Gardner MA Public Safety Committee Talks GPD, GFD, Health, Building and Meters

It was an interesting meeting to be sure as both Police Chief Eric McAvene, Fire Chief Lagoy, and Mayor Michael Nicholson went over both departments. Chief McAvene would like to eventually restore staffing levels to what they were 20 years ago when layoffs occurred plus more to meet FBI statistical recommendations. Mayor Nicholson is working on a new plan for parking meters as the old vendor (who was fired) didn’t keep the meters in good repair. Until a new plan and new meters are in place, the City is utilizing working meters in the most used areas. In the meeting, the Mayor described some possible meter ideas.
Outgoing Health Director Lauren Saunders spoke about the Health Budget and new Building Commissioner Thomas Zuppa spoke briefly on some items. Zuppa started 2 weeks ago.
The Public Safety Committee is chaired by Councilor Craig Cormier. The other 2 members are Councilors Karen Hardern and Paul Tassone.
- Corrections Officers (5/30/2023)
Gardner MA and Phillipston MA Residents Among Correctional Officers Sworn In
On Friday, May 26, 2023, George Cormier of Phillipston and Kierra Caissey of Gardner were among 12 to take the Correctional Officers Oath after having completed the Basic Recruit Training Academy at the Worcester County Sheriff’s Office Training Facility. 10 Massachusetts towns are represented. 1/4 of the recruits are veterans or reservists.
The Sheriff’s Office Academy consists of 12 weeks of both classroom and hands-on instruction teaching a variety of skills involving how to handle inmates at the Worcester County Jail and House of Correction.
“These men and women have just completed 12 weeks of rigorous training and are now among the best and brightest in corrections today,” stated Worcester County Sheriff Lew Evangelidis. “This class has demonstrated great strength and resolve as they have navigated the academy. They are the next generation of corrections officers that will continue our mission to serve, protect, and create a better, safer community for all.”
According to the Sheriff’s office: “Since taking office, Evangelidis has made significant changes to the hiring standards to professionalize the department. All correctional officer applicants must have, at minimum, an associate degree, two years of military service, or two years of relevant work experience. They must also pass a written exam, physical fitness test, background check, and psychological screening test. Evangelidis has also implemented a policy that prohibits the submission of letters of recommendation from politicians and gives preference to hiring those who have served our country.”

When our military men and women are sent in to harm’s way, they sometimes don’t make it home. Their ultimate sacrifices allow us to enjoy the freedoms of the United States of America. On Memorial Day, we honor them, we thank them, and we mourn them.
The day after Memorial Day is just another day in the lives of many of us. However, for some families, the thoughts of Memorial Day linger on for some time because a son or daughter, a father or mother, a brother or sister, a beloved friend, are forever lost in this earthly realm. Please take a moment and say a prayer for the families of those who have lost someone. They are making a sacrifice everyday too.

Community Health Connections Opening New Location in Gardner MA
They are calling it the South Gardner Community Health & Urgent Care Center. It’s located at 529 Timpany Boulevard in Gardner next to Walmart. And it’s opening on Tuesday, June 20, 2023.
According to a company post they “will be offering medical, dental, behavioral health and Urgent Care Services – including X-ray. Two hiring events and three open houses/new patient registration events are planned for June. See our FB page for event dates, times and details! We can’t wait to see you.” Website CLICK HERE. Community Health Connections has other locations in Fitchburg and Leominster. It plans to keep open the current facility on 175 Connors Street in Gardner which they call the Greater Gardner Community Health Center.
The facility has been under construction for well over a year and Gardner residents have been passing by the progress every day as the location is right on Route 68.

Smooth Eaton Street in Gardner MA Inspires Corny Poem
Beating the Trees The trees have been beaten on Eaton,
Smooth Paving done without cheatin’,
The Guardrail to be replaced with one better.
And then finished paving done to the letter.Eaton Street was taken right down to the dirt in the hope that doing so will prevent a recurrence of tree roots pushing up the road. A finish coat of paving is planned after the new guardrail is installed so that the heavy equipment won’t ruin the final paving job. Next stop: Partridge Street….

Barbed Wire Gone – Development of Park Street Park has Begun in Gardner MA
Eventually there will be dozens of parking spaces and part of the bike path, all facing beautiful Crystal Lake. The rendering shows what the finished park will look like.
- 7 Day Weekend (5/28/2023)
Gardner MA City Hall will be rocking on June 29, 2023
The Mayor’s office at City Hall has announced that the Rock Band “7 Day Weekend” will be playing at the front steps of Gardner City Hall on Thursday June 29, 2023 from 7pm to 9:15pm. Admission is FREE. Food trucks will be on hand and beverages will be available. The band is known for playing anywhere from small intimate venues to shows with hundreds of people. Update: Streamflow now much below normal
As of 11:15am on Sunday, May 28, 2023, the measured Streamflow was recorded as “Much below normal”. We don’t know why as other sites are green, but it explains Gardner’s concern over water usage. Just click on the image for a larger view of all stats.
Gardner Mayor Michael Nicholson’s Proactive Caution Proves Warranted
At 9:15pm on May 27, 2023, a new Streamflow measurement West of Gardner showed below normal. Up until that point, Streamflow has been normal or above normal in the area, so Gardner Magazine wondered why a decision was made to have a 9am to 5pm Non-Essential Water Use Ban in Gardner MA. Somehow, somebody knew. Good news is that there is no drought and the long-term maps shows conditions wetter than normal if anything.

