, “Just really achieving what you would need to achieve between actual pavement, runway safety areas, acquisition of easements, airspace easements, tree clearing, everything that would go along with that. There’s a lot of terrain issues already, you know, as far as instructions are concerned. So, it just, you know, it just doesn’t seem like feasible. It doesn’t seem feasible to recommend adding runway length.” Many other items related to the airport were discussed at the lengthy meeting.

Disc Golf Growing in Popularity Throughout the Commonwealth of MA – now at Bailey Brook Park
Gardner’s Bailey Brook Disc Golf Course is under construction and is described on Udisc.com as eventually having 8(9) holes. Gardner Firefighter Benjamin Tucker has uploaded photos of his projected design layout The complete layout is profiled here:
As the map in the graphic shows, Disc Golf is growing in popularity throughout the entire state. Darker pushpins are existing and lighter pushpins are courses under construction. So how do you play Disc Golf and what are the rules? DGA which claims to be the first in Disc Golf has a list of game Objectives and Disc Golf Rules. CLICK HERE.
There are some course protocols to know about such as remaining quiet while others are throwing and standing behind the player who is throwing. And just like regular golf, you should sometimes allow faster groups to play through. The course at Bailey Brook Park should be completed in plenty of time for many to enjoy it this Summer and Fall.

Gardner’s Outdoor Amenities: Mayor Nicholson spoke of the Bike Trail, Dunn Park, different parks and playgrounds, and walking trails. He announced that the disc golf at Bailey Brook Park has a couple pins in. The Mayor let everyone know that an insurance claim was filed after a tree fell on $75,000 worth of new playground equipment at Ovila Case. “It is something that’s on our radar to try to fix as quickly as those claims go through…”
Construction Begins: Beginning Monday April 29th construction resumes at Uptown Rotary. “Right now, it looks like traffic will be diverted down Cherry Street from Pearl Street into Central Street.“

Monument Park Summer Concert Series Back for 2024
The Gardner Bandstand Committee met at 3pm on April 25, 2024 to finalize the 2024 Gardner Summer Concert Series at Monument Park. Gardner Magazine has received a preliminary list which was released prior to the meeting. However, with the first concert slated to be on June 22nd, we will wait to publish the list until it is finalized and confirmed.

The 2023 Concert Series was successful due to the positive reception to the quality of the performances and to the cooperation of Mother Nature who provided good weather on some occasions. We will also be publishing the schedule of the Lithuanian Outing Association and the PACC.
Meeting of April 25, 2024 Details
Gardner Magazine got an inside look at the hard work put in by the Bandstand Committee. For those attending the fabulous Summer Concerts, its a FREE concert. For the Bandstand Committee, the reality is a juggling of funds and the search for sponsors and donations to make each year’s series of concerts happen. Sponsors are always welcome. Donations are always welcome. The deadline to get sponsor info to the printer is sometime in May so there’s still time to come on board. The meeting opened with a discussion of the artist, Mr. Fontaine who was asking for more money. First year was 800, last year was 1200, and the request was for 3500 for this year. The committee decided to go with Holdin’ Back the 60’s which has offered to do the same date for $599. Members of the committee discussed the status of various sponsors. It is very clear that sponsor support and donations are crucial. As one of the committee members stated, “I think what people don’t realize is, you know, the city doesn’t…Well, no. The city doesn’t supply any money. The city doesn’t give us anything. We have to do this on sponsors.” Donations and sponsorships are critical as bands keep raising prices.

There was no pot of gold at the end of the rainbow, but there was beauty in the sky on April 18, 2024 in Gardner MA as a beautiful rainbow was observed by many from different vantage points. Marion Knoll captured an image in South Gardner. Jezrielle Grace captured a photo near Aldi. And a photo captured by a member of the Lehoux Family showed the rainbow over houses. It was a gift from Mother Nature – a beautiful rainbow. And it happened on one day in Gardner MA.

State Representative Jonathan Zlotnik Snapped a Fishy Picture in Gardner MA
Gardner Magazine grabbed a screenshot from Zlotnik’s short video to show the trout flowing into Kendall Pond. Zlotnik stated, “After a few year hiatus, it only took about 15 seconds for 300 trout to move into Kendall Pond. Thanks to Massachusetts Division of Fisheries & Wildlife for working with us to make this happen. Special thanks to Lizzy Kazinskas for her work to get the public dock for the City that allows for greater access and also gave me the perfect angle for this video!”
The State of Massachusetts has a website with details on where and when it stocks trout. Many areas of note on the list include Middle and West Branch of the Swift River in New Salem, Otter River in Gardner and Templeton, East Branch Ware River in Hubbardston, Princeton and Rutland, Stillwater River in Princeton, Dunn Pond in Gardner, Ware and Prince River in Barre, Parkers Brook in Oakham, at least 5 locations in Ashby, Asnacomet Pond in Hubbardston, Long Pond in Rutland, and the list goes on. MassWildlife will stock about 455,000 trout this spring.

With almost 6 decades being open Sundays from April to November, Rietta Flea market opened for the season on Sunday April 14, 2024.

The Quake Was Felt In Massachusetts on April 5, 2024
The epicenter was in New Jersey miles underneath the earth, but the quake was felt in the State of MA. The USGS has more interesting info, CLICK HERE.
There is a strong likelihood of aftershocks, but only a small chance of them being very strong. Click image for larger view.
According to the USGS, New York City was damaged in 1737 and 1884 from earthquakes. Moderately damaging earthquakes can be expected twice a century. Typically a magnitude 4.0 earthquake in the Eastern U.S. can be felt about 60 miles away. Step that up to a 5.5, and people will feel it about 300 miles from where it occurred with a possible 25 mile radius of damage.

Gardner City Council Gets New Council President For 1 Meeting

While many items were referred to committees there were some big wins on items put forth by Mayor Michael Nicholson affecting Waterford, Cyber Security, and future grants.
A measure to formally change the status of the usage of the Waterford Street School was approved. The lead up to this has been an ongoing process of properly surveying the land and dividing it so that Wilder Field can continue and the Waterford Street School building can be used as a Community Center. Without the formal designation, any tenants such as Growing Places have month to month licensing agreements. Once status changes, long-term lease agreements can be entered into with the various tenants. This is the last step in a process which began in the fall of 2022 when the School Committee formally voted for the change in use.
The Cyber Security request of $77,000 passed. This buys a storage appliance and a 3 year service agreement designed to keep the City of Gardner more secure.
Also approved: $49,000 for a 7 month grant writing contract with another 3rd party who will work on securing Federal grants. City of Gardner has obtained $2.7 million thus far on an investment of $25,000 out of $60,000 allocated for a 3rd party grant writer.