- Update – Water Ban (5/27/2023)
As you can plainly see, the map provided by the City of Gardner shows “No Restriction Reported” based on the map legend. Winchendon and Templeton are showing a Mandatory Restriction of 2 days or more of watering allowed per week.
Water Ban or Not? – Here’s the latest…
UPDATE: May 27, 2023 – Appearing on WGAW’s Hotline Radio, Gardner Mayor Michael Nicholson stated that he had received a call from the City Engineer early this morning to say that they’ve reached out for clarification. The 9am to 5pm water ban was apparently put in place based on an email forwarded by the City’s water contractor Veolia that it had received from the State. However, this directly conflicts with the map showing “No Restrictions” provided to City Residents via the City of Gardner website. CLICK HERE. – There was also a disconnect in information last year: During the Extreme Drought conditions in which a total water ban was in place, signage from the City was still stating only a 9am to 5pm ban when a 24 hr. ban was mandated by the State at the time. It is unclear why the communication on such an important issue is so difficult to confirm one way or the other. When we receive further information from Gardner City Hall, we will inform you.

- Mayor’s Update 5-26-23 (5/26/2023)
“Jam-Packed” Gardner MA Mayor’s Update of May 26, 2023

Mayor Nicholson spoke of the water main break which occurred in the South Gardner area that should now be affecting just one Gardner auto shop business due to an oil leak which the City is making sure does not affect the water supply by isolating that section of the pipe.
Eaton Street paving has begun and involves taking the street down to the bare dirt and installing a new guardrail as well. Partridge Street is set to be pulverized shortly after Memorial Day.
Flower pots are coming out and $200 season sponsorships are still available. Work is continuing in Orpheum Park, around Monument Park, and the barbed wire fence has come down at what will be Park Street park.
Gardner High School graduation is taking place Saturday June 3, 2023 at Watkins Field. Concerts at Monument Park will soon start up again and the Mayor announced a very special evening on Thursday June 29, 2023 featuring a band called “7 Day Weekend” playing on the front steps of Gardner City Hall from 7 to 9:15pm. Food trucks and beverage vendors will be there too. The Memorial Day Parade is Monday, May 29th and heads to Monument Park. SEE ARTICLE.
Water Ban? Or Not?
Mayor Nicholson in the update spoke of a water ban in effect. Gardner Magazine inquired about this as the map linked to on the City of Gardner website shows that NO restrictions are in place and other sources show that the Streamflow is either at or above normal. We will let you know when we get clarification, but in the meantime water use is officially restricted in Gardner between the hours of 9am and 5pm. President of the Greater Gardner MA Chamber on a continued tradition of service
We spoke with Rebecca Marois, the President of the Greater Gardner Chamber of Commerce who assumed the role last December. Listen to the interview on any device. CLICK PLAY.
It began as a business organization in 1898, became the Gardner Chamber of Commerce in 1923, the same year Gardner became a City, and eventually expanded to include 7 communities. We spoke with Rebecca about how the Chamber serves the community and she stated, “We serve by promoting economic growth, development, advocacy, networking, business support, and community engagement.” Membership info can be accessed right on the GardnerMA.com website.
Marois spoke about the Chamber’s slogan “Together We’re Stronger” and that it “highlights the power of collaboration and unity, and it suggests that when we come together and work towards common goals, we are stronger and more effective than we would be alone.” The Chamber President answered our questions about various roles of the Chamber in the community. The Chamber as an organization is becoming more active again through a variety of efforts.
- Landfill Update (5/24/2023)
Gardner MA Landfill Expansion Update
Ivan Ussach, the MRWC Director stated in a Press Release that “alternatives to Gardner’s proposed sludge landfill expansion are looking better than ever.” Complete Press Release, CLICK HERE.
One of the alternatives suggested is the construction by the City of a Hydrothermal Carbonization facility which according to Ussach, the City could recoup the cost of investment in 5 -10 years, after which it would be profitable. Ussach once again stated that the City of Fitchburg is in the process of converting a treatment plant into a facility for processing biosolids and may be able to handle other communities’ sludge including that from Gardner.

Mayor Nicholson responds: We spoke with Gardner Mayor Michael Nicholson about the issue and he stated, “We’re working with the Massachusetts Environmental Protection Agency…..we’re working right now to hire the consultant that the state requires us to use to statutorily and mandatorily respond to everything that Ivan, Allen Russo, Gardner Clean Air, all those people who submitted those comments…we are open to alternatives and have been from the start. It’s just we need to find alternatives that are fiscally sound and responsible as well. You look at places like Greenfield who are now giving up their efforts at looking into anaerobic digestion, just because it’s just simply not feasible with the cost….It’s just something, whatever alternatives are there, we give them a serious look only if we can actually afford it.”

“Surface of the Moon” (Eaton Street) IS Getting Paved in Gardner MA
Described by Gardner Mayor Michael Nicholson last year as “right now it looks like the surface of the moon” Eaton Street in Gardner will be closed or impassable the entire week of Monday May 22nd through Friday May 26th from 7am to 5pm. The road was paved about 6 years ago, but stubborn tree roots near the road push up the pavement causing potholes. See our article from 2022, CLICK HERE
- Water Status (5/22/2023)
Greater Gardner MA Water Status Much Different in 2023 versus 2022
Last year, water restrictions were in place due to drought. According to Drought.gov, Greater Gardner is not facing a drought in the near term. In fact, some nearby conditions are wetter than normal. Streamflow conditions nearby show water levels at normal, above normal, or at much above normal. Last year, Greater Gardner faced a drought and water restrictions.

- Memorial Day 2023 (5/22/2023)
Greater Gardner MA to celebrate Memorial Day Mon. May 29, 2023
City of Gardner: The Memorial Day Parade begins at 22 Elm Street at 9:40am and heads to Monument Park in Gardner for 10am services. In the parade this year will be the Gardner PD, Veteran’s Organization Colors, Veterans by foot-car-van, the GHS Band, politicians, Order of the Elks, Scout Troops, Baseball players, private citizens, Gardner FD, and Patriot Riders and Elks Motorcycles.
Anne Marie Blake will deliver a welcome, Paul Leblanc will give the invocation, Mayor Michael Nicholson will deliver a greeting, City Council President Elizabeth Kazinskas will speak, the GHS Band will perform America the Beautiful, GHS will perform the Gettysburg Address, Michael Valila will give the main address, GHS Band will play God Bless America, you’ll also hear from State Representative Jonathan Zlotnik and Veterans Agent Lynette Gabrila. The audience will stand for a Military Medley saluting the Marines, Army, Coast Guard, Air Force, Navy, and Space Force. Reverend David Cody will deliver the benediction. In case of rain, the ceremonies will be held in Perry Auditorium at City Hall.
Winchendon: A weekend of events are scheduled. CLICK FOR PDF. Ceremonies will be held on Memorial Day at the Grand Army Republic (GAR) Park at about 10:45am.

Gardner MA Yard Salers Speak About the Chair City
Gardner Magazine made the rounds to some of the dozens of Yard Sales held in the Chair City on Sunday May 21, 2023 and we asked these wise individuals for their opinions on what’s going on in Gardner. Listen on any device. CLICK PLAY.
Sometimes when you want to know what people really think, just ask, and that’s exactly what we did. In general, people like the direction Gardner is pursuing. The subject of the roads kept coming up. However, when we told people that Gardner was putting more in to roads now than ever before, they preferred doing what Gardner is doing rather than seeing a big tax increase in order to do things faster. There were also other positives and other negatives and we thank all who participated. Your opinions matter.
As for the Yard Sales themselves, 87 homes participated according to the map and from what people told us, traffic was brisk and the customers were buying. Alphabetical List by street of 87 participants: JPG Image PDF.
- Zlotnik Graduates (5/21/2023)
UPDATE: Representative Jon Zlotnik has announced his candidacy for the State Senate seat to be vacated by Senator Anne Gobi who will be the Commonwealth’s Director of Rural Affairs by Governor Maura Healey. See complete Press Release.

State Representative Zlotnik of Gardner MA Gets Masters Degree
Representative Jonathan Zlotnik of Gardner MA has graduated with a Masters Degree in Public Administration from Clark University. Zlotnik represents Gardner, 2 precincts of Winchendon, Ashburnham, and Templeton in the Massachusetts State House.
Jonathan Zlotnik is the Vice Chair of the Joint Committee on Community Development and Small Businesses and also serves on committees working on the subjects of Global Warming and Climate Change, Labor and Workforce Development, and Public Safety and Homeland Security.
The representative graduated from Gardner High School, got a B.A. in History from U-Mass Lowell, and of course, most recently a Masters Degree in Public Administration from Clark University.
Many believe Jonathan Zlotnik has been a big financial help to Gardner. In fact, Gardner Mayor Michael Nicholson pointed out the nearly $316 million that Gardner has received in State funding in the last 10 years since Zlotnik was sworn in and noted that this is about 4 times Gardner’s $83 million annual budget. Nicholson wrote, “We wouldn’t be able to operate and accomplish what we do without the partnership and advocacy he has provided for the Chair City. True public administration involves partnerships at all levels of government to keep things moving as a well oiled machine, and Jon understands exactly how to get that job done. “

Once again, the Spring Event got trash off the street and into the dumpster. Organizer “Neon” Leblanc posted, “A heartfelt “thank you” to every May 20th VOLUNTEER and SPONSOR for another successful litter clean up and “Nip Hunt” Fundraiser Event.”

- Event – July 22nd (5/20/2023)
Excitement Building for Gardner MA Summer Centennial Event as More Details Released
More details came in about what is projected to be the biggest Gardner event in many years, the Summer Centennial Event taking place Saturday July 22, 2023 from noon to 6pm on the grounds of Mount Wachusett Community College. (Rain Date is Sunday, July 23rd.)
The event is utilizing the walking track at Mount Wachusett Community College as a unique staging area. In the center will be a Kid Zone featuring 3 large inflatables for lots of fun, various activities such as Face Painting, a number of games including Corn Hole, and a Dunk Tank. In addition, kids will be able to explore a fire truck, ambulance, and a police car.
Surrounding the track will be what is hoped to be a large array of different kinds of vendors.
A variety of Food Trucks are expected and it is hoped to have a large variety of food options.
The Centennial Committee is making it easy for people to get to the event area. Parking will be in the back lots with a shuttle service from the back lots to the field area. A designated handicapped parking area close to the field will be available as well.
There are two types of entertainment planned. There will be a live rock n roll band called “Plead the 5TH”. Also booked is a DJ to play fun upbeat music and make special announcements throughout the day.