- Crystal Lake (3/30/2024)
Crystal Lake Dike is Repaired – the Before and After
Repairs were completed on Thursday, March 14, 2024 after it was noted that several feet of the dike that holds back water from Crystal Lake had eroded away. The apparent cause: High winds creating waves in the lake. In addition, the actual water level was high due to recent rain, melting and thawing, and improvements in the City’s water system.
Various measures were employed to reduce the water level in Crystal Lake so that flooding was no longer a concern and the rip-rap stones seen in the AFTER photo were installed to stabilize the dike. All of this was done in consultation with the City’s Conservation Agent, the Department of Conservation and Recreation, and the City’s contracted dam inspectors. Coincidentally, a dam inspection report from 10 years ago had recommended the specific action taken in the event of this exact circumstance.

Season of Golf to Begin in Gardner MA at Municipal Golf Course

There was a discussion of promoting the Veterans Discount at the Golf Course through a free program.
The computer system is ready to go. Staff has been training on it. It is cloud-based. There was a discussion on when the Golf Course will open. “We’re going to see next week if we can get people walking around….It will be way too wet for golf carts.” They will try next week to see if they can roll some greens.
Right now, receipts are $515,000 and expenses are $725,000 so Golf Course is in the red. However, “As memberships pick up and the golf course opens, that should turn around.”

Council President Kazinskas stated, “The Community Development Block Grant, or CDBG Program, provides funding and technical support for projects that achieve the city’s development objectives while principally benefiting low- and moderate-income persons and or addressing slum and blight conditions. Funding for the CDBG Program is provided by the U.S. Department of Housing and Urban Development under the guidelines of Title I of the Housing and Community Development Act of 1974, as amended.”
Director Trevor Beauregard responded by describing some funding being held up by the need for an environmental review and indicated that his Department did respond to an audit for the 2021 grant. Hear his opening comment, CLICK PLAY

Gardner City Council Meets on CDBG Grants and Goes over Issues
Various State Reviews of prior year CDBG Grants are taking place and Director of Development and Planning Trevor Beauregard was on hand to answer Councilor questions. Councilor George Tyros (the City Council designee to the Steering Committee) had requested the meeting to review the City’s management of the Community Development Block Grant Program. Councilor Tyros stated, “In preparation for the first CDBG meeting of this year, I reached out to the Director in February to request an update on previous block grant projects, specifically the demolition of the Greenwood indoor pool, construction of a new pavilion in its place, and the construction of Maki Park downtown. The Director informed me that the Block Grant 2022-2023 funds have not yet been released, so no project could be initiated. And in a follow-up question, he informed me that all work related to the Block Grant 2022-2023 grant would need to be completed by the Assistant Director after he starts. The reason why we’re here this evening is because at that meeting, the Director shared with me and the committee that as a part of regular monitoring and review by the State of the program, issues were found in the administration of both construction and public social services aspects of the Block Grant program. Issues that, as I’ve said before, are not detrimental, but are holding up funding for important projects and opportunities that we have to action on if we want to continue moving Gardner in the right direction and keep this important funding.” Tyros stated his objective was to have a discussion about the challenges being faced, to make sure changes are being made, and to prevent future issues that could threaten the source of funding. We reached out for further comment to a number of people and Councilor Judy Mack responded, “The grant audit list of errors is a direct result of someone not doing their job of which they were responsible for which was why I said it was a gross negligence on the person who was responsible.”

Gardner MA Public Service Committee Gains Intel on City Progress
Chair Councilor Paul Tassone along with Councilor George Tyros and Councilor Thibeault-Munoz met on March 25, 2024. Listen to the meeting on any device, CLICK PLAY.
Chair Paul Tassone recounted a Zoning problem and is asking that a committee or something be put together to study it. Tassone spoke to a business which is zoned commercial 2 but was erroneously told he was in industrial 2 due to a defect in the Zoning database. City Engineer Rob Oliva stated, “So historically, the GIS survey department has maintained the zoning map. And for some reason, the zoning change had been made. Everybody started looking at the zoning map. It didn’t reflect the change that was made back in the early 2000s at this particular site. When the building department started looking into it, they were having trouble finding the vote of the city council on the issue. So it kind of compounded. But long story short, it was found. Everybody agreed it zoned correctly. The zoning map just never got changed.“
DPW Director Dane Arnold informed about several old pieces of equipment which need to be declared surplus to “at least recoup some of the money.” Arnold reported on staffing and the effect on the last storm, “We have 12 vacancies in the entire DPW, including two retirees that will be retired by the end of this month. On top of that, we have one on medical leave and one on the Family Medical Leave Act, so that leaves us with 14 vacancies currently that we had over the weekend in this last storm. There were seven routes that didn’t have anyone in it, so that just means our guys worked one and a half times longer to get out to cover these routes.” The Director reported that they had received offers from both unions, “hopefully if the salaries increase, we can get some more employees in here.”
Bid was opened last Thursday regarding the transmission line for the water main. Low bid was almost $1,065,000, “anything over $1 million, we’re going to have to pay out of the water enterprise account.” Director Arnold spoke of various paving plans.” I can only authorize for the water department what was excavated up. Obviously, I’m going to talk to the mayor and see if we can incorporate not only James but Highland and Reservoir and just try to get the whole neighborhood together. So I’ll put together a proposal, and hopefully we can get funding for it. We are looking at, the mayor and I, we’ve put together what we’re going to be paving as far as when that rotary project is done, Elm Street, Green Street, Pearl Street, and see what it’s going to cost. We’re also thinking about trying to tie in Chestnut Street, if we can afford it. So we are looking at doing that when that project is done.So that transmission line, we’re hoping to get started probably late June to July and get it wrapped up either by fall or spring of next year.” Regarding the James Street Pump Station, “On top of that, we have been verbally told that we have received a grant for the James Street pump station, which is up on top of the hill. That pumps water from the tanks over to the elevated storage tank, which is on the other side of 140, which feeds the elevated system. That plan has only been touched since the 80s, so we’re looking at like a million and a half bucks to upgrade that plant as well. Grant for Summit Pumps: We’re also looking for a grant for the Summit pumps, which is a sewer pump station, which is down in Industrial Park off of Suffolk Lane. We’ve been receiving more and more flow from Ashburnham to the point where the pumps actually need to be upgraded, so we’ve asked for a grant to redo that pump station, which I think is 1989, 1986, somewhere in that year. So hopefully we can get grants for that.” The Director stated that any disruptions to service would be several hours when they do that. Regarding a possible Wastewater Plant upgrade, “The other thing we’re looking at is we have to do another upgrade at the wastewater plant, which we have, again, been talking about for years. We’re working on a scope and a project cost. We’re looking at the sewer rates and what we can afford, and it’s somewhere in the $4 million range that we can afford to do down there. A lot of the mechanisms on the tanks, those large tanks.”
DPW Director Dane Arnold also spoke of progress with the Disc Golf Course going up off of Leo Drive. He spoke of the planter built twice at Monument Park – the first one lasted 16 hours before a motor vehicle had an accident and drove right through it. “Fortunately, no one was up there working on it at the time.” The whole thing was built again the next day.
City Engineer Rob Oliva reported that the Uptown Rotary Project is slated to start back up in the middle of April with a fall finish date. Regarding the Sludge Landfill Project: “The sludge landfill project, we’re still moving forward with that. Our consultant is still working on it. We recently met with a consultant and state officials from DEP and the Executive Office of Environmental Affairs regarding our upcoming submittal to MEPA for our draft environmental impact report. As part of that, they recommended we have some public outreach, so there was some discussion on how to do that and what would work. So our consultant’s putting together a plan for our public outreach to have MEPA review and say, yes, this is what we’re looking for. So we’ll keep you updated on that. At some point, we’ll have some sort of public meeting to discuss the project.” Regarding Flood Control, ” South Gardner Flood Control Project sees an annual inspection from the Army Corps of Engineers. They’re coming April 3rd to do that, so I’ll go out with them. We drive to all the sites. They do their inspections and produce a report every year.”
Conservation Agent Doug Dillon reported on the dam, ” At one of my meetings, I had received some concerns from the commission members, you know, regarding the condition of the dam, so I reached out to the Office of Dam Safety and they sent out an engineer to view the area, you know, as far as the rain this month. They noted no change in condition from the last report, which I think was April, May of 23. So, you know, for the time being, it’s stable, I guess.” On the North Central Trail Connector, “which is going to be running, you know, along Crystal Lake and connecting to the old rail bed. Some of the concerns that I have with that was the wetland area crossing with a culvert that holds a wetland replication area. And I’ve been working with the applicant, which is the city, and their consultant, Ty Vaughn, to hopefully, you know, create a resilient and worthy project of, you know, the funds it’s receiving and the people that will be using it.” Dillon indicated it would be a pretty substantial project as it will be 10 to 12 feet wide with an additional 5 feet cleared out at the sides.

Report: Research Finds at Least 4 Successful Examples of Tiny House Villages for Homeless
The Concept is to provide a small shelter to a homeless person with other needed services on-site. There might be 20 or more such tiny shelters on the same parcel of land. We found 4 successful examples from Oregon, Washington, and Texas – links are included below. With appropriate zoning, this could be done on City or town-owned property of as little as 1 acre in size which could be leased to a non-profit for a nominal $1 a year. In the links below, you will be able to read in detail about what has worked, what associated services are provided to help with some of the challenges the homeless face, and what details are involved. The pending MA housing bill and other grant opportunities might provide startup funding.

Gardner’s No Nonsense Councilor Is “No Boloney Tassone“
We spoke with Gardner MA City Councilor Paul Tassone on March 24, 2023 and again on March 24, 2024. We’re calling our conversation, the “No Boloney Tassone” Interview. Listen on any device, CLICK PLAY.
The Councilor filled an unexpired term and is now serving a full 2 year term after being re-elected in November 2023. We asked about improvements in the past year and Tassone responded, “We’ve done quite a bit of infrastructure work with the roads and sidewalks. And coming this summer, we’ll be doing more work both on Reagan, Moran, and I believe Greenwood. And there’s several other streets that we’ll be working on.”
Councilor Tassone is earning the trust of his ward through some hard work. “I’ve had the honor of speaking with many of the residents in Ward 3, whether it be about trees being dead or being removed on their particular street or whether or not, they’re having issues from a property perspective. I’ve made house visits. I’ve listened to what people had to say. Anytime someone gives me a call on the phone, I answer the call. And I’m always good to follow up and follow through.”
No Boloney: Tassone stated he’s had fairly good success in working with City Departments including DPW, Building, or Health. “I am a straight shooter, Werner, 100%. What comes out of my mouth is I’m going to come straight at it and I’m going to get to the bottom of it.” We asked, “Is that why some constituents are calling you No Boloney Tassone?” and the Councilor said, ” I love it, from time to time, I guess that’s OK.”
Tassone complimented the Mayor on his transparency. He understands why a new salt shed was needed, but wants the City Council to do its due diligence to get the money back in to the stabilization account. Tassone also complimented the City Council President on the job she does.
Regarding Downtown Gardner: “It’s very easy to drive through the downtown and see the major improvements that we’ve done to our downtown and much more to come with rear Main Street as well. Businesses continue to open up housing, rental housing available in the downtown area. More prevalent now than in years past. Millions of dollars have been spent in our downtown to improve the look, the feel, and the overall community, to be quite honest with you, I’m proud of what I see moving forward and moving in the downtown area.”

He concluded, “I would just say I appreciate my constituents in Ward 3 having confidence in me, and voting me in for two more years this past November. I do appreciate that. I’m going to continue to work hard, and we’ll continue to see Gardner improve over the next year. I’m sure we’ll talk before then, Werner, but I think we will have even more exciting things happening in the next year, for sure.”