- The “M” Building (5/19/2023)
Empire Management Building in Downtown Gardner MA to get STUNNING Improvements
In more fantastic news for Downtown Gardner, the Empire Management Building (sometimes known as the “M” Building because of the big M at the top) will be getting some stunning facade improvements. We show a rendering of what the new front of the building will look like and a rendering of the new side elevation. Empire Office Manager Gabrielle Surette spoke with us about the building at 14 -24 Parker Street, Downtown Gardner, and Empire Management.

Construction will be done in phases with the 3 storefronts being redone, apartments upstairs, and also the basement area which was once a bowling alley. As renovating the entire upstairs area for apartments would displace the existing karate studio, one option being considered is to remodel the basement for use as the new karate studio.
Surette was very upbeat and positive about the direction Downtown Gardner was taking saying, “This is the best it’s looked in a while…it’s just a good feeling that things are going in the right direction.”
They are hoping Phase 1 will begin next month in June 2023.

Gardner MA Spring Yard Sale postponed to
Sunday May 21, 2023With rain forecast for Saturday and partly sunny skies and warmer forecast for Sunday, organizer Julie Mazza has moved the event to Sunday. Realizing that not all participants have the same availability on Sunday, she asked any who can’t do Sunday to email GardnerYardSale@gmail.com. - June Fireworks (5/18/2023)
June Fireworks in Jeopardy – Donations Desperately Needed.
John Cestone, the President of the Kendall Pond Betterment Association says that much of the community has not yet “stepped up to the plate” to make the June 24, 2023 Fireworks happen. He praised the efforts by the City of Gardner and enumerated some of the donations thus far, but more is needed. Fireworks this year are costing $11,000 which is $1000 more than last year. In a year where Gardner is celebrating its 238th birthday and its Centennial as a City, more donations are needed.

Mount Wachusett Community College of Gardner MA Holds 58th Commencement
Mount Wachusett Community College held its 58th Commencement on May 17, 2023. The National Anthem was sung by Whitney Doucet from the class of 2013. The Commencement Address was made by Mattie Castiel, MD, the Commissioner of Health and Human Services for the City of Worcester. Dozens of Curriculum Awards were made in every category.
Of the hundreds of total graduates, approximately 76 students graduated with a Nursing Degree.

“All- School Art Show” at Gardner MA Elementary School Draws Parents, Grandparents, and Kids
The “All-School Art Show” was held on May 17, 2023. We spoke briefly with Gardner Elementary School Principal Earl Martin about the Art Show, Music Programs, and more. Listen on any device. CLICK PLAY.
Some of the students proudly showed parents their own artwork or that of their friends. The event attracted people of all ages who came to see the art. There were hundreds of works comprised of art from students of Gardner Elementary School, Gardner Middle School, Gardner High School, and Gardner Academy. The displays filled the gym.
Principal Earl Martin stated, “The teachers do a great job incorporating the standards into artwork the kids also find engaging….the best part of my job is interacting with the kids daily, seeing their growth, seeing their joy, and seeing their appreciation for our new school.”

In the Regular City Council Meeting at 7:30pm, the Fiscal Year 2024 Budget was referred to the City Council as a Committee of the Whole and various standing committees for study and report. The Monty Tech Budget Plan was placed on file. The just over $700k for snow and ice was approved.. Fodder and Sense
The City Council adopted a new Common Sense policy regarding New Business and comments. New Business will be restricted to items which are unanticipated items. The customary comments will occur during a new section of the meeting entitled “Councilor Comments and Remarks”. The Council voted to self report the procedural error regarding the letter from Councilors asking for the 3 Zoning items be considered. And the suggested response was approved regarding the Paul DeMeo OML complaint. Zoning items are expected to appear for consideration again via a request from a City Councilor (without an opinion expressed.), or by other means such as by 10 citizen signatures. Publisher’s Note; The Open Meeting Law was enacted to mandate transparency in local government. Ironically, in the OML issues the City Council has experienced, it was sharing too much information that resulted in problems. The intent of being open and honest with the public has never been questioned. In fact, the City of Gardner has been praised for its openness and transparency. UPDATE 5-16-23 8:19AM: Now a more serious RED FLAG WARNING for both Tuesday and Wednesday – “A Red Flag Warning means that critical fire weather conditions are either occurring now, .or will shortly. Any fires that start may spread rapidly and become difficult to extinguish.”
Gardner Fire Chief Gregory Lagoy stated, ” Citizens should avoid any type of outside burning, including recreational and camp fires until conditions improve.”

These are the results from respondents on “Gardner Ma – #1 What’s going on Page!” from a poll conducted over 27 hours until May 14, 2023. The question asked, “Is Gardner Looking Better than 2 Years Ago?”. 92% said YES, 8% said NO. There was a small sample size of 90 respondents.
The poll also stated, “Add comments for things which still need improvement.” Here are the comments: Kelly posted, “My biggest concern is our water. Haven’t seen any movement on that issue.” Ethan posted, ” Route 68 pavement and more light poles, sidewalks near the a1 market needs serious repairs.” Nate posted, “Personally I would like to see less new development and more emphasis on rehabbing/removing buildings that are an extraordinarily poor state of disrepair” Jess posted, “They put some sh***y lights up all around the condemned buildings.” Lare posted, “The streets are in awful condition and the temporary fixes aren’t cutting it. I wish they would do more fixing those instead of hanging lights and putting out flowers and actually fix things properly. With over 75 houses signed up as of Sunday, May 14, 2023, this is certainly surprising. However, it’s easy to fix this. If you sign up by Thursday, May 18th, you get on the Google Map. You don’t have to worry about a Yard Sale permit this year because Gardner Mayor Michael Nicholson waived the requirement for both Saturday May 20th and Sunday May 21st.