DPW Dane Arnold on the Main water line to be replaced – first installed 136 years ago!
Main Water Pipe Project to Start After Bids Opened, Pumps Next
Gardner MA DPW Director Dane Arnold provided us with more detail on the badly needed $1 million main water line. “We open the Bid today at 1: pm. It will consist of a new 16” Cement Lined Ductile Iron Pipe to run from Crystal Lake Treatment Facility up to the Tanks up on Reservoir Hill. This line will replace a 16” line that was installed in 1888 and a portion in 1903! Construction should commence this summer and be completed by spring 2025. The City applied for and received $1 million in Grant Funds. Any additional funds to offset the cost of the project will need to come from the Water Enterprise Fund which I would need Mayor and Council approval for once we know the bid cost of the project.” Recently, the City of Gardner was also awarded a grant for new pumps at James Street – over $900k.
Arnold says he has really enjoyed working for the City of Gardner for almost 23 years: “and think we have accomplished a lot, but more is to come. I couldn’t do any of it without the great crew we have at the DPW. They are the best in the State, and I mean every word of that. They are the most dedicated and committed group and I am blessed to work with them every day. From the foremen, the crew, and the clerical staff , Gardner is very lucky to have them and so am I.”

Progress in Downtown Gardner – Interview with Jon Bombaci on March 18, 2024
We had the honor of speaking with Jon Bombaci of Candor Realty on March 18, 2024. The reason was some big news happening in the Bull Nose Building at 25 Main Street, the arrival this summer or fall of a brand new Coffee Shop, Restaurant, and Bakery. It will be the third location for Brilla who currently operate in Holden and Northborough. The spot will be about 3500 – 4000 square feet upon completion is planned to be by October or sooner. Bombaci stated, “They’re a great, great established coffee shop, but they’re going to be launching a full-scale restaurant in the building, complete with a whole bunch of other things that they’re experimenting with down in their Holden location. So we’re excited…. so I think they’re going to go from breakfast all the way through dinner. They’re planning to serve alcohol. They’re planning to kind of be open for whatever it is you want, and having a changing menu from breakfast, lunch, to dinner. They’re already experimenting with this in Holden, and they found some success at it, and so we’re kind of looking forward to helping them launch full service, three meals a day type of a space.”
Other plans for the 25 Main Street building include setting aside 800 square feet for Candor Realty offices. The second and third floor are going to be apartments with a total of 14 units of mostly two bedroom units. Press Release from Candor Realty regarding Brilla.
The Garbose Building
Bombaci spoke about progress on the building. “ We’re working on a couple of leases, but should have announcement over a business moving into what is 8 Parker. That will kind of complete the ground floor. Upstairs, the framing is going on, but we’re kind of at a little bit of a stop where the buildings require a tremendous amount of electricity, which makes sense. And so the holdup at the moment is we’re working with National Grid on sourcing power.” The issue is that with using more electricity to heat and cool, National Grid needs to provide a new transformer. There’s actually a shortage of transformers nationwide which is holding up building. Aside from rough framing and inspections, they will wait “until we can get a firm timeline from National Grid on when we’ll be able to energize the building.” We found an excellent article from Builder on this Nationwide issue, CLICK HERE. Apparently, the shortage of transformers has even slowed down the completion of single family homes.
Other Buildings
82-84 Main Street, a vacant commercial building. “There’s two spaces there that we’re working on filling, and then there’s a basement with a walkout to the back, which is kind of cool.” 88 Main Street is where they have their current offices. Work was wrapped up in 2023 at 104 Parker Street where the Buffer Zone hair salon is.
Real Estate Forecast
Jon Bombaci was very honest in that it is hard to predict the direction of the Real Estate market, but “The real estate market in 2024 is ramping up…There’s a lot of people out looking at houses. The buyer demand is there. Rates haven’t come down yet. So that’s kind of kept people in check a little bit.”
Mission of the Company
Jon Bombaci spoke about his company: “Historically, what our focus is value-add multifamily. We like buying two to 50-unit type buildings, fixing some operational problems, increasing the building, make them safer, update them, make them more comfortable for everybody, and then either pass them off to our investors or refinance them and do those types of things. We have a full service team where we do in-house construction, we do in-house property management, and we’re getting to the point that we’re offering those services to other people. So we’ve historically only helped our clients, but now we’re kind of getting to the point that we can help people we don’t know. And so part of our goal is, you know, our mission is to help people reach financial independence to real estate.” Candor Realty website, CLICK HERE.

Landscape Artist Mark Lore Comes to Gardner Museum in Gardner MA
For 5 decades, local artist Mark Lore has created art. On March 10, 2024 he greeted visitors to the Gardner Museum to open a featured exhibit of his work which will be on display through May 26th.
Gardner Museum posted, “How lovely it was to open the museum back up after our winter break! We called and many people came: Our first event this season, the opening reception for our spring exhibit, was a huge success. Don’t miss Mark Lore‘s wonderful solo-exhibit! The Public Welfare Committee met for a second time on March 7, 2024 to heard from Airport Manager Isabelle Davis, Bill Franklin on behalf of the Golf Course, and Human Resources Director Debra Pond provide a written update which Chair Judy Mack read for the meeting and the public. Final Recommendations YES on Sports Betting and Marijuana Zoning Articles
The Gardner MA Planning Board is sending a final recommendation of YES for both zoning articles: adding Sports Betting to the table of uses, and allowing additional cannabis dispensaries in Gardner. Next step: City Council will approve or reject the changes at its next meeting.

Multi Family Proposed Project Facing Abutter Opposition
Private Oversight, LLC is proposing to build a project of 52 units of Multi family housing, 42 in Gardner, and 10 in Templeton. Attorney for the proponent, Christine Tree indicated that a Planning Board decision on the site plan is being sought first. Chairman Lafond agreed that resolving any Planning Board issues would make sense so there are no conflicts between boards. “We will wait for the Planning Board to go through their site plan review.” However, even after that was stated, various opposing abutters wanted to be heard and were heard. Various abutters oppose the project. One reason is a general opposition to having multi-family housing in a single family area. Another reason concerned the potential for the project to affect drainage. According to one abutter opposed to the project, another developer who clear cut land in the same area on the Templeton side caused drainage issues for abutters. At the meeting, the attorney for Private Oversight LLC offered to email project plan details to abutters if desired.
The Board voted to take up the matter again at its April 16, 2024 meeting.

Secretary Ed Augustus Reflects Proactively on Housing in Massachusetts and Greater Gardner MA
Gardner Magazine Publisher Werner Poegel spoke with Ed Augustus, Secretary for Housing and Livable Communities for the State of Massachusetts. We spoke about housing issues including the proposed Affordable Homes Act. Listen to the interview on any device. CLICK PLAY.
Secretary Augustus explained that Massachusetts is the only state with a large portfolio of state-owned public housing, over 43,000 units. The bill would fund much needed updates to roofs, windows, heating systems etc. to “make those units attractive, healthy, and really dignified.” The bill has several components intended to increase the amount of affordable housing in the state.
We spoke about the possibility of Tiny Houses for the homeless, accessory dwelling units, affordable housing, and even touched on how the reality of Climate Change will affect building in the future because it’s “not, you know, 100 years off, it is in front of us today, and we need to act with some sense of urgency.” He also stated, “Governor Healey has appointed the first climate chief in the country, and she’s been very focused on, you know, really putting together some new policies and plans to make sure that we’re really thinking about how to build redundant resiliency into projects that we’re funding.”
The Secretary explained Accessory Dwelling Units (ACUs) which would be allowed by right. “Accessory Dwelling Units can be a number of things. They could be a space above a garage, they could be a walkout basement, they could be an attic, or they could be a standalone building if you have a big enough, you know, plot of land that your home sits on or a tiny home. And this, we think, is a very, you know, quick way to create a large number of units. We estimate that just that policy change alone could create between 8 and 10,000 units over the first five years across Massachusetts. And the good news about that is it’s no cost to the Commonwealth. Those are costs that individual property owners, if they decided to build one of these ADUs, would take on themselves.“
It’s Possible: Gardner Could Have First Tiny House Village for Homeless in MA
According to the Secretary, the City of Gardner could allow a Tiny House village for the homeless with a Zoning Change and it might actually get grant funding, “You know, we’d have to look at the proposal and see how it fits, but we do have various parts of funding that do support everything from supportive housing for formerly homeless individuals that can be part of the solution to ending homelessness in a particular community. And we do have pots of money that could be available to fund those types of things. So I think it’s plausible. We haven’t seen something yet anywhere in Massachusetts along those lines, so we’d have to look at the particulars. But I think at a high level, the theory of a tiny homes village that is designed to meet the needs of the homeless population of the area, you know, would be something that potentially could receive some funding from existing programs that we have.”
Significant Praise for the City of Gardner and its Shared Vision
Secretary Augustus was impressed on his last visit to the City of Gardner stating in this interview, “Everybody was kind of coordinated and pulling in the same direction. Just my experience from Worcester, I know what a difference that makes. If everybody’s got a shared vision, moving in the same direction, it makes it so much easier to get things done. The mayor has really crafted that strategy, and he showed me, I think it was six or seven different projects that they had in the pipeline that they were hoping to get funded over the next couple of years to bring more housing of different types to Gardner. So I was just impressed. They knew what they wanted to do. They knew where they wanted to do it.They knew what programs that they needed to take advantage of for that, and they were very proactive in asking me to come out and educate myself about what their plan was and how we could help. I think having a plan, working together as a cohesive unit, and then really bringing in all the partners that you need to make it happen, and Gardner’s checked all those boxes.”

While these airports are small compared to those found in major cities, their economic impact is extremely significant. In fact, the general aviation industry generates $219 billion in total economic input and contributes $109 billion to the nation’s gross domestic product. To quote RAA News: ““The main finding is that small community air service generates a significant amount of economic activity in the U.S.,” Bill Swelbar, chief industry strategist for Delta Airport Consultants and the lead researcher for the Economic Impact of Small Community Airports study, told RAA’s Regional Horizons. “The numbers are pretty compelling. [Air service] is a really important driver of economic activity and jobs.” There are 570 small community airports in the U.S., and air service to these airports generates $134 billion of economic activity in the respective communities, according to the study. Public Service Committee Meets and Discusses Plans, Concerns, Projects, and Gets Answers.

DPW Director Dane Arnold discussed the pay situation, stating the Gardner pays a typical DPW worker $2 less with truck drivers getting $6 less than other communities. Current union contract runs through June 30, 2024 and he would like to negotiate new contract with higher pay rates for DPW workers. The salt shed is on the capital improvement list – If Mayor finds the money, DPW will do the actual site work to save City money. Director Arnold spoke about the contractors which have recently come on board and mentioned that he hired his first staff member with a CDL license in about 5 years.
Engineer Rob Oliva discussed various projects including the Uptown Rotary, dam, the rail trail and pedestrian bridge, storm drainage, and the Sludge Landfill expansion. Oliva and Arnold answered some detailed questions from the City Councilors. Oliva stated that the Sludge -Landfill expansion, in the middle of permitting and design – MEPA has asked for public outreach sessions, coming up in near future. Then final impact report gets submitted. The City of Gardner is still in favor of an expansion, but is open to alternatives as technology changes and/or becomes available.
Conservation Agent Douglas Dillon reported on the irrigation upgrades at the Municipal Golf Course. Crystal Lake water will be protected. 1010 Green Street is expanding a substation fence. North County Land Trust will be doing some habitat restoration work in the Keyes Street area. The 170 Mill Street site project is impacted by problem with a dam which would cost an estimated $1.2 million to address.

Still Searching for a Permanent Home, GALA plans events for 2024
The Gardner Area League of Artists has been storing items in the Helen Mae Sauter School building since last Fall. According to GALA President Deb Giordano, due to a badly leaking roof, the group has been asked to move their stuff out of storage as the City’s insurance company is not allowing anyone in to the building for liability reasons. GALA says, “So we are again on the hunt for a new location for the arts in Gardner.”
Gardner Magazine has reached out to Gardner Mayor Nicholson about whether there is space available at the Elm Street School, the new Waterford Community Center, or the current Senior Center. We will advise you when we have more information. The Mayor has previously expressed a desire to keep GALA in Gardner.