- Garbose Progress (5/13/2023)
It’s been just 6 weeks and Garbose Building Transformation is Well Underway in Gardner MA
More than a thousand pairs of shoes were removed from the corner storefront. Huge dumpsters full of stuff were taken out. Now the dumpsters are gone and the construction has begun. Gardner’s iconic building, the Garbose Building, is on its way to glory once again.
In March Jonathan Bombaci of Candor Realty described the plans for the building,”18 market rate residential one-bedroom and studio efficiency units catering to residents looking for condo quality accommodations at an affordable price on the upper floors of the building, as well as retaining all retail space on the buildings’ ground level.”
The Garbose Building which was built in 1883 is expected to retain its historic exterior appearance while being outfitted with the latest modern amenities within and nice finishes such as granite countertops.

Gardner Mayor Nicholson spoke of Congresswoman Lori Trahan’s visit to Downtown Gardner this past week to view the continuing progress. “She was very impressed by the work that’s being done. So I want to thank everyone who has helped contribute to all of the success and investment that’s been happening in Gardner.”
Pictured is construction at Orpheum Park where one of 2 Downtown fountains is being installed. (The other will be at Bullnose Park.) Lights are strung throughout the Downtown. In the next week or two, the flower pots will be coming back and sponsorships are still available.
Mayor Nicholson congratulated the MWCC Vet Techs who had their pinning ceremony this past week and the MWCC commencement takes place this coming Wednesday.
Functions at the Gardner Public Schools included the first concerts by the Gardner Elementary School Band with 200 students. The Gardner Music Boosters Theme Basket Extravaganza takes place Saturday May 13th at Gardner High School from 9am to 1pm. An All Gardner Public School Art Show will be taking place at Gardner Elementary School on May 17th from 5pm to 7pm. Gardner High School Spring Concert takes place Thursday May 18th at 7pm
The Mayor mentioned the Chamber of Commerce Community Awards. He welcomed the new Buddhist Community to the City over on Lakewood Terrace.

A Year of Progress on Surgical Pavilion at Heywood Hospital in Gardner MA
Construction of the new Surgical Pavilion has progressed from nothing to the last metal beam in just a year. Heywood Hospital features a page on this project where you can see daily progress, CLICK HERE.
Current operating room facilities were constructed in the 1960s, so the project is expected to significantly increase Heywood Hospital’s ability to serve the community and retain providers. Completion is anticipated sometime next year.
According to the website, “Our premier Surgical Pavilion will be approximately 22,000 square feet and will include six Operating Rooms…..”

Gardner MA Planning Board Approves 22 more Parking Spaces for GES as Minor Modification
The Gardner Elementary School will be getting 22 more parking spaces after a presentation was made to the Gardner Planning Board. Questions have arisen as to why more parking spaces were not in the original plan and a couple of reasons were given. First, the Massachusetts School Building Authority wants to keep the number of parking spaces at schools to a minimum. Second, the increased number of staff and students at Gardner Elementary were not part of the initial forecast in 2019. It was also suggested in jest that if functions such as Open Houses are held, perhaps a yellow limo could be used to ferry people back and forth to make up for the lack of parking.

Gardner MA Mayor’s Single Decision Last Year to Save Constituents Millions in Next 3 Years
Last year when electric rates were high, Gardner Mayor Michael Nicholson opted to sign a 1 year electric contract instead of the usual 3. That one decision will save Gardner rate payers millions in the next 3 years as the new contract which takes effect in November 2023 will see rates drop to 14 cents per kilowatt hour. In another moment, Mayor Nicholson spoke of getting an eventual credit of about $200,000 from National Grid due to the city overpaying at the incandescent rate for outdoor lighting, rather than the appropriate LED rate. The utility company overbilling was noticed by a very sharp City Engineer Rob Oliva. The overbilling has occurred since 2019 when the last Mayor was in office. As the lookback period is 5 years, Gardner should eventually be made completely whole. And going forward, the bills will be lower.
Other requests were recommended to be approved by the full City Council including a transfer of about $700k to bring snow and ice into the black. A total of $1,002,174.64 was spent for snow and ice removal. Mayor Nicholson stated that the majority of it was the cost of purchasing salt as there were more ice instances than snow instances this year

According to the Press Release, “The City of Gardner received over $6 million in federal funding through the package. Last year, Mayor Nicholson announced that the City would use $400,000 for its small business grant program and $1.1 million for its small business sign and facade loan program.”