Gardner MA Museum 2024: A Season of Art and Top-Notch Lectures
The Gardner Museum on Pearl Street in Gardner will delight visitors in 2024 with 2 major art exhibits during Spring and Summer and a huge Lecture Series lineup.
An artist reception for a spring solo art exhibit will be held on March 10th from 1 to 4pm. The exhibit of Mark Lore will run until May 26th during regular museum hours. Lore is a landscape painter and retired fine arts educator and the exhibit is entitled, “Expressionist Landscapes – The First 50 Years” More at his website, CLICK HERE.
The museum will have an exciting summer exhibit in 2024 running from June 7th until August 25th during regular museum hours. The Gardner Airport Commission heard a Runway Update Report from a representative of Gale Associates Inc. who noted that the Gardner Airport has a non-standard runway for which the FAA may or may not require mitigation. The FAA also doesn’t like a certain fence which has a 5 foot retaining wall beyond it stating, “short of relocating the road, there’s really nothing we can do.” He also stated he wasn’t really worried about it.
There was a discussion about the Update of the Airport Master Plan. The commission approved a request to allow first 4 chapters of Master Plan to be forwarded to the FAA and put Chapter 4 on the website so public can view. There was a concern about an inaccurate aircraft count including a couple of aircraft which are in pieces.
Discussion revolved around the possibility of a restaurant at the airport in the form of a small Pilot’s Lounge. Discussions will be had with the Board of Health. Snow plows are ready to go for a possible Sunday snowstorm.
Discussion concerned possible issues with the septic system “field has been compromised in a big way.” It may have been destroyed by a loader going back and forth. One member accused contractor of possibly taking some loam. Other members suggested more research. The contractor will be contacted for insurance information so issue can be addressed. A Member stated “should be the responsibility of the contractor of whoever they hire to fix the damn thing.”

Affordable Homes Act Before MA Legislature will Pack a Punch Upon Enactment
Two months ago, MA Governor Healey put the $4 billion Affordable Homes Act in front of the Massachusetts Legislature. Upon passage, the funding will impact housing across the state. Complete fact sheet on pdf, CLICK HERE.
Impactful policies included in the bill for example are those permitting accessory dwelling units as-of-right which are less than 900 square feet to be built in single-family zoning districts in all communities including the prohibition of owner occupancy requirements as well as parking mandates. Also creates an Extremely Low-Income Housing Commission to expand supply of affordable housing for those households earning less than 30 percent of the area median income. This would permit the so-called “Tiny Houses” to help the homeless.
Biggest ticket items in the bill include $1.6 Billion for the repair, rehab, and modernization of over 43,000 public housing units and $800 million for affordable housing for households not more than 110% of area median income.
Other funding includes: $425 million for Housing Stabilization —- $275 million for innovative housing solutions —- $175 million for municipal infrastructure projects to encourage denser housing development — $100 million for mixed-income housing fund —- $100 million to crate a permanent capital resource for an existing MassHousing program recently supported by the American Rescue Plan Act —- $70 million for community-based housing re Facilities Consolidation Fund —- $60 million for MA Rehabilitation Commission Home Modification Program —- $55 million to support appropriate housing for people with disabilities —- $50 million for momentum fund to accelerate development of mixed-income multifamily housing —- $50 million for distressed properties —- $50 million for early education facilities —- $35 million in payments to municipalities getting Housing Choice designation —- $30 million for State Surplus property distribution —- $25 million to make grants for planning and zoning initiatives — $20 million for municipalities who adopt smart growth housing districts

Downtown Gardner Gets More Delicious with El Coqui Market
El Coqui Latin Food Store has opened at 2 Parker Street in Downtown Gardner. The store opens at 8am daily, most nights til 8pm. Friday nights the store stays open all night.
El Coqui is located in the iconic corner location of the historic Garbose Building which has been undergoing renovations. Apartments will be located in the upper floors of the building.

The Public Service Committee is sending correspondence to the Mayor with a copy to the Human Resource Director asking they “do all they can do to supplement the workforce of the Highway Department in response to the employment challenges that the City is currently facing for the winter of 2023-24.”

Committee Chair and Outgoing Councilor James Walsh received a “Walsh’s Walk, It’s not his Fault, It’s Asphalt” sign from Dane Arnold of DPW as a parting gift.
Dane Arnold spoke about the letter he wrote to the Mayor and City Council in November stating, “just trying to give the Mayor and City Council a heads up as well as trying to get it out there for the residents that this winter we might not be as, the streets might not be plowed as quick as they have in the past. We are currently short on the highway side, 7 employees out of 25 positions.” And there’s also 2 retirees” In answering a question from Councilor Walsh, Arnold explained that “part of the issue is if they open up to the DPW contract to negotiate it, there’s a reopening clause in every contract throughout the City. So you know, if someone’s getting a piece of the pie, it’s going to have to go around through all the other departments as well.” He did say that the contractor rate had been bumped up to $95 per hour, “but we still haven’t gotten any responses from contractors.” Arnold explained that the City at one time had 14 contractors, then 4, and now, none. He stated that the Police Department has offered to plow their lots themselves if the City parks a vehicle there. Director Arnold offered other updates as well.
Engineer Rob Oliva spoke of the Disc Golf Course going up at the park on Leo Drive – two individuals are volunteering to come up with a layout for the course. There’s some action on the Wayside Dam Project, consultant is filing some environmental forms this week. “And then the other thing, which is kind of big news, is we had applied for a Safe Streets for All Grant…I just got the email saying it was awarded…That’s a $230,000 grant to develop the citywide plan.” Grant has a 20 percent match required by the City. As far as the Sludge Landfill, “we’ll be setting up some public outreach meetings as part of what the MEPA is requiring.” And as far as the Uptown Rotary Project, it’s buttoned up for the winter, will resume in the spring, and Fall 2024 completion “is still in the works.”
Director Trevor Beauregard spoke of the salary study saying, “We all anxiously await its distribution and implementation so that we can catch up in various parts of the City, I think.” He spoke of various projects including Maki Park which will have 3 tiers and will bring in electricity so that there can be EV charging at the adjacent parking lot. He spoke of Phase 4 of the Downtown Improvements. The Pedestrian-Bike bridge over 140 is “in the 25% to 30% design phase range.”

Gale Associates Inc. will provide an update on the Runway project and the Master Plan. The Airport Manager will give her report including Aircraft ownership on ramp and the Pilot Lounge Project.
Airport Renovations began in September 2023 (previous story) with millions in Federal and State funding. This is the first major makeover in 50 years. The Airport Master Plan will have public input and will help shape the future of the Gardner Airport for the decades to come.
The Airport recently got internet service via Starlink satellite internet. Eventually, an airport coffee shop or cafe may be in the offing.
The next meeting is planned for Wednesday, January 3, 2024.

Tax Classification to be decided at Gardner MA City Council Meeting on November 20, 2023
As part of the November 20th meeting, there will be a Tax Classification Hearing – There is further related information in the complete packet of 555 pages, CLICK HERE. The City has traditionally utilized a single tax rate where business, industrial, residential, and land are taxed at the same rate. This encourages business. However, in recent years, the value of residential property has gone up more than business and industrial and therefore, by default, the burden has shifted somewhat to residential. The tax rate is projected to be under $15 per thousand, the lowest in over a decade. However, a tax rate generally goes down if property values rise considerably, which is the case in Gardner MA.
Residential as a percentage of total value 10 years ago in 2013 was 82%. 5 years later in 2018 it was 79%. It has gradually risen since then to just under 84%. However, Gardner has recently had an upswing in business renovating existing structures, greatly increasing value now and more in the future as projects are completed and others are commenced. However, for fiscal year 2024, the state mandates a look back to a couple of years ago. Therefore, the City won’t see the complete help the influx of business will have to residential tax bills until things catch up.
According to Mayor Michael Nicholson, “The City has made large strides in our economic development goals in recent years, and we are starting to see a very strong return on our investments in these endeavors. The Administration supports the recommendation of the Board of Assessors by continuing with a single tax rate…”

The Future of the Ovila Case Fantasy Playground in Gardner MA
It was originally constructed by volunteers many years ago and then fell became a safety hazard and was torn down. Our graphic shows the Fantasy Playground in 2022, the site after the structure was removed in 2023, and a Concept Illustration of the new playground, slated for possible installation by the summer of 2024.
The Gardner City Council will take up the matter at its next meeting of November 20, 2023. The Mayor’s proposal for playground replacement was recommended for approval by the Finance Committee on November 15, 2023. It calls for an expenditure of $156,420 by the City of Gardner towards the full project cost of $521,400. The City of Gardner applied for a grant of $364,980 which would cover the remaining 70% of the cost if awarded.
The Mayor is asking for the matching funds to be approved upfront to allow the City to go to bid on the project once the funds are awarded. That way according to Mayor Nicholson, “We can get the construction portion of the project done in early spring so it can be completed by summer time for children to be able to used the new equipment. “ Should the grant not be awarded, the Mayor would put a rescission measure forward to the City Council so the City funds could be used for other purposes.

Prediction: Greater Gardner MA Could Have Warmer Winter
According to the National Oceanic and Atmospheric Administration, there’s an even chance the Greater Gardner area could have warmer than normal weather this winter. From NOAA “El Nino is in place heading into winter for the first time in four years, driving the outlook for warmer-than-average temperatures.” In addition, NOAA predicts drier-than-average conditions in the Northern Tier of the U.S. The Greater Gardner area has about equal chances of having normal amounts of precipitation where other nearby parts of Massachusetts and South are forecast to have above normal seasonal precipitation. As far as drought, there is no drought predicted for the near future in Greater Gardner MA.

Puddling Problem at Pulaski Dog Park in Gardner MA Addressed in Big Way
When the Gardner Dog Park was created, most of the drainage issues were addressed in the initial construction. However, challenges persisted. For those who don’t know, the park has higher points of elevation around it. A recent flooding rainstorm in September was helpful in learning what was working and what wasn’t. Turns out that the park which was three quarters flooded the night of the big rain was devoid of most of the water the next morning. – The drainage system mostly worked. But as Dane Arnold stated recently, “the entire park is a low-lying area and the ground is saturated and becomes muddy and causes pooling in some areas.” This work endeavors to solve the remaining issues which have contributed to a troublesome mud puddle.

DPW Dane Arnold and City Engineer Rob Oliva often put their heads together to find out-of-the-box solutions and ways to solve tough issues. The Plan: After the excavation and preparation are complete, the plan for the Dog Park is to install a stone trench and perforated pipe from the play area entrance the entire length of the park and tie it into a catch basin on the other side of the park.

Gardner’s Downtown Association, Gardner Square Two Inc. posted, “Exciting News! —- Gardner will be featured on Chronicle in the upcoming episode “Main Streets and Back Roads of the Mohawk Trail” It’s airing on Monday, October 30th at 7:30pm on WCVB Channel 5. Filming took place 2 weeks ago at The Velvet Goose, The Gardner Museum, The Big Chair, and at other local spots.”

Work Begins on Uptown Rotary Project in Gardner MA
Cost of the project was projected at $2.6 million in 2020 when proposed and is being covered by grants. EH Perkins Construction is the Massachusetts Department of Transportation contractor handling the up to 18 month project with a completion goal of about a year from now. Purpose is to improve safety of the intersection by creating a better traffic flow. Drainage and utility work is beginning now.
According to Mass DOT, during typical construction operations, all roadways in the project area will remain open to vehicular traffic. Occasional short traffic disruptions and travel lane – shoulder – parking lane closures may occur. Pedestrian and vehicular access to abutting properties will be maintained throughout construction.
Details of the original proposed improvements included the reconstruction of the existing intersection to meet modern roundabout standards and the following:
Central truck apron, central landscape island, splitter islands at approaches, and re-aligned intersection approaches into the intersection • Splitter islands will form entry deflection angles to reduce vehicle speeds, improving pedestrian safety • Resurface the roadway, reset curb lines and modify drainage infrastructure within the project limits • Reconstruct existing sidewalk and install new sidewalk to enhance pedestrian accommodations throughout the project limits • Construct Americans with Disabilities Act (ADA) / Architectural Access Board (AAB) compliant accessible sidewalks and curb ramps within the project limits • Stripe new high-visibility ladder-style crosswalks, STOP lines, centerlines, lane lines, gore areas, parking lanes, and shoulder lines within the project limits. • Install new traffic signage

In the last couple of years, efforts have been made to give added importance to South Gardner. In this view are upgraded streetlights and beautiful flower pots. Gardner Mayor Nicholson has proposed am ambitious project to remove all of the overhead electrical lines and move service underground, like a typical Downtown. Discussions have been held as to what grant funding might be available for such an endeavor.