Joined by Gardner Mayor Michael Nicholson, Council President Kazinskas, and other local government and business leaders, Congresswoman Lori Trahan toured Gardner small businesses which benefitted by American Rescue Plan funding. “When I met with Gardner small business owners today, I was reminded why we worked so hard to pass the American Rescue Plan two years ago. Small businesses are the foundation of our local economy, and that’s why we needed this whole-of-government approach to support their recovery from the pandemic,” said Congresswoman Trahan. “I’m grateful to Mayor Nicholson and Council President Kazinskas for their partnership in delivering these federal funds to local businesses that in turn have put this investment to use in such inspiring ways.”

Speculations on Summer Centennial Saturday July 22, 2023
Not too many details are known yet about the huge Summer Centennial Celebration event coming to Gardner Massachusetts on Saturday July 22, 2023 from noon to 6pm on the grounds of Mount Wachusett Community College. It will be a family-friendly event with lots of things to do, great food, and some music. Details will be coming out soon. In the meantime, Gardner Magazine had some fun speculating about awesome chicken dinners, delicious burgers, refreshing ice cream cones with of course an assortment of food trucks and lots of fun activities for the kids.
It will be an “Out-of-this World” event drawing people from Greater Gardner MA and the surrounding area. Dignitaries at the Summer Centennial could be some faces you’d recognize or maybe even some from another planet. In any case, reserve the date for you and your family. Concept Proven – Beautiful Day for Art Festival on Saturday, May 6, 2023
The event was uplifting as artists showed off their creations at the First Annual Chair City Concept Forefront Art Festival. Our photo gallery says more in photos than can be said in words.
So many talented young people were among the group of artists. Art was varied by medium and subject matter. The FREE activities for all ages had participation. It was a fresh air Outdoor Art Gallery and a way to support local artists on what was a beautiful Spring Day.
The musical performances at Orpheum Park were enjoyable for those who stayed to listen .
The Chair City Conceptual Forefront Art Festival will be an event to remember, (until the 2nd annual) This was a great event to build upon in the future.

Community Garden at St. Paul’s in Gardner MA Expands for 2023
The Community Garden located at St. Paul’s Episcopal Church on Cross Street in Gardner has almost doubled its capacity in 2023. Grown on the property: Fresh produce distributed to area families by the CAC and perennial plants. The Community Garden was established last year funded by a $3,000 grant from the Episcopal Diocese of Western Massachusetts.
The sign states “For I was hungry and you gave me something to eat” – Matthew 25:35. Distribution of food grown will occur through the Food Pantry of the Community Action Committee. The CAC serves disadvantaged individuals in Gardner, Ashburnham, Baldwinville, Hubbardston, Otter River, Templeton, and Westminster. Gardner CAC website, CLICK HERE. Gardner MA Mayor Michael Nicholson Accumulating Accolades
Mayor Nicholson of Gardner has a long list of adjectives, nouns, and verbs to his credit. The latest is being named one of this year’s Power 50 by the Worcester Business Journal. See Press Release, CLICK HERE.
The Mayor stated, “I’m extremely proud of all we’ve accomplished in Gardner in just a few short years. My team and I have worked to turn distressed areas into the promise of tomorrow, brought life into areas that were run down, invested in our education and infrastructure more than we ever have before, and we’ve put Gardner on the map as an up and coming community, one that will bring a revitalized area, a place people will want to live and work. But we still have a lot of work left to do- and I can’t wait.”
Mayor Nicholson has announced his intention to run for reelection.

Gardner MA City Clerk’s office Reports No Candidates Yet
As of Friday, May 5, 2023, there are no official candidates for any office in the upcoming Gardner election. Positions coming up for vote are Mayor, City Council, and School Committee. 50 certified signatures are required to get on the ballot. So far, according to the Gardner City Clerk’s office, there are no candidates. If this trend continues, the only thing in the voting booth this Fall might be a cuddly teddy bear.
Don’t worry, candidates have until 5pm on August 15, 2023 to submit signatures. In 100 years as a City, we don’t know of Gardner ever having had an election without candidates. Gardner Election and Candidate Details on pdf, click here.

We spoke with Gardner Fire Chief Gregory Lagoy regarding staffing and the implementation of the recommendations in the recent Fire Department Audit. We discussed the challenges of the past year and the types of calls received by the Fire Department. We spoke about Fire Safety in Business, Industry, and at home.
Community Interaction with the Gardner Fire Department includes some Fire Safety Education and the Chief reviewed the particulars. He spoke of the various duties at fires, accidents, and spills.
The Gardner Fire Chief spoke of resources available to the Department including the need to replace critical Fire Department radios, the vehicles and equipment on order, the next year’s budget.
Chief Lagoy wanted the public to know that the Gardner Fire Department is here to serve them with a team of dedicated people.

Having just left the National Day of Prayer Celebration at Higher Ground Ministries, Gardner Mayor Nicholson did his update on the grounds of Monument Park where work is beginning on the 3rd phase of the Downtown Improvement Project. ADA compliant sidewalks will be installed, Victorian Light posts will be added, and some dying trees will be replaced. He also spoke of the new waterfront park and 40 space parking lot replacing the old National Grid substation.
Mayor Nicholson reflected on the start of the Relay for Life which is coming up June 9-10th at Mount Wachusett Community College. He spoke of the Conceptual Forefront Arts Festival taking place Saturday, May 6, 2023 from 11am to 4pm at Orpheum Park on Parker Street in Gardner. The Mayor announced that the Gardner Elementary School will have Spring Concerts on both May 9th and 10th at 6:30pm . The Mental Health Awareness Picnic takes place in the park on May 11th at 11am. The Keep Gardner Beautiful Event will take place on Saturday May 20th, starting at 8:30am. Also that day will be the Gardner City Wide Yard Sale and the permit requirement is waived for that day.