- Gem – City (10/4/2023)
Gardner MA and its Journey to Becoming a Gem of a City
In the last few years, the City of Gardner has been making incremental, but significant progress towards becoming a Gem of a City. Beautiful parks and recreation areas, entire buildings being transformed, new businesses opening, and ongoing construction. Here’s a view from October 4, 2023.
1. Park Street Park off Park Street was an electric substation with a barbed wire fence. Now, it’s a beautiful and popular recreation site.
2. The 25 Main Street Building has undergone major interior and exterior work in the last year and has been transformed. More improvements are currently being made. We’re showing some being made to the rear of the building where there is parking. There’s talk of a new restaurant called “the Vault” which may open on the first floor.
3. The Old Wheelen Supply Warehouse on Main Street will soon be Golf Rx. The building looks beautiful on the outside and construction equipment was still being used inside.
4. The Garbose Building already has beautiful new windows, which were made locally,by SWS, a division of Maki’s in Gardner. A man was up in the air sprucing up the trim on the outside of the building.
5. The Empire Management Building is getting a whole new look on the outside. Work is ongoing.
6. No more windows at the old Stop and Shop as construction is fully underway to get ready for the opening of Aldi, a grocery store, by the end of this year or beginning of next year.
7. The grade is visible at the site of the future Maki Park. There will be 3 tiers for the public to use. The reason for tiering the site is because the current pitch is not ADA compliant.
8. Orpheum Park has flowers in bloom and a beautiful fountain. It is located on Parker Street.
9. The Rear Main Street Project has yet to get underway. But a photo of the street in a distance view shows an already beautiful sidewalk with flowers and attractive lamp posts. The project will consist of multiple floors of residential housing, commercial space, a food truck parking area, and perhaps even a rooftop restaurant.
This is just a small sampling of Gardner’s journey to becoming a Gem of a City. Right now, it’s a polished gemstone in some places and a jewel in the rough in others.

In our recent interview with Gardner Mayor Michael Nicholson he stated, “The Bailey Brook Park also is home to our new age 5 and under playground. That’s the first playground that’s meant for infant to 5 year old ….at Bailey Brook Park, we now have pickleball courts. That’s the first time the cities had pickleball options available, something other than basketball.”
According to the City of Gardner, “Bailey Brook Park & Conservation Area is a 121 acre site located off Leo Drive. The City submitted a PARC grant application in FY20 to design and develop an open space, multipurpose park and conduct site work associated with site access driveways, parking, construction of an ADA accessible trail, and 1-mile, healthy-heart, wellness walking loop trail with a scenic overlook and sitting & resting area. Both trails will include interpretive nature learning signage and other experiential, nature-based learning components. Future of Gardner MA Municipal Airport
5 Years after Gardner became a City, the Gardner Municipal Airport was dedicated on November 17, 1928. The airport is actually located in the town of Templeton with the land owned by the City of Gardner. Over 2 dozen aircraft are based at Gardner Municipal Airport which is at an elevation of 955 feet. The current runway which is being replaced is 75 feet wide by 3000 feet long.

The Gardner Airport Commission met just after Labor Day to discuss various matters including the Master Plan. Construction on the runway replacement began on August 14, 2023. Ongoing work includes the removal of existing pavement and basement materials, radiant excavation, electrical dust installation, and demolition and removal of designated materials. Expected completion is on November 11, 2023. The futuristic aircraft depicted is one from the airport’s future, years down the road. $5 million in Federal Funding and $500k in State Funding is being used to pay for the upgrades.
Airport Manager Isabelle Davis went over some details regarding the Master Plan. The Master Plan involves working with the FAA and there is a public participation component in which the public has an opportunity to comment on the master plan as it’s being developed. Draft chapters will be posted online for the public to review as available. First step is preliminary data collection. The FAA will assist in determining what type of aircraft currently use the Airport and help forecast a prediction of future aeronautical activity operations. Davis also went over various grants for which Gardner may be eligible to fund some airport costs, estimating 100k to 150k per year in entitlement funding and other possibilities. The last airport master plan update was in 2008. Last renovations were decades ago.
Other improvements to be considered are what’s needed for the physical facilities over the next 5 to 10 years in addition to the renovations going on now. Some members expressed concern that cell phone service was not good at the airport which makes it difficult to call 911 and the need for City water at the airport.

Gardner MA Holds Centennial Parade – September 17, 2023
The Gardner Centennial Parade with 72 participants kicked off at 1pm on Sunday, September 17, 2023. The event was broadcast live on radio station WGAW which is heard on AM 1340, 98.1 FM, and live on the internet. Master of Ceremonies was Ed Atter. MCs were Patti Bergstrom and Mike Richard who provided the voices for the broadcast. Highlights included the various floats, antique cars, and the marching bands including the UMASS Minutemen who concluded with a performance at Gardner High School at 3pm.

Gardner was settled in 1764, was incorporated as a town in 1785. Gardner became a City on January 1, 1923 and was 100 years a City on January 1, 2023. A Centennial Committee was established and various events have been held throughout the year to celebrate Gardner’s 100 Years as a City. A winter ball is planned for December.
The parade started out with a number of Public Safety Departments and lots of sirens representing about 10 communities in the region. Patti Bergstrom estimated more than 1000 people were marching in the parade. She read a congratulatory letter from the White House and noted that a celebration flag given by the State is now at City Hall. Mike Richard gave a shout out to the Gardner High School class of 1973 which is celebrating its 50th anniversary. Parade itself was about an hour and 15 minutes long.

With New Airport Master Plan in the Works, Gardner Airport Runway Renovations Begin
For the first time in more than 50 years, the Gardner Airport is getting a major makeover. Runway is getting a complete reconstruction. The main building will get substantial renovations. For the future, an Airport Master Plan will be created. With a relatively small amount of local funding, there is $5 million in Federal Funding and $500,000 in State funding.
Per the Press Release, “In December of 2021, Mayor Nicholson put forward a proposal that was unanimously approved by the City Council to create an Airport Manager position in order to make sure that the operations performed at the Gardner Municipal Airport were being done in the most efficient and effective way possible. Isabelle Davis was hired to fill this role and working with the City’s Airport Commission, has overseen this project at the facility.”

S.K. Pierce Haunted Mansion in Gardner MA featured in Yankee
The S.K. Pierce Haunted Victorian Mansion of Gardner MA is featured in the September/October 2023 edition of Yankee Magazine. It is highlighted first in an article about 3 different houses entitled, “Ghost Story” and “how the stately Victorian mansion became the blueprint for haunted houses.” Gardner Magazine found out about this from an online posting by the Mayor of Gardner, Michael Nicholson who frequently posts about businesses, people, and organizations in Gardner.