Common sense is sound, practical judgment concerning everyday matters, or a basic ability to perceive, understand, and judge in a manner that is shared by nearly all people.
EDITORIAL – Common Sense Solution to Open Meeting Law Concerns and Worries
Gardner Magazine reached out informally to a contact at the Massachusetts Attorney General’s office. In my view, for some time, Gardner has opened itself up to potential violations when a few simple changes could avoid ALL problems. Based on an exchange with my contact, here’s my suggestions.
Councilor Walsh was simply being prudent. Most likely there is NO PROBLEM. However, I make the following common sense suggestions 1. If a group of Councilors want an item on the agenda (5 or less so it’s not a quorum) send the request to the Clerk’s office for inclusion on the agenda and discuss only at the Open Meeting. Don’t even email a meeting agenda, make Councilors get it from the same section on the website as the public. 2. Get rid of the very silly “New Business” and have an “Unanticipated Topics” section instead. If someone attempts to speak on something which clearly could have been anticipated, either the Council President or another Councilor could raise a point of order, suggesting that the matter be posted for discussion at the next meeting. Simple common sense changes, NO MORE POTENTIAL PROBLEMS. Sometimes a little common sense is the easiest solution. And common sense doesn’t cost anything.

City of Gardner MA Rolls Out Welcome Mat to Highlight Downtown Progress
Gardner Mayor Michael Nicholson is rolling out the welcome mat to State and Local Leaders and Congresswoman Lori Trahan for a tour of Downtown Gardner on Monday, May 8th. Gardner leaders are proud to show off Gardner as an attractive place to live, do business, and bring industry.
On the tour will be the Mayor, Trahan, State Rep. Zlotnik, State Senator Gobi, Council President Kazinskas and other City Councilors, CDPT Director Beauregard, and GEDC Coordinator DeRoy. Also expected, Gary Lorden of Mass Ave Rentals which is renovating 42-52 Parker Street, Jonathan Bombaci whose company purchased 25 Main Street and recently the Garbose Building, Tony Molina of the Molina Realty Group which purchased the Gardner News and Bank of America Buildings and most recently was awarded the old Prospect Street School for Condominium Development, Jenna Hartman of Empire Management which purchased their building, and various other Downtown business owners. Progress of various improvements will be showcased.
Gardner received $6.1 million from the American Rescue Plan Act, using $2.6 million of the funds directly for Economic Development and Infrastructure Improvement Projects ranging from small commercial sign grants to larger long-term investment projects. 17 buildings in Downtown Gardner have changed hands in the past year with many slated to undergo extensive renovation and beautification. (And last year, a total of 33 businesses opened their doors in Gardner.)
The event is a way for the leaders to walk in the Downtown and hear from local business leaders about the positive changes over the past couple of years and to demonstrate that provided funding is making a noticeable difference.

The Polish American Citizens Club (P.A.C.C.) offers FREE ADMISSION for their Friday Night concerts taking place from 7pm to 11pm on the Outside Stage. The events are open to the public and are preceded by the Friday Night Cruise Nights. Food and beverages are available for purchase.

Councilor James Walsh Emerges as Council Advisor During Gardner MA City Council Meeting of 5-1-23

Councilor Walsh pays attention to the details and often provides well-reasoned advice to the City Council during meetings. Whether you agree with him or not, he is calm, courteous, and thoughtful. At this meeting he expressed a concern about whether a letter signed by 5 City Councilors violated the Open Meeting law because an opinion was expressed in it and the letter was then circulated to all Councilors. See letter – The Letter asked for the 3 Zoning Matters regarding Sports Betting, Marijuana Shops, and Route 140 Zoning be scheduled for public hearing. Walsh acknowledged that 5 City Councilors did not constitute a quorum and thus there was no violation on that basis, but on other concerns, thought an opinion might be prudent. Councilor Judy Mack motioned for the City Council to refer to the City Law Department for an opinion, and the City Council approved the motion unanimously.
Later in the meeting, Council President Kazinskas reviewed guidance regarding “New Business” time, stating that they might have to list items ahead of time. This was based on an Open Meeting Law Complaint regarding the Swansea Board of Selectmen. The matter was also referred to the City Law Department for an opinion.
Downtown Improvement Capital Project
Items Approved. The Gardner City Council referred a number of items to the Finance Committee and Public Service Committee, but did approve the Mayor’s request for $350,000 to go to the Downtown Improvement Capital Project.
Mayor Michael Nicholson issued a statement on the project. “If you’re driving by Monument Park over the next few months, you’ll notice some construction work being done. This work includes re-doing the sidewalks around Monument Park to make them ADA compliant and adding Victorian light posts to the perimeter, removing trees that are either diseased or dead (only ones that fit those categories) and replacing them with new trees, extending the North Central Pathway Bike Trail from the Gardner Veterans Arena Skating Rink to Crystal Lake Cemetery along Crystal Lake’s shores behind the Greenwood Pool, and the creation of a new waterfront park at the former National Grid Substation site. This is being done as Phase 3 of our 6 Phase Downtown Infrastructure Improvement Project. This $1.5 million project is being funded by City funds as well as State and Federal grant funding. Thank you to Congresswoman Lori Trahan, State Representative Jon Zlotnik, State Senator Anne M. Gobi, and all of our partners on the state and federal level for helping Gardner secure this funding. (Please note: the rendering below also shows the preliminary plan for the construction of a pavilion at the site of the former Greenwood Indoor Pool building. This work is not expected to begin until December 2023/January 2024)”
The project is the City’s portion of Phase 3 of the 6 phase Multi-million dollar infrastructure project including various improvements in the Monument Park area. - 3 Centers (5/2/2023)
Finding the best use for existing City-owned buildings, getting vacant buildings occupied again, and aiding in the sale of buildings needing renovation is yielding visibly positive results in Gardner, MA. Most notably is the recent sale of the Garbose Building with renovations already underway.

Community Center
The Community Center at the site of the former Waterford Street School is a done deal, with some tenants of the building already moving some things in. It will house the C.A.C., the Gardner Senior Center, GAAMHA, and Growing Places with all being able to expand services as a result of the move. Official opening is anticipated sometime this year.
Visitors Center
The Visitors Center may become so again, or it could be the site of a new restaurant or even the Chamber of Commerce which is interested in the site but is also looking at the former Gardner News building. Right now, Gardner awaits a creative land swap whereby Gardner gets ownership to the Visitors Center and the State of Massachusetts will get title to some land across from Dunn’s Park. Legislative approval for the swap could take some time.
Chair City Arts & Music Center?
The City of Gardner has been speaking with various parties interested in utilizing the former Helen Mae Sauter School. GALA, the Gardner Area League of Artists is in the process of reviewing a lease for the building. Will the building become the Chair City Arts & Music Center? Gardner MA Relay for Life 2023 has more than 5 dozen teams
The Gardner Relay for Life is coming up June 9 to June 10, 2023, taking place once again at Mount Wachusett Community College on Green Street in Gardner. The 2023 theme is “Every Step brings hope.” In a milestone, this is Gardner’s 30th Relay for Life.

This year, once again, Gardner Radio station WGAW will cover various aspects of the Relay for Life locally on the air at AM 1340 and 98.1FM, and worldwide via the internet. The Mohawk Amateur Radio Club also plans a worldwide broadcast using Ham Radio.
The Gardner Relay for Life is one of 2500 similar events held yearly in the United States. Last year’s goal of raising $100,000 was exceeded by the time the event began. This year, local cancer survivors will once again be celebrated and Cancer Survivors will take a victory lap to kick off the event. The Relay for Life event also features various music groups and food vendors.

In Great Hands – the Gardner MA PD Interview with Chief Eric McAvene
The Gardner Police Department is Going Great under the direction of some Great Hands – including Chief Eric McAvene. We discussed various topics with the veteran officer and now Chief to learn more about how the Gardner PD gets it done. Listen on any device. CLICK PLAY.
We asked Chief McAvene about staffing levels and he explained the Gardner PD is working towards its budgeted staff of 33. Currently there are some trainees in the Police Academy with a couple more soon to start. The chief complimented his officers stating, “The officers here, everybody here has certainly stepped to the plate when…being short staffed, and I couldn’t be prouder of the officers here.”
Police Academy and Drones: The Junior Police Academy is in July and initially accepts Gardner residents and then opens it up to those outside the City if its not filled up. The program was started by now Deputy Chief Nick Maroni. We spoke of the Drone program and of the resources available through the Central Massachusetts Law Enforcement Council. “It’s kind of a force multiplier” says the Chief. It’s very similar to the Drug Task force which is made up of cities and towns in North Central Massachusetts where help is also available in a crisis or even to execute search warrants. Chief McAvene also wanted the public to know that the public can get rid of any medications 24/7/365 right through the front doors of the police station at an indoor kiosk.
K-9 Drug Training; K-9 Rocky just completed his drug training so he’ll be able to sniff out narcotics for the Gardner PD. The Chief says he is well-behaved even in the building and his favorite toys is a ball tethered with rope.
Traffic and Safety: The Regan Street 1 way trial will be evaluated once the 60 days have completed. We spoke of other traffic challenges including speeding, with one of the most difficult areas being Route 140 because the speeds are just under those on Route 2 but the traffic is 2 way, making accidents serious such as the double fatal in February. The chief stated, “I encourage people to try to pay more attention, because a lot of times its simple things like your phone, things you shouldn’t be doing, but should be paying attention, and we want to avoid tragedies…”
Domestic Violence: We also spoke about Domestic Violence with the Chief stating, “We would encourage you to contact law enforcement if the situation is an emergency, or its something that’s escalating and needs to be addressed….the officers are here to help in any way they can….officers are trained to try to deescalate and mediate the situation the best they can.”
The Schools; Chief McAvene explained that the DARE program is not just drug education, “it’s kind of being a good person, being respectful, things like that…a lot of the things we would teach our children as they grow up. The permanent replacement for Community Police officer Lawrence who retired will be named shortly.
Supply Chain; The Gardner PD faces Supply Chain issues just like many today with items like police cruisers taking several months at a time when replacements are needed.
Praise for Officers; Chief McAvene stated that he wants the “folks in Gardner to know that they have a very professional Police Department…a lot of good, good people who step up to the plate when they’re called. I couldn’t be more proud of the officers we have here and the officers coming in. It’s just a great great group.”
